Development for Young English Language
Learners;
Federally funded by the 2012-2013 Elementary
and Secondary Education Act (ESEA), Improving
Teacher Quality and Title II;
Approved by Colorado Department of Higher
Education in the amount of $199,661.00;
Funding for December 2012-Spring 2014.

Taylor designed the ECE Enhanced grant project
to support professional development of APS ECE
staff for supporting ELL students;
Funds support tuition costs, fees, and textbooks
for cohort participants and compensation for
university instruction, academic support and
coordination of 3 courses in the CU Denver
Certificate program, “Early Literacy.”

12. The “Early Literacy Certificate Program” consists of
three courses (9 credits) with a specialized focus on
addressing the needs of young English language
learners. The Certificate is “stand alone” &
recognized on your CU transcripts by title.
A certificate program offers graduate-level courses –
and in this case, undergraduate courses -- that
provide professional teachers with a strong working
knowledge about a central topic to help them
address students' needs.
13. The program was developed to provide ECE
staff in APS with high-quality professional
development that can "stand alone" or be
applied toward future studies.
The course work is intended to give ECE staff a
thorough understanding of language & literacy
development and acquisition as well as
effective literacy instructional strategies, and
principles of linking assessment to instruction.

certificate course,
each course title will be noted on CU
transcripts;
the certificate title, “Early Literacy
Certificate Program” will also be
noted on your CU transcripts;

ECE Endorsement (if the individual has licensure
already, this endorsement can be earned in concert with the CU
Denver ECE MA degree).

(BA) in Teaching, Learning & Development.
In this undergraduate major, students can
pursue a specialization/licensure track in
Early Childhood Education, Elementary
Education, or Special Education (pending approval
of BA anticipated by Fall 2013 or January 2014).

32. • I have increased my awareness as to what appropriate
language development looks like including stages of
language development, components of language
structures, and how these and impact the learner’s
academic development.
• Rather than seeing what my students are lacking, I now see
what they know & I think about how to build upon their
knowledge. This process has been a great learning experience
& something that has made me a better teacher, both through
the course of the CU Denver classes and well into the future.

CDE requires a course in "Advanced Infant Toddler Development" for Director Qualified that would be in addition to the 3 ECE Enhanced courses.The “Advanced Infant Toddler Development" course is not an APS requirement for Director qualification in the district.
