 Per WTO, the Philippines supplies 1.5% of the
total labor force in the global tourism industry
 25,800 Tourism and Hospitality Management
Seniors are expected to graduate from 685
higher educational institutions in 2011
 20,500 new jobs in tourism in 2011
SITUATION
DEPARTMENT OF TOURISM
 Many schools particularly in remote regions have
difficulty placing their graduates
 insufficient relevant skills
 poor language proficiency
 shortage in apprenticeship venues
 Among the 685 colleges and universities offering
B.S. Tourism related programs, less than 5% have
achieved an Accreditation Level III Status
 Heavy concentration of better schools in Metro
Manila - it produces 1/3 of total graduates
SITUATION
DEPARTMENT OF TOURISM
 National curriculum has 150 and 151 units –
compared with some countries:
 other countries have ladderized curriculum
 general education subjects are very limited
compared to our 54 units
 strong focus on apprenticeship
 opportunities are diverse to expose students in
humanities, languages, personality development
and problem-solving
SITUATION
DEPARTMENT OF TOURISM
 The Technical Education Skills Development
Authority (TESDA) has an extensive national
certification program; bartending, F&B service,
laundry, cooking, etc. but has limited capability
to service all regions
 Shortage of qualified assessors
 Average turnover rate of managers, supervisors
and R & F employees is estimated between
12% to 23% per annum (tenure) and 35% to
64% (casual)
SITUATION

TOURISM EDUCATION
 Revision of curricula to reflect
 longer apprenticeship hours – 1,200 hours
 mandatory foreign language
 mandatory inclusion of personality
development, domestic tourism, tourism laws,
HR management, tourism planning and
sustainable development
 Only practitioners or faculty with direct
experience should teach major subjects

 MOA with partner establishments and
association linkages before granting
government accreditation

 Tourism training services should be monitored

DEPARTMENT OF TOURISM  Many schools particularly in remote regions have difficulty placing their graduates  insufficient relevant skills  poor language proficiency  shortage in apprenticeship venues  Among the 685 colleges and universities offering B.S. Tourism related programs, less than 5% have achieved an Accreditation Level III Status  Heavy concentration of better schools in Metro Manila - it produces 1/3 of total graduates SITUATION

DEPARTMENT OF TOURISM  National curriculum has 150 and 151 units – compared with some countries:  other countries have ladderized curriculum  general education subjects are very limited compared to our 54 units  strong focus on apprenticeship  opportunities are diverse to expose students in humanities, languages, personality development and problem-solving SITUATION

