Tech USA Government Solutions (TGS) began over a decade ago with a dedicated team
providing subcontracting services to industry partners supporting the Intelligence
Community.
We specialize in mission response. We identify key skill sets and personnel in support of your

INTELLIGENCE COMMUNITY
NSA
o Our mission is to rebuild and operate the NSA’s “mission critical & non-mission critical” internal telephone and
computer networking systems, currently has 100+ employees supporting the GROUNDBREAKER, AXISS, LITTLEJOHN,
PDAS, SUNSCAPE, EPM III & TUNDRAJUNGLE programs.
o Currently the largest supplier of subcontract labor on the GROUNDBREAKER program to include information
technology, telephony, and infrastructure support.
o Additionally, our efforts on TUNDRAJUNGLE handle the sustainment, development, deployment and testing of
computer networking systems. TGS also provides lifecycle system engineer and software development support for
the Planning and Decision Aid System (PDAS) under the NSA/I23Fielded Solutions.
o Largest subcontractor in support of the AXISS CC Fit Up program with field engineering activities for the NSA at Fort
Gordon, Georgia. Deployed a team of 33 fully cleared lead, senior, and junior installation technicians within a short
timeframe. Our team is responsible for directing, supervising, and performing the fiber and network installations for
the new 250,000 sq. ft. NSAG facility as well as four additional facilities including NSAT and UDC.
o Perform CONUS and OCONUS engineering support, technical services and material procurement for Global Access
Operations (GAO) and its subordinate Offices and Divisions in support of SUNSCAPE.
o Provide technical writing and financial support on the EPM III program.
o Enhance software engineering capabilities through Java and Cloud Computing on LITTLEJOHN under the SSG group.
CIA
o Currently a subcontractor supporting key infrastructure and applications programs.

DEPARTMENT OF DEFENSE (DoD)
U.S. ARMY
o Provided support on the GFEBS contract at the Department of the Army in Kingstowne, VA with configuration
management, test engineering and analysis
o Provided Senior Avionics Technicians in Huntsville, Alabama in support of the UID Program to 160th US Army
Special Operations Aviation Regimen (SOAR). This program would apply a QR code (the square barcodes that are
becoming so popular) to each of the tools used in an Aviation Maintenance Facility, as well as many of the
components that go into the aircraft (helicopters only). Once applied, our team provided technical support and
phone training on the software/system once the service had been deployed.
o Provides Subject Matter Experts in Structural Stress Analysis. US Army Aviation and Missile Command (AMCOM),
Aviation and Missile Research, Development, and Engineering Center (AMRDEC) Aerospace Engineering
Directorate (AED) provides reviews (among other things) of rotary wing (helicopters) aircraft for airworthiness and
safety.
o Provided support to USSOCOM and SOCCENT on the EITC contract with IT Management, SharePoint
Architecture, Systems and Web Engineering. Served as a subcontractor supporting USSOCOM providing OCONUS
SharePoint architecture, IT Management, Systems/Web Engineering, Network Management, Information
Assurance, Configuration Management, Web/Portal Administration and Development support to Qatar and South
Korea. Provided deployed support to Camp Smith, HI and other CONUS locations across the country. TDC
continues to support this mission through the new USSOCOM SITEC program.
o Provided support to USCENTCOM on the All Source Analysis program with Intelligence support.
o Provided JAVA developers in support of the US ARMY AMCOM Condition Based Maintenance-Data Warehouse
(CBM-DW) including implementing functionality to fulfill use-cases, developing front-end user interfaces and back-
end Extract, Transform, and Load (ETL) methods.
o Supported PEO-STRI on the SE-CORE contract. TDC has employees developing rapid database production
processes and tools, and establishing an Orlando-based database production center supporting the Army’s
Common Virtual Environment (CVE).

