Key Work Milestones
 Sam Afemikhe is an extensively experienced Senior Consultant and Project Leader
with over 28 years professional experience in auditing, value added services and
management studies and reviews. He trained with C. A. Pitts & Co. and R. A. Dilsworth
in the United Kingdom. He has managed statutoryaudits of multinational companies.
 He worked with the firm of D O Dafinone & Co when he rose from the position of
Assistant Manager to Partner in four years
 His experience includes extensive value for money audits management reviews,
public procurement analysis and reviews and management restructuring and

turnarounds. Most of the value for money review work was carried out in the
upstream sector of the oil and gas industry and this work entailed extensive
procurement reviews in the US and Switzerland
 In 1985, he setup his own accounting and consultancy practice – S. S. Afemikhe &
Co. (Chartered Accountants) with its management arms – S. S. Afemikhe Consulting
Company Limited and Mesaf Management Services Limited. The group has
undertaken many assignments particularly in the Oil and Gas industry.
 Sam has worked extensively for the World Bank Nigeria Country Office in the area of
post procurement reviews and public procurement analysis and review.
 He has written four books on Value for Money, Budget Implementation, Public
Procurement drawing from his extensive workin the field of value for money reviews
& public procurement and Hope Rekindled – A comprehensive analysis of Nigeria’s
nationhood challenges and how to overcome them.
 Project Management experience spans over 30 years gained in the course of leading
multinational oil companies value for money reviews and advising clients. This

- Procurement analysis and review
Procurement post review of World Bank financed projects. This involves oversight
on behalf of the World Bank that the Project Implementing Units comply with
World Bank Procurement guidelines, the Development Credit Agreement and
Project Appraisal Document.
- Establishment of a National (Nigeria) Baseline Indicator System on behalf of
BMPIU and the World Bank
The Baseline Indicator System (BIS) is a tool to assess the existing elements of a
public procurement system against a defined set of benchmarks. This BIS helps
to identify when an element of the national public procurement system meets or
exceeds the baseline or where it needs additional input or support to meet the
baseline.
The BIS structure is anchored on the evaluation of four pillars and twelve
indicators in the assessment of the efficiency of the public procurement system.

2007 to 2009 via a Consultancy Agreement dated 26 day of July 2010.
 Coordinating the Audit of Subsidy Claims
The Government further engaged the Consultants (KPMG Consultancy Services
and S S Afemikhe & Co;) to review subsidy claims by petroleum products
marketers between 2007 and 2009 and NNPC’s claims for refund of expenses it
incurred on behalf of the Federal Government between 2003 and June 2010.

The Board of the Due Process and e-Governance Bureau of Bayelsa State engaged
