Overview of Lower Ninth Ward Rebuilding Plan

―In this present crisis, government is not the solution to our problem; government is the problem.
From time to time we've been tempted to believe that society has become too complex to be
managed by self-rule, that government by an elite group is superior to government for, by, and of
the people. Well, if no one among us is capable of governing himself, then who among us has the
capacity to govern someone else? All of us together, in and out of government, must bear the
burden. The solutions we seek must be equitable, with no one group singled out to pay a higher
price.‖ (Ronald Reagan, Jan 20, 1981)

The red crosses are the points that were surveyed. Both sides of the road were surveyed, and then a bit at the
top of the landfill. The corners (lowest elevations) are points surveyed to show the difference in height from the
paved road to the top.

  Next slides show different views.

Solar Village Prospect developers are currently planning a "Solar
Village" for inclusion in the development. Partly inspired
by CU's 2002 Solar Decathlon project, the Solar Village
will include housing and small commercial enterprises.

placed in Prospect New Town near the Solar Village are
in motion. Following the 2005 Solar Decathlon
competition, the CU Home will be displayed on the
Boulder campus for six months before moving
                     permanently to Prospect.

Army Hawaii Family STEP 2A - ―THE SOLAR COMMUNITY‖

Housing Army Hawaii Family Housing is the largest
                              privatization project awarded by the
                              Army, serving more than 20,000
residents. At completion the project will
include 7,894 homes at seven different
installations and 19 separate sites on the
island. The construction and renovation of
these homes will be completed by 2015.
Actus Lend Lease will continue to own,
operate and manage the project through
                              at least 2055.

Families living in these neighborhoods will
                              enjoy an environmentally-friendly, master-
                              planned community that seamlessly
                              integrates residents, homes, amenities
                              and services. Several Community Centers
will be completed during the initial
development period, each one serving as
the town center for individual villages.

Army Hawaii Family Housing believes in
                              protecting the environment and doing

BedZed STEP 2A - ―THE SOLAR COMMUNITY‖

BedZED, the Beddington Zero Energy
Development, is an environmentally-friendly,
energy-efficient mix of housing and work
space in Beddington, Sutton. BedZED will
only use energy from renewable sources
generated on site. It is the first large-scale
‗carbon neutral‘ community - i.e. the first not
to add to the amount of carbon dioxide in
the atmosphere. BedZED shows how
housing can be built without degrading the
environment. BedZED turns a former
sewage works into a community of 100
properties for sale and rent, a childcare
facility and plenty of green space, including
private gardens.

The BedZED urban system reconciles high
density three storey city blocks with high
residential and workspace amenity.
Workspace is placed in the shade zones of
south facing housing terraces, with
skygardens created on the workspace roofs,
enabling all flats to have outdoor garden
areas, with good access to sunlight, at the
same time as providing well daylit workspace
without problematic summer overheating.
The combination of superinsulation, a wind
driven ventilation system incorporating heat
recovery, and passive solar gain stored
within each flat by thermally massive floors
and walls - reduces the need for both
electricity and heat to the point where a 130
kw wood fuelled chp station can meet the
energy requirements for a community of
around 240 residents and 200 workers.

Lithium Energy System: Our advanced Lithium battery technology is

   Home
implemented into the house design and system infrastructure. The wind
turbines and PV panels will charge the proprietary lithium battery system
that in turn will provide for all of the electrical requirements of the
home. Including the charging of our electric vehicles.

                                                       THE FUTURE

          NOW

British engineering firm, Arup, is working as a strategic partner with Shanghai
Industrial Investment Corporation (SIIC) on the integrated masterplanning for the
world‘s first sustainable city.

At three quarters the size of Manhattan and located on the third largest island in
China at the mouth of the Yangtse river, Dongtan will be developed on 630
hectares of land as a sustainable city to attract a range of commercial and leisure
investments.

Ecologically sensitive design will be a key element of the masterplan. The site is
mostly agricultural land adjacent to a huge wetland of global importance. This will
be a significant opportunity to apply our integrated sustainability and urban
planning expertise to the benefit of the eco-city

SIIC’s vision is to create a development with low energy consumption
that is as close to being carbon neutral as possible. This urban centre,
where people will be able to live and work in a high-quality
environment, could be the template for sustainability in city planning,
not only in China but elsewhere in the world.

