Mr. Stoddard has 12 years of experience in the design of civil
engineering infrastructure with an emphasis on design of flood
protection and coastal resiliency features, stormwater systems,
green infrastructure solutions and hydraulic structures. His
responsibilities have included site and system planning,
structural design of flood protection features, stormwater
design, bridge and roadway design, survey coordination,
geotechnical analysis, site engineering, and permitting through
municipal governments, state, and federal entities as well as
serving in the role of construction technical advisor and
inspector. Mr. Stoddard has performed inspections of levee
systems for FEMA accreditation and annual maintenance and
operation reports as well asinspections of both riverine and
coastal hydraulic structures in the U.S. and in the Netherlands
on work exchange. Mr. Stoddard has served as senior project
engineer and engineer of record on a variety of task orders in
both the public and private sector having had a key design role
in the Gulf Coast region after Hurricane Katrina and most
recently in the Northeast as a response to Superstorm Sandy
where he has served as technical lead and engineer of record
for several resiliency projects and joint ventures, representing
work for multiple clients and agencieswithin the region.
RECENT PROJECT EXPERIENCE
New York City Department of Design and Construction: East Side Coastal Resiliency / New York NY.
Senior Project Engineer for conceptual design of flood mitigation features in lower Manhattan between
Montgomery Street and 23rd Street encompassing East River Park, Con-Edison Pier and Stuyvesant Cove Park.
Responsibilities included coordinating between urban design teams, landscape architects and engineers to
develop multiple conceptual designs for flood protection features, pedestrian bridges, roadways, stormwater
infrastructure and utility mitigation within the project area, while directing and coordinating work on storm surge
simulations and groundwater flow calculations. Technical duties included geotechnical analysis and design of
earthen berm protection features, structural analysis of floodwalls, gates and other permanent protection
measures, selection of deployable or removable systems and performing analysis on interior stormwater
hydrology related to tide gate closures, green infrastructure, pumping systems and the leveraging of existing
system capacity to mitigate interior flooding. Designs were closely coordinated with city agencies, FEMA, Con-

Edison and other utility providers, community groups, adjacent projects and other stakeholders to achieve
project goals of enhanced community connectivity and access to the waterfront while simultaneously achieving
resiliency goals.
New York City Health and Hospitals: Bellevue Hospital Flood Protection / Manhatta n, NY.
Senior Civil Engineer for the development of alternative studies focusing on protection of critical facilities at
Bellevue Hospital. Tasks included site layouts and structural alternative development including hardening of
existing facility assets, construction of floodwalls adjacent to the facility and along the FDR Drive corridor,
drainage analysis, pump system preliminary design and geotechnical investigations.
Port Authority of New York and New Jersey: West End Substation LaGuardia Airport / Queens, NY.
Project Civil Engineer and Engineer of Record for the final design of the perimeter flood protection for the West
End Electrical Substation at LaGuardia Airport. The design consisted of a perimeter I-wall, vehicular swing gate,
drainage upgrades, seepage cutoff walls and a pump station which will serve a major electrical substation.
Planning activities included preliminary alternatives report, site investigations and close coordination with
PANYNJ staff to select alternatives and to submit final Benefit Cost Analysis and supporting documentation to
FEMA. Design responsibilities included site layout, electrical design, structural design, hydraulic analysis,
pump station design and construction coordination.
Nassau County Department of Public Works: Bay Park Sewage Treatment Plant Rehabilitation / Nassau
County, NY.
Project Civil Engineer for the final design of the perimeter flood protection for the Bay Park Sewage Treatment
Plant on Long Island. The flood protection system consists of 6700 linear feet of earthen levees, concrete T-
Walls and I-wall hybrid levee systems as well as 3 vehicular flood gates and a modular stop log flood gate.
Responsibilities included, site layout and geometric design, coordination between survey, geotechnical,
structural, architectural and roadway design teams and producing design and plans for utility relocations,
roadway design and relocation, stormwater conveyance and treatment systems, drainage structures, levees , and
retaining walls.
USACE: Bayou Dupree Flood Gate / St. Bernard Parish, LA. Civil engineer-of-record for the preparation
of final plans and specifications for a major flood gate structure in St. Bernard Parish, LA.