DEPARTMENT OF TOURISM  The Technical Education Skills Development Authority (TESDA) has an extensive national certification program; bartending, F&B service, laundry, cooking, etc. but has limited capability to service all regions  Shortage of qualified assessors  Average turnover rate of managers, supervisors and R & F employees is estimated between 12% to 23% per annum (tenure) and 35% to 64% (casual) SITUATION

DEPARTMENT OF TOURISM TOURISM EDUCATION  Revision of curricula to reflect  longer apprenticeship hours – 1,200 hours  mandatory foreign language  mandatory inclusion of personality development, domestic tourism, tourism laws, HR management, tourism planning and sustainable development  Only practitioners or faculty with direct experience should teach major subjects RECOMMENDATIONS

THIS FORUM COMES AT A TIME WHERE WE NEED TO ELICIT THE SUPPORT AND COOPERATION OF THE TOURISM INDUSTRY STAKEHOLDERS –WHETHER DIRECTLY OR INDIRECTLY RELATED – FOR THE IMPLEMENTATION OF OUR PROGRAMS AND REALIZATION OF THE OBJECTIVES AND TARGETS OF THE NATIONAL TOURISM DEVELOPMENT PLAN. INDEED, TOURISM IS TODAY ONE OF THE FASTEST GROWING SECTOR IN THE GLOBAL ECONOMY. BASED ONTHE WORLD TOURISM ORGANIZATION (UNWT0), THERE WERE 983 MILLION INTERNATIONAL TOURIST ARRIVALS IN 2011 WHEREIN 217 MILLION VISITED THE ASIA AND THE PACIFIC REGION. BASED ON THE 2030 VISION OF THE UNWTO, INTERNATIONAL VISITORS WILL REACH 1.8 BILLION WITH ASIA AND THE PACIFIC REGION ACCOUNTING FOR 22% OR 396 MILLION. MR. TALEB RIFAI OF THE UNWTO STRESSED THAT, “TOURISM HAS EVOLVED INTO A GLOBAL PHENOMENA – ONE OF THE MOST IMPORTANT ECONOMIC SECTORS AND SOCIAL ACTIVITIES OF OUR TIME.” TOURISM TODAY CONTRIBUTES 5% TO THE WORLD’S GDP, ONE IN 12 JOBS GLOBALLY AND IS A MAJOR EXPORT SECTOR FOR MANY COUNTRIES, INCLUDING THE PHILIPPINES. THE NEXT 20 YEARS, ACCORDING TO THE UNWTO, WILL BE ONE OF CONTINUED GROWTH FOR THE SECTOR. UNWTO ALSO SPOUSES THAT AT SOME POINT, TOURISM WILL BE LEADING ECONOMIC GROWTH, SOCIAL PROGRESS AND ENVIRONMENTAL SUSTAINABILITY. THEREFORE, TO MAKE THIS A REALITY, THE PHILIPPINES HAS ADOPTED TOURISM AS A PRIORITY IN NATIONAL POLICY AS THE GOVERNMENT FOSTER AND HARNESS GREATER COMPETITION AND RESPONSIBLE BUSINESS PRACTICES FOR THE PRIVATE SETOR.

Based on consultative process involving 1,380 participants representing local government units, local communities, private sector and national government agencies (NGAs), the guiding principles and policy declaration for the tourism development IS: Vision – to make the Philippines a must experience and fun destination in Asia, anchored on the rich and diverse natural and cultural resources, including the warmth, friendly and hospitable attributes of the Filipinos Goal – develop an environmentally and socially responsible tourism that delivers more widely distributed income and employment opportunities