• U.S. ARMY (Cont’d)
o Subcontractor on the WarFighter FOCUS contract. TDC Humint Instructors developed and
conducted classroom instruction tailored to train Humint Analysts on advanced collection
techniques and analytical skills focusing on the collection of intelligence from strategic-level
interrogations at a long-term facility. Instructors also developed course content, training
materials and documentation that included educational technology such as computer-based
training (CBT) or web-based training (WBT) and conducted knowledge-based training focusing
on an overview of Middle Eastern, Afghani and other regional cultural, geographical, and
historical information with a focus on terrorist groups’ methods of operation. Blocks of
instruction to be incorporated into JAICC utilize the adaptive learning model (constructivism)
training techniques during class training and in the development of training scenarios, training
plans, strategies, and in developing and updating lesson plans.
o Served as a subcontractor in support of the TACLAN contract which enables net-centric
warfare, interconnecting deployed elements of the DoD tactical forces through mobile IT
infrastructure and applications. These elements can include soldiers and teams or Joint Task
Force at the HQ level and can also comprise the tactical equivalent of a garrison network
(NIPR, SIPR and JWICS).
o Provides technical supporting, training, implementing and configuration solutions throughout
EUCOM AOR and USCENTCOM AOR locations in support of the NATO E3W program. The
Senior Engineers specialized in virtualization, cloud computing, data storage, and data
protection/disaster recovery.
o Supported the CCTV and Access Control installation, maintenance, servicing, and monitoring
of new Missile Defense Agency facilities and new Army facilities on Redstone Arsenal in
Huntsville, AL.
o Subcontractor to the Army ITA Enterprise Management Directorate providing enterprise
architecture, process engineering, capital planning, enterprise consulting, software
development, and subject matter expertise at Ft Detrick, MD and the Hoffman building in
Alexandria, VA.

U.S. AIR FORCE
o TDC serves as a subcontractor operating and maintaining network architecture/communications/crypto
devices in a modular combined ground control/intelligence processing suite. Employees operate, maintain,
configure, and troubleshoot the site’s computing hardware. This includes servers, network systems, embedded
computers, and a common data link. Our mission is to ensure system reliability to support near real time (NRT)
electro-optical/infrared and signals collections. We put our employees through a Combat Readiness Course (CRC)
at Wright Patterson AFB, OH and Camp LeJeune, NC before deploying to Kandahar Air Base, Afghanistan and
Camp Leatherneck, Afghanistan.
o Provided highly skilled support managers and technicians to serve on the executive staff for the Chief of
Warfighting Integration and Chief Information Officer (XC), Deputy Warfighting Integration Chief (XC-2), Assistant
to the Chief of Warfighting Integration for National Airspace Integration and SAF/XC Directors to provide in depth
information workflow management, staff action expertise, administrative support, records management and
process continuity (SAF/XC).
U.S. NAVY
o Provided support to the NCIS Acquisition Division supporting the mission of NCIS by performing acquisition
services necessary to support all types of requirements pre- and post- award.
o Provided engineering support to upgrade/maintain the existing infrastructure and implement future Data
Storage and Virtualization architecture for the Office of Naval Intelligence (ONI). Engineers were cleared to the
TS/SCI FS Poly level.
U.S. MARINE CORPS
o Provided infrastructure support to the Marine Corps Systems Command (MARCORSYSCOM) including help desk
and network engineering. Team stood up the NOC and ran a 24x7 network environment.
o Provided technical supporting, training, implementing and configuration solutions in Kabul, Afghanistan and
other small FOB locations. The Senior Engineers specialized in virtualization, cloud computing, data storage and
data protection/disaster recovery.

Key Past Performance (DoD)
• DISA
o Provided the DISA DGS contract with IT and Telecommunications support across
multiple task orders to include database administration, web development,
security/information assurance, systems administration, network engineering and
provisioning
o As part of the DGS contract, provided program management, documentation, and
policy guidance in support of NS5 to assist DCS in defining, engineering and
implementing future video solutions. Collaboration services are to provide
integrated global collaboration capabilities; to include data, video and voice
conferencing; as a network edge service for DoD and DoD-sponsored customers.
The collaboration services use existing and planned DISN infrastructure to link
fixed, deployed and mobile users.
o Provided TS/SCI and Polygraph security and information assurance engineering
support on a 24x7 basis, to conduct real-time analysis of theater IA-CND data from
DISA Command Center (DCC) and DISA Support Element (DSE) in the DISA Field
Office (DFO) US Cyber Command (USCYBERCOM). This was a very timely effort in
which lead the customer to award several additional opportunities based on our
performance.
• DARPA
o Provided IT support services to the Defense Advanced Research Projects Agency
with data analysis and technical writing/documentation.

