Our Transition Plan:
• Represents input from more than 150 early childhood
education and after-school organizations – both advocates
and providers.
• We stand ready to work with the Mayor-Elect to expand
universal pre-K to all four year olds, as well as expand early
childhood education to all children aged 0-4 and after-school
programs for children in elementary, middle, and high school.
• Outlines three key areas that must be addressed: QUALITY,
INVESTMENT and EXPANSION.

The Need: !

The Problem: !
Both systems have consistently been faced with budget cuts,
which have impacted capacity and quality. The systems
cannot remain dependent on successful advocacy annually
restoring one-year funds from the City Council.

The Plan: !
Ensure that all children have access to affordable, high-quality
early childhood education and after-school programs.
o The Campaign is excited and encouraged to have a
Mayor-Elect who is a long-time champion of early
childhood education and after-school programs.
o We stand ready to work with the Mayor-Elect to
expand universal pre-K to all four year olds, as well
as expand early childhood education to all children
aged 0-4 and after-school programs for children in
elementary, middle, and high school.

The Plan: !
Short, medium, and long-term benchmarks.
o First step = baseline $150 million of one-year funding
currently invested in the systems. This would eliminate
the annual budget dance.
o First term plan = access to high quality, affordable
programs for all children age 0-5 who are eligible for
subsidized child care & all low-income and high-need
elementary, middle and high school children in need of
after-school programs.
o Two-term plan = expand the systems to ensure universal
access to high quality, affordable care for all children.

Implement high quality systems and provide the
resources to meet them. !!

• Ensure programs are educational and enriching.
• Appropriately compensate well-trained staff.
• Fully fund programs at an adequate rate.
• Enhance communication, collaboration and transparency
between City and parents, advocates and the public.
• Enhance collaboration between City agencies, including the
sharing of data and resources.

INVESTMENT: !
Develop short and long-term plans to fully fund
high-quality programs.
• Provide stable, reliable multi-year funding to create
sustainable programs, reduce barriers to access, and
ensure continuity for children.
• Explore all options to maintain and increase investments
at the federal, state and local levels.
• Ensure that programs are affordable for families.

EXPANSION: !
Develop a strategy to reach all children.
• Implement universal access to full-year, full-day early
childhood education and universal access to full-year afterschool/summer programs for elementary, middle and high
school aged youth.
• Prioritize expanding access to the highest-need children,
based on income and other risk factors.
• Explore all options to maintain and increase investments at
the federal, state and local levels. Explore all new,
progressive revenue options for investing in the system.