  3. A VERY AMBITIOUS AND ROBUST TARGETS HAVE BEEN OUTLINE IN THE NTDP. ONE THAT WOULD RALLY AND SECURE THE COOPERATION OF EVERY STAKEHOLDER IN THE INDUSTRY. THIS TARGETS SEEK TO BIND AND COMMIT THE GOVERNMENT AND THE PRIVATE SECTOR TO SHIFT PARADIGM AND INNOVATE THE WAY WE DO THINGS. BY 2016, WE ENVISIONED TO ACHIEVE 10 MILLION INTERNATIONAL TOURIST ARRIVALS AT AN ANNUAL GROWTH OF 17%. THIS MEANS THAT THE PHILIPPINES MARKET SHARE IN THE ASIA PACIFIC REGION WILL INCREASE FROM 1.8% TO 3.5%; AND IN THE ASEAN REGION FROM 4.3% TO 10.1%. AS OF JULY THIS YEAR, TOTAL INBOUND TOURISTS TO THE PHILIPPINES HAVE REACHED 2.5 MILLION FOR 10% GROWTH. DOMESTIC TOURISM IN THE LAST 10 YEARS HAVE GROWN SIGNIFICANTLY. BY 2016, THE TARGET IS TO ENCOURAGE TRAVEL MOVEMENT OF FILIPINOS AT AN ANNUAL GROWTH OF 4% TO REACH 35.5 MILLION DOMESTIC TRAVELLERS. BASED ON THE STUDY OF THE NATIONAL STATISTICS OFFICE (NSO), A FILIPINO TRAVELS TWICE IN SIX MONTHS WITH AN AVERAGE LENGTH OF STAY OF 4 NIGHTS AND SPEND AT LEAST PHP 2,000 PER NIGHT. IN TERMS OF RECEIPTS, COMBINED EXPENDITURE OF INBOUND AND DOMESTIC TOURISTS IS ANTICIPATED TO GROW AT 11% PER ANNUM TO REACH PHP 1.99 TRILLION BY 2016. DOMESTIC TOURIST EXPENDITURE ACCOUNTS FOR 80% OR PHP 1.59 TRILLION OF THE TOTAL TOURISM RECEIPTS. THE BULK OF EXPENDITURE IS SPEND BY BOTH FOREIGN AND LOCAL TOURISTS IN FOOD AND BEVERAGE, ACCOMMODATION, LOCAL TRANSPORTATION, ENTERTAINMENT/ RECREATION, AND SIGHTSEEING OR TOURS. WITH INCREASE FOREIGN AND LOCAL TOURISTS AND EXPENDITURE IN THE ECONOMY, TOURISM CONTRIBUTION TO GDP IS EXPECTED TO REACH 8.1% IN 2016 FROM 5.8% IN 2010. NUMBER OF PERSONS EMPLOYED IN THE TOURISM SECTOR WILL GROW AT AN ANNUAL RATE OF 10% TO REACH 6.8 MILLION, WITH AN ADDITIONAL 3.1 NEW PERSONS EMPLOYED FROM 3.7 MILLION IN 2010. SHARE OF TOURISM TO NATIONAL EMPLOYMENT WILL REACH 17% FROM THE CURRENT 10.2% IN 2010.
  4. THE NATIONAL TOURISM DEVELOPMENT PLAN (NTDP) HAS OUTLINE THREE STRATEGIC DIRECTIONS TO ADDRESS THE KEY ISSUES AFFECTING THE COMPETITIVENESS OF THE PHILIPPINES AS A TOURIST DESTINATION IN THE REGION. THESE ISSUSES INCLUDE: CONSENSUS ON THE TYPE OF TOURISM THAT SHOULD BE DEVELOPED, AND NEED TO ADDRESS KEY COMPETITIVENESS WEAKNESSES IN REGARD TO: (A) WEAK QUALITY AND QUANTITY OF TOURISM RESOURCES, (B) LIMITED CAPACITY AND QUALITY OF TRANSPORTATION AND INFRASTRUCTURE, (C) LIMITED CAPACITY OF AIR SERVICES OR CONNECTIVITY FROM GROWTH MARKETS, (D) POOR DESTINATION HEALTH, HYGIENCE, SAFETY AND SECURITY, AND (E) HIGH COST OF DOING BUSINESS. THE FIRST NTDP STRATEGIC DIRETION DEALS WITH DEVELOPING AND MARKETING COMPETITIVE TOURISM PRODUCTS AND DESTINATIONS. WE ALL RECOGNIZE THAT THE COUNTRY HAS VERY RICH NATURAL AND CULTURAL RESOURCES FOR TOURISM. HOWEVER, WE NEED TO ADOPT SOME APPROACHES BY WHICH TO HARNESS THESE RESOURCES TO DEVELOP A TOURISM EXPERIENCE FOR THE VISITORS.
