1) Directly connect indigenous organizations with the national government, international donors, NGOs, universities, and other indigenous organizations

Establish two Indigenous Community Telecenters and six
Community Information Centers ("monocabinas")
Set up one Regional Training Center

Improve donors’ knowledge of indigenous peoples’ aspirations and
perspectives on development
