Eight actions to enable Police Buildings to contribute to the vision of the Police Service, rather than contradict it. Police buildings will continue to play an important role in effecting public confidence in the police. Great care needs to be given to the design and management of all police buildings. What social trends will influence police station location? How police buildings shape people’s confidence in the police, their fear of crime and sense of security.

5. 1 OUR NEW PROTOCOL
▸ http://www.urbandesign.gov.au/
▸ It is concerned with the arrangement,
appearance and function of our suburbs, towns
and cities.
▸ It is both a process and an outcome of creating
localities in which people live, engage with each
other, and the physical place around them.
▸ It involves many different disciplines.
▸ It operates from the macro to the micro scale.
▸ It influences economics, the physical scale and
the social and cultural nature of a locality
▸ It is a long-term process that continues to evolve
over time.

9. QUALITY PUBLIC SPACE
▸ Urban designers believe that the arrangement and the qualities of the public
space affects the way people react, interact, behave and feel.
▸ William H Whyte : It is difficult to design a space that will not attract people.
What is remarkable is how often this has been accomplished.
▸ Urban design must create public spaces of quality.

11. SENSE OF PLACE
“Urban design is not just about physical form, but lived experience
as well. It has a social and psychological dimension. At its best,
urban design is about feeling at home in the world: creating a
sense of continuity and authenticity.” (Buchanan, 2009)

16. STATION LOCATION
▸ http://www.theatlanticcities.com/neighborhoods/2012/04/data-
driven-case-walkability/1757/
▸ Living car-free in walkable areas fits younger lifestyles. Fewer
young people want cars. In 1995 people age 21 to 30 drove 21
percent of all miles driven in the U.S.; in 2009 it was 14 percent,
despite consistent growth of the age group. [Advertising Age, 2010]
▸ If one in ten Massachusetts adults started a regular walking
program, the state would save $121 million in heart disease
expenditures annually. [MA Dept. of Public Health, 2008]
▸ Exercise affects learning, memory and cognition. College students
showed improved performance on recognition memory tasks after
exercise. [NYU current research]
▸ A one-point increase in Walk Score is associated with between a
$700 and $3,000 increase in home values. [CEOs for Cities, 2009]

East but in the US, the birthplace of
the mall, they're dying and in
Australia they're haemorrhaging”
26. STATION LOCATION
▸ The Australian June 15, 2011 12:00AM
▸ Some are saying the end is nigh for the traditional
shopping mall retail model.
▸ Online retailing is making its mark
▸ Typical anchor tenants such as fashion stores and book
shops are struggling.
▸ "The retailers that are most at risk are in the shopping
strips that aren't somewhere like Toorak Road or Bridge
Road in Melbourne, where there's upmarket coffee
shops and lifestyle options to attract people to the area."

28. THE POLICE AND THEIR PUBLIC
▸ Public Services depend on a trusting cooperative
public for their success.
▸ This is true of policing - perhaps particularly true.
▸ Public attitudes towards the police are complex.
While the police remain one of the most trusted of
public services, they cannot afford to be
complacent.
Surrey Hills Library, Crown Street, Surrey Hills, NSW, AUS
29. VISION OF THE QLD POLICE SERVICE
▸ „We are determined to be a professional police
service,
▸ dedicated to excellence and committed to
working in partnership with the people of
Queensland
▸ to enhance the safety and security of our
community.”
Stafford Police Station, Brisbane, QLD, AUS
30. THE POLICE AND THEIR PUBLIC
▸ In the UK trust in the police has fallen in recent
years across all age groups and all classes.
▸ People will trust the police and work with them in
the way the police need, only if they are seen to
be fair and accountable, to listen and respond to
people, and learn from their mistakes.
▸ The public place a particular value on a police
service that is „personable‟ – they expect the
police to be sensitive, adaptable, and efficient in
their dealings with the public.
Parap Markets, Parap, Darwin, NT, AUS
31. THE POLICE AND THEIR PUBLIC
▸ But the police don‟t only need to work to promote
trust and co-operation, they also need to ensure
that the public feel safe and reassured
▸ Here too, the way the police interact with the
public is crucial
▸ It is now widely agreed that promoting a visible
public presence on the part of the police reduces
fear of crime and feelings of insecurity
Queen Street Mall - Brisbane QLD, AUS
32. THE POLICE AND THEIR PUBLIC
▸ Are the government and the police are
continually strengthening relations between the
police and the people they are meant to serve?
▸ Is the contribution that the police facilities could
make to improving police–public relations and
promoting reassurance properly recognised?