  5. ONE APPROACH IS TO CLUSTER TOURISM SITES TO FORM AN ITINERARY OF TOURISM PROGRAM THAT WILL ALLOW TOURISTS TO MOVE FROM ONE ATTRACTION TO ANOTHER, TO EXPERIENCE ONE CULTURAL ACTIVITY TO ANOTHER, AND TO EXPLORE OF THE NATURAL AND CULTURAL AREAS OF THE COUNTRY. THE CONCEPT IS HINGE ON PROMOTING MOVEMENT THAT LEAVES ECONOMIC FOOTPRINT IN THE PLACE VISITED. IN THIS MANNER, TOURISM IS ABLE TO CREATE BUSINESS OPPORTUNITIES, EMPLOYMENT AND MORE LIVELIHOOD FOR LOCAL PEOPLE. CLUSTERING ALSO ALLOWS EXPANSION OF TOURIST LENGTH OF STAY AND EXPENDITURE IN THE COUNTRY. THE NTDP SEEKS TO INCREASE DOMESTIC TOURIST LENGTH OF STAY FROM 4 NIGHTS TO 6 NIGHTS, AND THEIR DAILY EXPENDITURE FROM PHP 2,000 IN 2010 TO PHP 3,000 BY 2016. FOR FOREIGN TOURISTS, THE FORECAST IS TO INCREASE LENGTH OF STAY FROM 8.2 NIGHTS IN 2010 TO 9.2 NIGHTS, AND AVERAGE DAILY EXPENDITURE FROM PHP 3,779 IN 2010 TO PHP 4,33 BY 2016. OVERALL, THE NTDP LISTED 20 TOURISM CLUSTERS WITH 78 TOURISM DEVELOPMENT AREAS AND 289 TOURISM SITES SPREAD IN NORTHERN CENTRAL AND SOUTHERN PHILIPPINES. THE CLUSTERS ARE FURTHER GATEGORIZE BASED ON THE PRESENCE OF INTERNATIONAL AIRPORT, WHICH COULD BE USED BY INTERNATIONAL TOURISTS AS ENTRY POINT FROM THEIR ORIGIN. THROUGH THIS DESTINATIONA PLANNING FRAMEWORK, WE HOPE TO GUIDE THE PRIVATE SECTOR IN LOCATING THEIR INVESTMENTS MOST ESPECIALLY IN AREAS WHERE THERE IS CURRENT AND POTENTIAL DEMAND FOR TOURISM FACILITIES AND SERVICES. THIS FRAMEWORK ALSO ALLOWS THE GOVERNMENT TO PRIORITIZE THE INFRASTRUCTURE SUPPORT TO TOURISM, ESPECIALLY IN DESTINATIONS WHERE DEMAND CONTINUES TO EXPAND AND WHERE DEMAND NEEDS TO BE STIMULATED.
  6. ANOTHER CONCEPT THE NTDP INTRODUCES IS THE GROUPING AND CLUSTERING OF OUR TOURISM OFFERING INTO PRODUCT PORTFOLIO. MORE OFTEN, WHEN TOURISTS ASK EVERY FILIPINO IN TERMS OF WHAT THE PHILIPPINES CAN OFFER, WE TEND TO MENTION SO MANY THAT WE LOSS THE INTERESTS ABOUT THE COUNTRY. TODAY, WE ONLY HAVE TO SPEAK ABOUT NINE TOURISM PRODUCTS FOR THE COUNTRY. THESE INCLUDES: NATURE TOURISM – INCLUDING NATURE RECREATION AND ADVENTURE TOURISM UNDERTAKEN EITHER ON LAND OR WATER. CULTURAL TOURISM – INLCUDING CULTURAL AND ARCHEOLOGICAL TOURISM, HISTORICAL AND PILGRIMAGE TOURISM. SUN AND BEACH TOURISM – REFERRING TO CONVENTIONAL BEACH HOLIDAY AND FAST BECOMING POPULAR LUXURY BEACH TOURISM THESE ARE CONSIDERED KEY TOURISM PRODUCTS WHERE THE PHILIPPINES HAS COMPETITIVE ADVENTAGE AND WHERE WE HAVE GREATER CHANGES TO ATTRACT MORE INTERNATIONAL TOURISTS. THE DEVELOPMENT AND ENHANCEMENT OF THESE PRODUCTS WILL BE POTENTIAL TO INCREASING TOURISTS LENGHT OF STAY AND SPENDING IN THE COUNTRY. LEISURE AND ENTERTAINMENT, MEETINGS-INCENTIVES-CONVENTION-EXHIBITION (MICE), HEALTH-WELLNESS-RETIREMENT ARE STRATEGIC TOURISM PRODUCTS. AT PRESENT, WE HAVE VERY LIMITED CAPABILITY TO COMPETE BUT WITH THE PRIVATE SECTOR INVESTMENTS ON NEW FACILITIES AND SERVICES, WE WOULD BE ABLE COMPETE AS HUB FOR SHOPPING, ENTERTAINMENT, MICE AND MEDICAL TOURISM. PERHAPS, THE OPENING OF THE ENTERTAINMENT CITY WILL CHANGE THE LANDSCAPE FOR TOURISM ACTIVITIES IN MANILA BY 2015. CRUISE AND NAUTICAL ARE NICHE AND OPPORTUNITY TOURISM PRODUCT, WHERE SUBSTANTIAL INVESTMENT IN INFRASTRUCTURE MUST BE PUT PLACED SO WE CAN STRONGLY COMPETE. DIVING AND MARINE SPORTS, AS WELL AS EDUCATION MAY BE CONSIDERED KEY TOURISM PRODUCTS AS WELL INASMUCH AS THE PHILIPPINES DOES NOT ONLY HAVE THE COMPETITIVE ADVANTAGE BUT IT INTERNATIONALLY RECOGNIZED AS THE LEADER IN THESE ACTIVITIES.