Civil Engineer of Record. Tasks included survey coordination, creation of digital terrain models, alignment layout
and design, vertical profile generation, bridge layout, access road design and associated grading plans , channel
excavation and armouring design and geotechnical stability analysis. Prepared plan, specification and
construction bid packages.
USACE: LPV 149 Flood Gate Structures / St. Bernard Parish, LA.
Civil Engineer of Record for the preparation of final plans and specifications for three flood gate structures
including a highway closure gate, railroad closure gate and channel closure gate in St. Bernard Parish, LA.
Tasked included survey coordination, creation of digital terrain models, railroad shoofly detour alignment layout
and design, vertical profile generation, access road design and associated grading plans. In addition to general
site civil and layout, duties included design of T-wall tie in with Mississippi River Levee System, scour protection
and armoring design, geotechnical coordination and interior drainage infrastructure and conveyance system
design.
USACE: Task Order 9 - St. Charles Floodwalls and Structures Phase II, Cross Bayou Drainage Structure
/ St. Charles Parish, LA.
Prepared an Engineering Alternatives Report and plans and specifications for a series of drainage structures in
St. Charles Parish, LA. Tasks included creation of digital terrain model, profile generation, Structural Analysis of
T-Wall systems including stem and footing and pile design.

USACE: Multiple Inspection and Maintenance and Operations Task Orders / Louisiana, Texas, Illinois,
Iowa and Missouri
Performed annual operational and maintenance inspections throughout multiple systems in 5 states for the
USACE including Galveston District, New Orleans District, and Rock Island District related to riverine levee
systems and coastal levees. Used GPS based levee inspection tool and other technology to perform field data
collection, post-processing and reporting in order to prepare detailed maintenance and operations
recommendations reports. Inspections included on foot, detailed inspections of wall systems, gates, deployable
systems, levee, drainage structures and other features.
USACE: Fort Randall Dam Spillway inspections / Wagner, SD Served on inspection teams at the Fort
Randall Dam facility on the Missouri River. Activities included visual inspection of dam spillway feature,
generation of crack maps, log books, photo records and description of deficiencies. Coordinated with Ground
penetrating radar teams to gather sub-surface void data and scheduled and coordinated concrete core testing
procedures and locations as well as directing coring teams. In-water inspection coordination included working
with dive teams to gather information and inspect damaged spillway elements below the surface. Final reporting
included damage assessment, failure assessment and recommendations for mitigation.
Rijkswaterstaat: Lock System, Sluice Gate and Flood Control Structure Inspections 2012 / Rotterdam,
Amsterdam and Utrech Netherlands.
Work exchange program. Participated in Asset Management related inspections for a two locks and a sluice
gate including visual inspections and annual operations and maintenance activities. Performed an offshore
inspection of a large floating sluice gate including coatings inspections, corrosion inspections and visual
inspections of surface features.
Transportation Infrastructure Design: Multiple State Agencies / Louisiana DOTD, TexasDOT, Florida
DOT
Prepared Engineering designs for several road and highway projects in three states from 2004 through 2014.
Responsibilities included survey coordination, geotechnical testing coordination, geometric design of roadways,
profile generation, site civil design, utility relocation, drainage design, pavement design, shoring design for
excavations, construction coordination, box culvert design and conveyance systems and performed multiple
bridge designs in Texas and Louisiana which included pre-stressed girder bridges, slab span bridges,
mechanical steel framed bridges over water, pedestrian bridges and overpasses. Most recently served as
Engineer of record for 6 bridges over Interstate 75 in Dallas Texas including superstructure design, roadway
geometry, approach ramp design, straddle bent design and foundation systems for large span steel girder
systems.
Site Development, Watershed Management, Surface storage, Sub-Surface Drainage Detention Tank
Design and Green Infrastructure Design: City of Jacksonville Florida, St. Johns County FL, Saint Johns
River Water Management District
Assisted with the preparation of reports, plans and specifications for multiple commercial and residential site
developments, drainage studies, watershed studies, FEMA No-Rise Certifications, Flood map revisions and
permits across the state of Florida from 2004 to 2007 for several watershed, conveyance, network system and
detention facility designs. Performed multiple stormwater treatment and water quality designs, which included
sub-surface stormwater chambers and infiltration basins. Utilized green solutions such as swale systems,
riparian buffers, upland buffers and wetland detention systems to achieve project goals and proposed the
utilization of wetland systems as alternative stormwater detention for a large development leading to the
protection of over 200 acres of wetlands on a project which were initially planned for impacts and removals,
leading to the project team receiving the Florida Planning and Zoning Association project of the year award.