34. THE ROLE OF THE POLICE STATION
▸ In the UK it is estimated that one in three people
visit a police station every year.
▸ Well designed, public minded police stations can
enhance the image of the police among victims
and public.
▸ It can also decrease feelings of vulnerability
among the public at large.
Albury Police Station - Albury, NSW, AUS
35. THE ROLE OF THE POLICE STATION
▸ The familiar town centre police station was
designed to make the police force both visible and
legible.
▸ It was an effective symbol of security and public
order.
▸ The police have largely failed to build on this
legacy.
▸ This lack of concern with the urban design and
management of the police facilities is reflected in
the public experience of many police stations
which are often intimidating, or alienating places
to visit.
Police Precinct - Beechworth, VIC, AUS
36. WHAT THE UK PUBLIC SAY...
foundation.org.uk/files/POLICE0001/reports/Reportsbyotherorgs/reinvent
ing_police_station.pdf
▸ „It‟s just a cop shop. Their business is to bang people up. You don‟t go
there unless you have to.‟
▸ „I think they‟ve designed it on purpose to be as impersonal as possible.
It‟s not a friendly place.‟
▸ „The community aspect is way down their list of priorities, I would
imagine.‟
▸ „A lot of police stations are intimidating.‟
▸ „I felt like I was being punished as well.‟
▸ „It‟s just a place really. Who wants to have lunch outside a police station?
It‟s not the kind of place you want to go and sit down, is it? I definitely
wouldn‟t. I walk past it as fast as I can.‟
Holland Park Police Station, Bne, QLD, AUS
37. UK PRESS
▸ http://www.guardian.co.uk/society/2002/apr/03/urbandesign.arts
▸ The Commission for Architecture and the Built Environment
(CABE), has written to the chief constable of Greater Manchester,
David Wilmot, detailing its concerns about the project.
▸ "The overall level of design is disappointing in terms of their civic
contribution.”
▸ It claims that proposed designs of blank walls on to the streets
contradict "secure by design" principles, which the police promote
as a way of encouraging informal super vision of streets and
engendering a sense of safety.
▸ "A police station needs to be a recognisable symbol... to convey a
sense of being part of the community. These buildings are not
obviously police stations; at first sight, one or two could be
mistaken for leisure centres."
Carseldine Police Station, Brisbane, QLD, AUS
38. THE ROLE OF THE POLICE STATION
▸ Virtually none provide space for public meetings
or exhibitions and very few make the most of the
admittedly limited aspects to them which might
appeal to the public.
▸ The traditional police station is increasingly out of
date – many have closed.
▸ A wide range of factors bear on the future of the
facilities.
▸ Some of these – new security threats, growth of
police specialisation, culture, security,
maintenance – pose a challenges with design
solutions.
▸ Others, like a greater focus on community
support, improved image, attract staff offer new
opportunities.
Orion Springfield Town Centre - Springfield, QLD, AUS
39. THE ROLE OF THE POLICE STATION
▸ Police buildings will
continue to play an
important role in effecting
public confidence in the
police
▸ Great care needs to be
given to the design and
management of all police
buildings
Hastings St, Noosa -Sunshine Coast, QLD, AUS
40. STRENGTHENING RELATIONS
▸ There needs to be something close to a
revolution in the way the police and the
Government approach police buildings
▸ They have to become much more sensitive to the
contribution their facilities can make to
strengthening relations between the police and
citizens, and reassuring the public.
41. RESPONDING TO POLICY CHANGES

42. CRIME PREVENTION
▸ The CPTED guidelines
considers design and
use
▸ Identifies which aspects
of the physical
environment affect the
behaviour of people.
▸ Uses these factors to
allow for the most
productive use of space
while reducing the
opportunity of crime.
▸ This might include
changes to poor
environmental design
such as street lighting
and landscaping. Portside Markets, Hercules Street, Brisbane, Queensland, AUS

It does this by placing the garages at the rear of the house. A little parsley on the pig though as the rest of the estate utilises standard garages at the front which impact on the street. (WA is leading the charge in good suburban (and inner city) development).