  7. The NTDP stressed the need to raise standards of facilities and services to the level commensurate with the expectations of the markets – especially the main international markets. The priority activity pertains to the implementation of mandatory accreditation of primary tourism enterprises as provided under RA 9593. Today, a new standard and classification for hotels and other accommodation establishments have been completed by the DOT. This standards and certification will be implemented by the DOT in partnership with third party assessor. Likewise, ongoing discussion is underway to define the relationship of the DOT and local government units in regard to enforcement of the new standard. To be developed yet is the certification process for skills across the different sectors of the tourism industry. Facilitating tourism investment and enhancing the business climate is vital to the implementation of the NTDP and development of the tourism clusters. Among the activities this area are: (1) working with existing DTI programs designed to simplify LGU tourism business set-up and regulations; (2) identifying private sector investments in accommodation and undertaking investment promotion, and (3) publicizing the availability of investment incentives, loan and venture capital financial support.
  8. On the area of marketing and promotion, the NTDP key focus pertains to the following: (1) enhancing the global implementation of the new tourism brand – It’s More Fun in the Philippines. The said campaign is already being used in various markets, China, Korea, Japan, USA, ASEAN and Europe during participation in travel fairs, exhibitions and advertising. Todate, the DOT is in the process of finalizing the selection of a media agency which will prepare and implement the communications plan for the brand. (2) Diversifying the market through continuous research and study on niche opportunities in each market, as well as identifying new growth markets. Korea, USA, Japan and China remains the top source markets in terms of volume. However, Taiwan, Australia, Canada and Singapore are closely being watched as these are markets continuous to register double-digit growth in the past years and months. Likewise, investments in new markets such as India, Russia, and the Middle East are being increased recognizing the increasing outbound travel from these markets. (3) Advertising for Philippine tourism products and destinations will cover new medium, such as social media and digital where the new tourism brand has received wide acceptance and support from local and foreign tourists. (4) Participating in travel fairs and events abroad will continue to be supported and utilized as the quickest and easiest way for the Philippine to create an impression in the market, most especially with the travel trade and media partners.
  9. The second strategic direction pertains to market access, connectivity and destination infrastructure. As previously mentioned, access and connectivity between the Philippines and main international growth markets have in the past, been limited by a combination of market, policy, investment, fiscal and international air regulatory factors.
