 OPPORTUNITIES IN VENEZUELA

This presentation is open to EIC Members and Non Members

With the world’s second largest proven “traditional” oil & gas reserves (after Saudi Arabia) and vibrant national
and regional markets, Venezuela is a country of vast economic potential. Oil reserves stood at over 210 billion
barrels at the end of 2009; only 9.4% are currently being developed. Based on production of 3.26m bbl/d in 2009,
reserves are expected to last 150 years*.

Although Venezuela’s colourful politics can sometimes appear to be a barrier to business, President Hugo
Chavez continues to stress the role of foreign investors in his economic programme. The State oil company
PDVSA is keen to develop its supply chain by attracting foreign suppliers of key capital products and services.

                    We understand that measures such as off-shore contracts and payment
                    bonds are being made available to enable supply chain companies to involve
                    themselves in the Venezuelan market while controlling their risk level and
                    exposure. Bilateral double taxation and investment promotion/protection
                    agreements are currently in force.**

Major new oil and gas projects provide opportunities for UK companies. These include the development of new
onshore fields in the Orinoco belt as well as the continued development of offshore fields in the Caribbean Sea.

In cooperation with PDVSA and UKTI the EIC is organising two “road show” events exclusively for members, to
help them understand better the opportunities in this key market and how to get involved. The events will consist
of presentations followed by a networking lunch and one-2-one meeting opportunities.
