2. There are currently sixteen commercial banks in the Mongolian market.  Commercial banks are supervised by the central bank, however, the commercial sector has consistently suffered since its creation in the early 1990's.  In an effort to stabilize the economy, Mongolia received two significant loans from the World Bank - the Banking and Enterprise Sector Adjustment Credit and the Bank, Enterprise and Legal Technical Assistance Credit.  While these loans have helped to significantly reform Mongolia's commercial banking structure, the World Bank has continued to play a pivotal role in maintaining its stability.  Khan Bank of Mongolia is currently the largest commercial bank in the nation, with branches in many of the country's larger cities.  Recently, some commercial banks have began of 1. Mongolia's central bank is responsible for regulating the country's money supply as well as overseeing its monetary policies.  The central bank's responsibilities include creating rules and regulations for commercial banks to follow, ensuring the stability of the nation's currency, and controlling monetary reserve levels.  Other duties of the central bank involve issuing currency and setting the interest rate.  In the early 90's, the central bank relinquished control of the commercial sector to smaller privately owned banks.

Mongolia is in many ways a typical developing country, depending heavily on resource-based exports -- in this case, copper and other minerals. The copper price has boomed in recent years, which has helped Mongolia grow faster and expand public programs. Yet the end of the global boom means the end of the commodity boom. Within a short time the copper price has dropped from over $8,000 per metric ton to under $4,000 (2007) The classic advice to commodity exporters is to save much of the revenue windfall during the boom times, which Mongolia has done to some extent. The country has accumulated 12 percent of GDP, saving an average of 3 percent of GDP for the past four years. But it has spent more of the windfall -- some going to the very good programs noted above. But much of the spending increase has been unfocused, such as raising the government wage bill by 3 percent of GDP and introducing various giveaways to the public, amounting to 4 percent of GDP. Roughly speaking, we can say Mongolia saved about one-third of the windfall and spent the rest.
To maintain stability in the financial intermediation process, Togrog and banking system in an increasingly competitive environment.  To achieve the primary objective, Bank of Mongolia will conduct the following activities:  1. To contain annual inflation, determined by the CPI, to annual 5%.  2. To provide legal environment favourable for the development of the lending system secured by residential property, land and other real estate (the medium and long-term financial contracts).  3. To support development of forward market of togrog and encourage related initiatives of entrepreneurs.  4. To improve the legal environment to attract and make use of investments and other low-cost funds from external as well as domestic markets.  5. To intensify economic researches related to the conduct of monetary policy in Mongolia, and start building an economic model of the Mongolian macroeconomics in cooperation with government.  6. To raise responsibility and discipline of the financial activity participants to maintain stability in the financial sector and provide favourable conditions for financial activities by such practices as enhancing regulations and legal arrangements regarding treatment of collateral foreclosure for the banks.  7. Based on international experience, to assist in introducing novel financial products and services to encourage competition, decrease banking activity risk and improve quality of bank assets.  8. To correspond supervision activities with state of the economy.  9. To stabilize and regulate for further development of activities with non-cash payment instruments.

Khan's silver coinIt was minted in 1240, in West Percy. There are scripts on the front side of coin 'Muhammad is a servant of Allah' and on the reverse side 'Khan is truth'. There are scripts on the front side of the coin 'Allah is the best' and on the reverse side 'Munkh khan and aristocracy are the truth'.

  • 3. 2. There are currently sixteen commercial banks in the Mongolian market. Commercial banks are supervised by the central bank, however, the commercial sector has consistently suffered since its creation in the early 1990's. In an effort to stabilize the economy, Mongolia received two significant loans from the World Bank - the Banking and Enterprise Sector Adjustment Credit and the Bank, Enterprise and Legal Technical Assistance Credit. While these loans have helped to significantly reform Mongolia's commercial banking structure, the World Bank has continued to play a pivotal role in maintaining its stability. Khan Bank of Mongolia is currently the largest commercial bank in the nation, with branches in many of the country's larger cities. Recently, some commercial banks have began of 1. Mongolia's central bank is responsible for regulating the country's money supply as well as overseeing its monetary policies. The central bank's responsibilities include creating rules and regulations for commercial banks to follow, ensuring the stability of the nation's currency, and controlling monetary reserve levels. Other duties of the central bank involve issuing currency and setting the interest rate. In the early 90's, the central bank relinquished control of the commercial sector to smaller privately owned banks.

  • 9. Mongolia is in many ways a typical developing country, depending heavily on resource-based exports -- in this case, copper and other minerals. The copper price has boomed in recent years, which has helped Mongolia grow faster and expand public programs. Yet the end of the global boom means the end of the commodity boom. Within a short time the copper price has dropped from over $8,000 per metric ton to under $4,000 (2007) The classic advice to commodity exporters is to save much of the revenue windfall during the boom times, which Mongolia has done to some extent. The country has accumulated 12 percent of GDP, saving an average of 3 percent of GDP for the past four years. But it has spent more of the windfall -- some going to the very good programs noted above. But much of the spending increase has been unfocused, such as raising the government wage bill by 3 percent of GDP and introducing various giveaways to the public, amounting to 4 percent of GDP. Roughly speaking, we can say Mongolia saved about one-third of the windfall and spent the rest.

  • 12. To maintain stability in the financial intermediation process, Togrog and banking system in an increasingly competitive environment. To achieve the primary objective, Bank of Mongolia will conduct the following activities: 1. To contain annual inflation, determined by the CPI, to annual 5%. 2. To provide legal environment favourable for the development of the lending system secured by residential property, land and other real estate (the medium and long-term financial contracts). 3. To support development of forward market of togrog and encourage related initiatives of entrepreneurs. 4. To improve the legal environment to attract and make use of investments and other low-cost funds from external as well as domestic markets. 5. To intensify economic researches related to the conduct of monetary policy in Mongolia, and start building an economic model of the Mongolian macroeconomics in cooperation with government. 6. To raise responsibility and discipline of the financial activity participants to maintain stability in the financial sector and provide favourable conditions for financial activities by such practices as enhancing regulations and legal arrangements regarding treatment of collateral foreclosure for the banks. 7. Based on international experience, to assist in introducing novel financial products and services to encourage competition, decrease banking activity risk and improve quality of bank assets. 8. To correspond supervision activities with state of the economy. 9. To stabilize and regulate for further development of activities with non-cash payment instruments.