  10. The primary activity in regard to the second strategic direction is the rapid upgrading of international airports. Terminal capacity expansion and CIQS facilitation program needs to be undertaken in the premier and secondary gateways. For NAIA, there is a need to reduce runway congestion by implementing plans to move general aviation to other airports, encouraging domestic carriers with significant central and northern luzon passenger markets to serve these markets from Clark and Cebu, and providing incentives to carriers to use larger capacity aircraft. In secondary airports, there is need to build new terminals such as budget or modular/knock down terminal in Clark, new international terminal in Mactan-Cebu, new terminal building for international arrivals in Kalibo and Puerto Princesa. The President has also announced during the SONA that two new airports will be developed in Bohol (Panglao) and Bicol (Daraga) to sustain the growth of tourism in the said destinations. Likewise, reducing airport ground costs such as landing fees, gate fees, CIQS fess in these airports will enhance the chances for international carriers to increase its services between the Philippines and the key markets they serve.
  11. While work are underway in international gateways, attention is given to domestic gateways to allow the seamless connectivity of the tourists once they arrive the country. Todate, the DOTC has line-up the installation of night landing facilities for 14 domestic airports to enable them to receive the growing traffic in international gateways. Terminal upgrade for Tacloban and Siargao are also in the pipeline in the DOTC budget. Todate, there are 448,450 seats entitlement per week available as reported by the CAB. However, only 224,479 seats per week are being utilized by 53 foreign and Philippine air carriers. In most recent years, increase in flight entitlements have been negotiated with Korea, Malaysia and Vietnam. Schedule negotiations are underway for Taiwan, Singapore, Australia, UAE, and Saudi Arabia. With regard to travel formalities, Indian nationals with valid visa from USA, Japan, Australia, Canada, Schengen, Singapore and United Kingdom (AJACS SUK) are now allowed to enter the Philippines for 14-days. Continuing review of other visa policies of priority markets such as China is being undertaken. Implementation of electronic visa and biometrics are already being contemplated by the DFA and BI to hasten and simplify processing of tourists coming to the country.
  12. The third and last strategic direction pertains to governance and human resources which are essential in a well functioning and organized tourism destination.
  13. The focus on this aspect is building capacity of local government units in the aspect of planning, regulation, destination management and monitoring, and local promotion. It is essential that LGUs are given framework and guidance to plan and develop tourism products based on the cluster approach and harnessing the competitive natural and cultural resources of their locality. Likewise, the NTDP espouses for LGUs to create clean, green, hassle-free, safe, and secure precincts around their main tourist centres similar to those found in the Greenbelt in Makati, or closed street markets such as in Cagayan de Oro where tourists can move around and appreciate the area and its attractions as well as the people and local colours. In the area of regulation, LGUs need to be supported in crafting the appropriate ordinances and regulations that will not derail tourism growth but rather stimulate more private sector investments thru local incentives and availability of information. The key concept is to develop a culture of tourism – that everyone embraces and support their tourism program. Developing highly competent, well motivated and productive tourism workforce is vital to enhance the quality of tourism experience of the visitors. The NTDP recommends the development of certification process for all job levels to ensure service quality, review and rationalize specific legislation which directly impact on the benefits of the workers, develop a fair compensation system, and enhance the tourism and education system that is comprehensive and focused on specific career goals and preparing globally competitive graduates.
  14. The 10 million international visitors and 35.5 million domestic travellers by 2016 will require 163,788 rooms across the 20 tourism clusters in the NTDP. Based on information available, there are 96,052 rooms currently available while 16,969 rooms will be opened up to 2016. Based on this data, some 50,867 rooms will be needed by the tourism industry between 2014 to 2016. In Northern Philippines with 7 clusters and 27 TDAs, 27,807 rooms will be needed mostly likely to be located in Metro Manila, Clark, Tagaytay and Batangas. This will account for 55% of the total room requirement. Central Philippines with 6 clusters and 25 TDAs will require 18,655 rooms to be located in Cebu, Boracay, Bohol, and Puerto Princesa. This will account for 37% of the total room requirement. Southern Philippines with 7 clusters with 26 TDAs will need lesser room at 7,405.