DEPARTMENT OF HOMELAND SECURITY (DHS)
DHS HQ
o Supported the US CERT in Arlington, VA for Homeland Security (United States Computer Emergency Readiness
Team) on multiple ISR/Information Assurance programs. Provided numerous TS/SCI cleared Cyber
Security/Computer Forensic, Intel Analysts and Information Assurance SME’s.
o Supported a contract under the EAGLE procurement in Management Support Services. Provided technical,
program management, policy, strategy, financial and acquisition support to DHS and its components in the
wireless domain (e.g., LMR, microwave, WLAN, WiMAX, 3.5/3/4G Networks) in order to bridge the gap between
the technical and business functions.
S&T
o Manage DHS S&T systems direct Information System Security Officer (ISSO) support staff ensuring all system
documentation is updated and security assessments are adequate. Oversee the Plan of Action and Milestones
(POA&M) process, maintain an inventory of all information systems, and develop the procedures necessary to
implement the requirements of DHS IT security policy.
o Provided PBX and telephony support to the IT-NOVA contract. Tech USA supported the IT-NOVA PMO for the
Office of Information Technology (IT) Business Planning/Enterprise Architecture (EA). The primary responsibility
under this contract was to facilitate the alignment of the help desk for the DHS S&T Directorate. Provided Tier 1-
3 level support services including trouble ticket escalation and disaster recovery.
CBP
o Supported the SBInet Program with SME level key personnel specializing in Sr. Systems Engineering for an
integrated surveillance system. Instrumental in architecting the tower layout and RF technology roll out. The
work was performed primarily in New Mexico with occasional travel to Texas.

ICE
o Supported Immigration & Customs Enforcement (ICE) on the EAGLE contract providing business analysis
support to the SEVIS program.
OFFICE OF INSPECTOR GENERAL (OIG)
o Supported the Integrated Audit for DHS by assisting clients in interpreting, implementing, and complying
with federal information security regulations and contractual requirements including the Department of
Homeland Security 4300A Handbook, NIST, OMB Circulars, and other applicable laws and regulations. Tech
USA plans and executes engagement work, interacts with client management, supervises staff, and reviews
work of staff members. Tech USA consultants serve as a subject matter expert on NIST and system security
documentation (SSP, SARs & Risk Assessments). Apply audit methodology concepts, documents and/or
reviews audit procedures, test results and draft audit reports.
U.S. COAST GUARD
o Provided engineering support to integrate the existing and future NetApp FAS architecture. Other
software/GUI upgrades were added and maintained accordingly. Engineers were cleared to the TS/SCI FS
Poly level.
TSA
o Primary subcontractor supporting the ILS contract for the TSA. Over the past 5 years, TDC has provided
over 400 field service engineers who are responsible for performing maintenance on the passenger
screening equipment at the airport checkpoints. Locations include all 455 airports nationwide and OCONUS.

• DEPARTMENT OF STATE
o Provided high level IT support on the DoS Automation and Manual Testing
Contract in Newington, VA with key SME’s in both Automation and Manual
Software Testing fields. TDC performed task support, which includes requirements
analysis, developing test plans and scripts, executing tests, and preparing test
reports.
o Provided support in correlation with the DOS Passport Testing exercises for the
HR Passport Testing Contract. Tech USA provided Program Management support
to the Department of State, overseeing full lifecycle software implementation
activities. Tech USA provided highly skilled Oracle DBAs, Systems Administrators,
and Testers.
o Provided Secret cleared, 24x7, Windows technical support to over 2,000
Department of State end users on the INFOCENTER Program. Provided key
technical support on the VANGUARD I Program, in a timely manner, which
ensured a healthy transition from the INFOCENTER program to Vanguard I.
o Provided installation support to a prime contractor for the DoS skilled in CAT5,
CAT6, and Fiber Optics. Our team consists of Top Secret cleared installers,
technicians, and foreman working in support of 44 Department of State Annexes
in the DC Metro Area.

