2. Land with pollutants at above-background concentrations causing, or with the potential to cause, adverse impacts to human health, the environment or any environmental value. ‘Pollutants' refers to chemicals such as heavy metals, pesticides, herbicides, oils, hydrocarbons and other toxic chemicals.