  • 1. Overview of Lower Ninth Ward Rebuilding Plan ―In this present crisis, government is not the solution to our problem; government is the problem. From time to time we've been tempted to believe that society has become too complex to be managed by self-rule, that government by an elite group is superior to government for, by, and of the people. Well, if no one among us is capable of governing himself, then who among us has the capacity to govern someone else? All of us together, in and out of government, must bear the burden. The solutions we seek must be equitable, with no one group singled out to pay a higher price.‖ (Ronald Reagan, Jan 20, 1981)

  • 16. Prospect New Town, CO - STEP 2A - ―THE SOLAR COMMUNITY‖ Solar Village Prospect developers are currently planning a "Solar Village" for inclusion in the development. Partly inspired by CU's 2002 Solar Decathlon project, the Solar Village will include housing and small commercial enterprises. Plans for CU's 2005 Solar Decathlon BioS(h)IP to be placed in Prospect New Town near the Solar Village are in motion. Following the 2005 Solar Decathlon competition, the CU Home will be displayed on the Boulder campus for six months before moving permanently to Prospect. • 17. Army Hawaii Family STEP 2A - ―THE SOLAR COMMUNITY‖ Housing Army Hawaii Family Housing is the largest privatization project awarded by the Army, serving more than 20,000 residents. At completion the project will include 7,894 homes at seven different installations and 19 separate sites on the island. The construction and renovation of these homes will be completed by 2015. Actus Lend Lease will continue to own, operate and manage the project through at least 2055. Families living in these neighborhoods will enjoy an environmentally-friendly, master- planned community that seamlessly integrates residents, homes, amenities and services. Several Community Centers will be completed during the initial development period, each one serving as the town center for individual villages. Army Hawaii Family Housing believes in protecting the environment and doing what we can to reduce energy costs and Mary Schmidtke, executive conserve resources. Upon completion, Army Hawaii Family Housing will be the assistant at Actus Lend world's largest solar powered community. Lease, displays solar Recycling trees and construction material is also on the forefront of this project. panels that will be part of Rather than having waste end up in landfills, Actus Lend Lease is reusing the Army energy network demolition waste in asphalt and other building materials.
  • 18. BedZed STEP 2A - ―THE SOLAR COMMUNITY‖ BedZED, the Beddington Zero Energy Development, is an environmentally-friendly, energy-efficient mix of housing and work space in Beddington, Sutton. BedZED will only use energy from renewable sources generated on site. It is the first large-scale ‗carbon neutral‘ community - i.e. the first not to add to the amount of carbon dioxide in the atmosphere. BedZED shows how housing can be built without degrading the environment. BedZED turns a former sewage works into a community of 100 properties for sale and rent, a childcare facility and plenty of green space, including private gardens. The BedZED urban system reconciles high density three storey city blocks with high residential and workspace amenity. Workspace is placed in the shade zones of south facing housing terraces, with skygardens created on the workspace roofs, enabling all flats to have outdoor garden areas, with good access to sunlight, at the same time as providing well daylit workspace without problematic summer overheating. The combination of superinsulation, a wind driven ventilation system incorporating heat recovery, and passive solar gain stored within each flat by thermally massive floors and walls - reduces the need for both electricity and heat to the point where a 130 kw wood fuelled chp station can meet the energy requirements for a community of around 240 residents and 200 workers.
  • 19. Hybrid Living STEP 2C – ―PLUG-IN VEHICLES—ONE WAY FLOW OF ELECTRICITY‖ Lithium Energy System: Our advanced Lithium battery technology is Home implemented into the house design and system infrastructure. The wind turbines and PV panels will charge the proprietary lithium battery system that in turn will provide for all of the electrical requirements of the home. Including the charging of our electric vehicles.
  • 20. Dongtan, China STEP 3 – ―THE RENEWABLE ENERGY COMMUNITY‖ THE FUTURE NOW British engineering firm, Arup, is working as a strategic partner with Shanghai Industrial Investment Corporation (SIIC) on the integrated masterplanning for the world‘s first sustainable city. At three quarters the size of Manhattan and located on the third largest island in China at the mouth of the Yangtse river, Dongtan will be developed on 630 hectares of land as a sustainable city to attract a range of commercial and leisure investments. Ecologically sensitive design will be a key element of the masterplan. The site is mostly agricultural land adjacent to a huge wetland of global importance. This will be a significant opportunity to apply our integrated sustainability and urban planning expertise to the benefit of the eco-city SIIC’s vision is to create a development with low energy consumption that is as close to being carbon neutral as possible. This urban centre, where people will be able to live and work in a high-quality environment, could be the template for sustainability in city planning, not only in China but elsewhere in the world. http://www.dongtan.biz/english/gywm/default.php