DEPARTMENT OF JUSTICE
FEDERAL BUREAU OF INVESTIGATIONS (FBI)
o Teamed on the FBI-ESOC (Enterprise Security Operations Center) program. Provided 24x7 Cyber Security
support covering first through third shifts. Specialized in Intrusion Detection and disaster remediation. Staff,
Senior Level, and Senior Staff support.
o Supported the FBI-Terrorist Screening Center with both Intrusion Detection & Network Engineering. All
technical work is classified. Our engineers are subject matter experts in both architecture and engineering
with work performed in Crystal City, VA.
o Provided support to a prime contractor for FBI ITSS3 with expert level Network Engineering running the
Blackberry Enterprise network as well as designing new concepts within the current network.
o Teamed on the FBI IATI program and provided full lifecycle software development and senior level systems
integration. Our team was responsible for scripting, engineering and troubleshooting the network upon
completion of the development lifecycle.
o Provided a quick turnaround by deploying highly cleared traveling cable technicians for FBI installations
nationwide. The work was performed under the FBI UNET program at locations nationwide to include NE,
MS, KY, MA, FL, and OR.
DRUG ENFORCEMENT AGENCY (DEA)
o Provided IT support to DEA Arlington and Sterling, Virginia locations with database administration,
software development, and administrative support.

o Provide senior application development to NCI with a team proficient in both .Net and Java. Place of

U.S. CENSUS BUREAU
o Supported the U.S. Census Bureau on several sole source programs to include ECON, DADS II, and STEPS
over a 4 year period with System Administration, Technical Writing, Software Engineering, Web
Development, Quality Assurance, Training, etc. ECON – Modernizing the existing Census Bureau cell
suppression program that is used for production work. STEPS – The STEPS software was developed to
provide a standard system for Economic Directorate surveys. Phased development approach and migrate
to STEPS2 software in five years. DADSII – The Bureau of Census Economic Directorate which is
responsible for the Economic Census and other economic surveys uses DADS as its primary dissemination
method and must modify current applications. Also provided the Bureau with acquisition and contacting
support
U.S. PATENT AND TRADEMARK OFFICE
o Provides Information Security Risk support, develops system level analysis reports and briefings for
federal client System Owners and management, and ensures required cyber security policies are adhered
to and that required controls are implemented. Facilitates risk assessments. Security Test and Evaluation
(ST&E), contingency plan testing, and other advanced-level CM activities in accordance with NISA Special
Publications 800-30, 800-37, 800-60, 800-53A, 800-53 Rev-3, FIPS 199 and related OMB and NIST
guidance.

