  A cross-ministry coordination team made a
study visit on CLTS in Bangladesh and India. This
       visit sparked a commitment to the
    implementation of CLTS pilot project in
                    Indonesia

The Water and sanitation
working group and WSP-
EAP World Bank through
WASPOLA initiated CLTS
pilot project in 17 villages
in 6 regencies
(Bogor, Muaro
Jambi, Sambas, West
Lombok, Lumajang, Muara
Enim) under Water and
Sanitation for Low Income
Communities (WSLIC)

  • 4. The Milestone  2004 A cross-ministry coordination team made a study visit on CLTS in Bangladesh and India. This visit sparked a commitment to the implementation of CLTS pilot project in Indonesia 10
  • 5. The Milestone  2005 The Water and sanitation working group and WSP- EAP World Bank through WASPOLA initiated CLTS pilot project in 17 villages in 6 regencies (Bogor, Muaro Jambi, Sambas, West Lombok, Lumajang, Muara Enim) under Water and Sanitation for Low Income Communities (WSLIC) Project. 11
  • 6. The Milestone  2006 August September The Ministry of WSLIC2 decided to Health Declared CLTS change from as national sanitation revolving fund to program CLTS in all (36) districts. Plan (9 regencies) and some NGO ODF  160 started to adopt approach villages 12

The Milestone  2007 In collaboration with the The government in World Bank, the GOI collaboration with the designed new water and World Bank implemented sanitation program project that adopt total (PAMSIMAS) that includes sanitation approach CLTS (and sanitation namely Total Sanitation marketing) in 115 districts. and Sanitation Marketing Ministry of public work as (TSSM) in 10 regencies implementing agency (East Java) ADB adopts CLTS approach in their sanitation program namely Clean ODF  500 Water, Sanitation and Health (CWSH) in 20 villages 13 Districts

The Milestone  2008 • Launching on the implementation of CLTS to 10,000 villages • The Decree of the Minister of Health on the National Strategy for Community-Based Total Sanitation (STBM) was created. Five pillars of STBM, Stop Open Defecation, Washing Hands, Household Waste Management, Household Drinking Water Management, and Household Sewage Management. 14
