All Member States established new entrants reserve 所有的成员国都为新进产能预留了配额
Different sizes 不同的规模

Fuel specific benchmarks provide wrong signals 燃料相关的标杆发出了错误的信号

Opportunity costs are added to ordinary (generation) costs
plus usual profit margin 机会成本附加到平常(一般)成本之上