In addition to general site civil and layout, duties included design of T-wall tie in with Mississippi River Levee System, scour protection and armoring design, geotechnical coordination and interior drainage infrastructure and conveyance system design. USACE: Task Order 9 - St. Charles Floodwalls and Structures Phase II, Cross Bayou Drainage Structure / St. Charles Parish, LA. Prepared an Engineering Alternatives Report and plans and specifications for a series of drainage structures in St. Charles Parish, LA. Tasks included creation of digital terrain model, profile generation, Structural Analysis of T-Wall systems including stem and footing and pile design.

RÉSUMÉ - RYAN STODDARD, PE 3 USACE: Multiple Inspection and Maintenance and Operations Task Orders / Louisiana, Texas, Illinois, Iowa and Missouri Performed annual operational and maintenance inspections throughout multiple systems in 5 states for the USACE including Galveston District, New Orleans District, and Rock Island District related to riverine levee systems and coastal levees. Used GPS based levee inspection tool and other technology to perform field data collection, post-processing and reporting in order to prepare detailed maintenance and operations recommendations reports. Inspections included on foot, detailed inspections of wall systems, gates, deployable systems, levee, drainage structures and other features. USACE: Fort Randall Dam Spillway inspections / Wagner, SD Served on inspection teams at the Fort Randall Dam facility on the Missouri River. Activities included visual inspection of dam spillway feature, generation of crack maps, log books, photo records and description of deficiencies. Coordinated with Ground penetrating radar teams to gather sub-surface void data and scheduled and coordinated concrete core testing procedures and locations as well as directing coring teams. In-water inspection coordination included working with dive teams to gather information and inspect damaged spillway elements below the surface. Final reporting included damage assessment, failure assessment and recommendations for mitigation. Rijkswaterstaat: Lock System, Sluice Gate and Flood Control Structure Inspections 2012 / Rotterdam, Amsterdam and Utrech Netherlands. Work exchange program. Participated in Asset Management related inspections for a two locks and a sluice gate including visual inspections and annual operations and maintenance activities. Performed an offshore inspection of a large floating sluice gate including coatings inspections, corrosion inspections and visual inspections of surface features. Transportation Infrastructure Design: Multiple State Agencies / Louisiana DOTD, TexasDOT, Florida DOT Prepared Engineering designs for several road and highway projects in three states from 2004 through 2014. Responsibilities included survey coordination, geotechnical testing coordination, geometric design of roadways, profile generation, site civil design, utility relocation, drainage design, pavement design, shoring design for excavations, construction coordination, box culvert design and conveyance systems and performed multiple bridge designs in Texas and Louisiana which included pre-stressed girder bridges, slab span bridges, mechanical steel framed bridges over water, pedestrian bridges and overpasses. Most recently served as Engineer of record for 6 bridges over Interstate 75 in Dallas Texas including superstructure design, roadway geometry, approach ramp design, straddle bent design and foundation systems for large span steel girder systems. Site Development, Watershed Management, Surface storage, Sub-Surface Drainage Detention Tank Design and Green Infrastructure Design: City of Jacksonville Florida, St. Johns County FL, Saint Johns River Water Management District Assisted with the preparation of reports, plans and specifications for multiple commercial and residential site developments, drainage studies, watershed studies, FEMA No-Rise Certifications, Flood map revisions and permits across the state of Florida from 2004 to 2007 for several watershed, conveyance, network system and detention facility designs. Performed multiple stormwater treatment and water quality designs, which included sub-surface stormwater chambers and infiltration basins. Utilized green solutions such as swale systems, riparian buffers, upland buffers and wetland detention systems to achieve project goals and proposed the utilization of wetland systems as alternative stormwater detention for a large development leading to the protection of over 200 acres of wetlands on a project which were initially planned for impacts and removals, leading to the project team receiving the Florida Planning and Zoning Association project of the year award.