TGS also provides lifecycle system engineer and software development support for the Planning and Decision Aid System (PDAS) under the NSA/I23Fielded Solutions. o Largest subcontractor in support of the AXISS CC Fit Up program with field engineering activities for the NSA at Fort Gordon, Georgia.   • 7. www.techusagovsol.net Key Past Performance (DoD) DEPARTMENT OF DEFENSE (DoD) U.S. ARMY o Provided support on the GFEBS contract at the Department of the Army in Kingstowne, VA with configuration management, test engineering and analysis o Provided Senior Avionics Technicians in Huntsville, Alabama in support of the UID Program to 160th US Army Special Operations Aviation Regimen (SOAR). This program would apply a QR code (the square barcodes that are becoming so popular) to each of the tools used in an Aviation Maintenance Facility, as well as many of the components that go into the aircraft (helicopters only). Once applied, our team provided technical support and phone training on the software/system once the service had been deployed. o Provides Subject Matter Experts in Structural Stress Analysis. US Army Aviation and Missile Command (AMCOM), Aviation and Missile Research, Development, and Engineering Center (AMRDEC) Aerospace Engineering Directorate (AED) provides reviews (among other things) of rotary wing (helicopters) aircraft for airworthiness and safety. o Provided support to USSOCOM and SOCCENT on the EITC contract with IT Management, SharePoint Architecture, Systems and Web Engineering. Served as a subcontractor supporting USSOCOM providing OCONUS SharePoint architecture, IT Management, Systems/Web Engineering, Network Management, Information Assurance, Configuration Management, Web/Portal Administration and Development support to Qatar and South Korea. Provided deployed support to Camp Smith, HI and other CONUS locations across the country. TDC continues to support this mission through the new USSOCOM SITEC program. o Provided support to USCENTCOM on the All Source Analysis program with Intelligence support. o Provided JAVA developers in support of the US ARMY AMCOM Condition Based Maintenance-Data Warehouse (CBM-DW) including implementing functionality to fulfill use-cases, developing front-end user interfaces and back- end Extract, Transform, and Load (ETL) methods. o Supported PEO-STRI on the SE-CORE contract. TDC Humint Instructors developed and conducted classroom instruction tailored to train Humint Analysts on advanced collection techniques and analytical skills focusing on the collection of intelligence from strategic-level interrogations at a long-term facility. Instructors also developed course content, training materials and documentation that included educational technology such as computer-based training (CBT) or web-based training (WBT) and conducted knowledge-based training focusing on an overview of Middle Eastern, Afghani and other regional cultural, geographical, and historical information with a focus on terrorist groups’ methods of operation. Blocks of instruction to be incorporated into JAICC utilize the adaptive learning model (constructivism) training techniques during class training and in the development of training scenarios, training plans, strategies, and in developing and updating lesson plans. o Served as a subcontractor in support of the TACLAN contract which enables net-centric warfare, interconnecting deployed elements of the DoD tactical forces through mobile IT infrastructure and applications. These elements can include soldiers and teams or Joint Task Force at the HQ level and can also comprise the tactical equivalent of a garrison network (NIPR, SIPR and JWICS). o Provides technical supporting, training, implementing and configuration solutions throughout EUCOM AOR and USCENTCOM AOR locations in support of the NATO E3W program. The Senior Engineers specialized in virtualization, cloud computing, data storage, and data protection/disaster recovery. o Supported the CCTV and Access Control installation, maintenance, servicing, and monitoring of new Missile Defense Agency facilities and new Army facilities on Redstone Arsenal in Huntsville, AL. o Subcontractor to the Army ITA Enterprise Management Directorate providing enterprise architecture, process engineering, capital planning, enterprise consulting, software development, and subject matter expertise at Ft Detrick, MD and the Hoffman building in Alexandria, VA. www.techusagovsol.net

Employees operate, maintain, configure, and troubleshoot the site’s computing hardware. This includes servers, network systems, embedded computers, and a common data link. Our mission is to ensure system reliability to support near real time (NRT) electro-optical/infrared and signals collections. We put our employees through a Combat Readiness Course (CRC) at Wright Patterson AFB, OH and Camp LeJeune, NC before deploying to Kandahar Air Base, Afghanistan and Camp Leatherneck, Afghanistan. o Provided highly skilled support managers and technicians to serve on the executive staff for the Chief of Warfighting Integration and Chief Information Officer (XC), Deputy Warfighting Integration Chief (XC-2), Assistant to the Chief of Warfighting Integration for National Airspace Integration and SAF/XC Directors to provide in depth information workflow management, staff action expertise, administrative support, records management and process continuity (SAF/XC). U.S. NAVY o Provided support to the NCIS Acquisition Division supporting the mission of NCIS by performing acquisition services necessary to support all types of requirements pre- and post- award. o Provided engineering support to upgrade/maintain the existing infrastructure and implement future Data Storage and Virtualization architecture for the Office of Naval Intelligence (ONI). Engineers were cleared to the TS/SCI FS Poly level. U.S. MARINE CORPS o Provided infrastructure support to the Marine Corps Systems Command (MARCORSYSCOM) including help desk and network engineering. Team stood up the NOC and ran a 24x7 network environment. o Provided technical supporting, training, implementing and configuration solutions in Kabul, Afghanistan and other small FOB locations. The collaboration services use existing and planned DISN infrastructure to link fixed, deployed and mobile users. o Provided TS/SCI and Polygraph security and information assurance engineering support on a 24x7 basis, to conduct real-time analysis of theater IA-CND data from DISA Command Center (DCC) and DISA Support Element (DSE) in the DISA Field Office (DFO) US Cyber Command (USCYBERCOM). Oversee the Plan of Action and Milestones (POA&M) process, maintain an inventory of all information systems, and develop the procedures necessary to implement the requirements of DHS IT security policy. o Provided PBX and telephony support to the IT-NOVA contract.
