1 Summary of WP3
The aim of WP 3 as an inception phase is characterized by different activities, analytical and cognitive
ones, to achieve the objectives of STATUS project like:
tackling the problem of incoherent urban and regional development in SEE,
developing place-based strategies by different participatory planning tools,
reducing the widening development gap of SEE cities,
guiding and supporting Territorial Partners to develop a sustainable and Strategic Territorial/
Urban Agendas (ST/UA), Urban Centers (UC) and the SEE cities knowledge platform (CKP).
Different methods of qualitative analyses (like stakeholder analyses in report 3.1.) and SWOT analysis
will be used not just in terms of networking but also as an opportunity for achieving a more in depth
knowledge of the state of the art of local urban issues. At the end all these activities they will provide
a clear framework of available data, current planning tools and pool of local actors characterizing the
partner cities planning areas.
WP 3 Inception consists of two main activities:

3 Introduction
This report is a state of the art inventarisation of institutional and informal framework of territorial
partners in STATUS project. It will be a base for analysis and comparison of territorial partner legal
framework that will be provided by UIRS and CEIT Alanova in an output 3.5. Report on policies and
plans of involved territorial partners.

For every territorial partner, major plans and policies operated in the selected area in the last 20
years, or currently operational, are reported.

5 Methodology for the analysis of planning
documents
This section will be aimed at outlining a methodology for the critical analysis of plans and policies,
based on a set of criteria and methodological tools such as the SWOT analysis, PEST, etc.
The section will be developed by CEIT and UIRS.

6 Conclusions
Assessing the coherence of the first proposal coming from TPs, with the instruments’ backgrounds.
Conclusions will provide suggestions for future planning attitudes to keep.
