  1. 안녕하십니까? 광주광역시장 권한 대행 행정부시장 오형국입니다. 인권도시 추진을 위한 지방정부의 역할과 과제를 소개하게 되어 기쁘게 생각합니다.
  2. 광주시가 인권도시를 추진하게 된 배경, 인권도시를 만들기 위한 다양한 활동, 앞으로의 과제 순으로 말씀 드리겠습니다.
  3. 우리 광주가 인권도시를 추진하게 된 배경입니다.
  4. 신분차별 철폐를 위한 민중봉기 ‘동학농민혁명’ 식민지 폭압에 대한 청년의 ‘광주학생독립운동’ 부정부패 정권에 대한 시민 항거 ‘4·19혁명’ 광주는 역사의 고비마다 인간의 존엄과 자유를 위해 주저함이 없이 싸워 온 도시입니다.
  5. 특히 ‘인권도시 광주’의 밑바탕에는 1980년 5월 국가폭력에 대항해 민주주의와 인간의 존엄성을 지켜내고자 했던 5・18민주화운동의 정신이 자리 잡고 있습니다. 광주시가 인권도시로서 특별한 호소력을 갖는 것은 바로 이러한 5・18민주화운동 정신과 인권의 가치가 밀접하게 연결되어 있기 때문입니다. 광주시는 역사적 사실들이 과거의 역사적 기억으로만 머물지 않고 현재와 미래를 살아가는 시민들에게 인권을 보편적 가치로 계승 발전시킬 수 있도록 있도록 다양한 정책과 사업을 통해 인권도시를 만들어 가고 있습니다.
  6. 인권도시를 만들기 위해 우리 광주는
  7. 먼저 인권규범을 제정하였습니다.
  8. 대한민국 최초로 2007년도에 인권조례를 제정하고 2012년도 전면 개정하여 인권도시 기본계획, 인권교육, 인권헌장, 인권지표, 인권옴부즈맨 등 인권도시 활동의 법적 근거를 마련하였습니다.
  9. 1년여의 긴 시간 동안 시민적 대합의를 통해 광주가 추구하는 인권도시의 철학과 실천규범인 광주인권헌장을 제정하였습니다. 헌장은 전문과 본문, 헌장의 이행으로 구성되어 있습니다.
  10. 인권헌장을 널리 알리기 위하여 매년 선포 기념식을 개최하고 헌장 해설서와 달력, 어린이용 ‘만화로 보는 인권헌장’을 제작 배포하고 있습니다. 또한 인권헌장 내용을 실천하기 위하여 매년 ‘인권개선 아이디어 공모전’을 개최하고 2013년부터 ‘인권작품 공모전’을 개최하고 있습니다.
  11. 다음으로 인권제도를 구축하였습니다.
  12. 먼저 대한민국 최초로 행정 조직내에 인권전담부서를 설치해 운영하여 인권행정을 총괄하고 전문성을 축적해 나가고 있습니다.
  13. 다음으로 인권도시 프로젝트에 시민들이 참여하는 인권거버넌스를 구축하였습니다. 시장님과 민간인이 공동위원장으로 있는 ‘인권증진시민위원회의’를 비롯하여 ‘인권정책연석회의’ 등을 구성 운영하여 민・관이 함께하는 인권거버넌스를 튼튼히 다져다가고 있습니다.
  14. 시민에 대한 인권침해와 차별행위가 발생한 경우 구제 기능을 수행하기 위해 상담, 조사, 권고 역할을 하는 인권옴부즈맨을 도입하였습니다. 우리시 인권옴부즈맨은 업무에 있어 행정으로부터 독립성을 가지며, 인권 침해여부 판단은 옴부즈맨 7인의 ‘합의’로 이루어집니다.
  15. 다음으로 다양한 인권정책을 추진하였습니다.
  16. 먼저 인권도시 광주 실현을 위한 로드맵인 ‘인권도시기본계획’을 수립하였습니다. ‘공감과 창조의 인권도시’를 인권도시 비전으로 정하고 양대 목표로 ‘인권의 실질화’와 ‘인권도시의 국제화’를 설정하여 도시차원에서 인권 보장체계를 구축하는 인권도시 미래상을 담고 있습니다.
  17. 다음으로 인권교육 실시입니다. 인권도시의 출발점은 인권교육이라고 생각합니다. 그래서 우리시는 ‘모든 시민이 일상 가까이에서’ 인권을 배우고 향유할 수 있도록 각별히 인권교육에 노력을 다하고 있습니다. 청내 상설강좌 운영 등으로 공무원 인권교육 모범도시를 창출하였고 시민, 학생, 인권취약계층 등 분야별 인권교육을 촘촘하게 실시하고 있습니다.
  18. 2013년도에는 광주시 전체 인구대비 16.82%인 250,422명이 인권교육을 받았습니다. 앞으로 인권교육의 거점이 될 ‘인권교육센터’ 건립계획을 구상하고 있습니다.
  19. 다음으로 인권지표 개발과 실천입니다. 광주의 인권상황을 객관적으로 측정하여 인권을 증진하고자 5개 영역 18대 과제 100개 인권지표를 만들었습니다. 각 지표 담당부서에서는 인권지표에서 설정한 목표 달성을 위해 실천계획을 수립하여 추진하고 있습니다.
  20. 2013년도 100대 인권지표 실천결과를 평가한 결과 2012년 대비 2013년도 평균 8.1% 개선율을 보이며 인권상황이 조금씩 나아지고 있는 것으로 나타났습니다.
  21. 다음은 인권문화 확산을 위해 노력하였습니다.
  22. 먼저 행정에서 인권문화가 정착될 수 있도록 ‘인권행정 실천도’를 평가하고 있습니다. 인권개선 과제 발굴 추진실적과 교육시수 질적 등을 평가해 실・과・소별 성과평가에 반영하고 있고 있습니다.
  23. 다음은 시민들이 실제 삶의 공간인 마을에서 시민들 스스로 인권문제를 발견하고 공동으로 해결하려는 의지를 키워갈 수 있도록 ‘인권마을 만들기’사업을 진행하고 있습니다.
  24. 2013년에 3개 지치구별로 선정된 3개 마을에서는 마을 인권지도 제작, 주민인권학교, 주민원탁토론회 등을 자율적으로 진행하였고 2014년도에는 5개구 6개 마을로 확대할 예정입니다.
  25. 다음 인권단체 협력사업을 지원하고 있습니다. 시민이 인권도시 만들기의 주인이 되도록 민간단체의 인권적 공익 활동을 지원합니다. 이를 통해 외국인 노동자 인권문화 캠프운영 등 인권활동이 활발히 이루어지고 있습니다.
  26. 마지막으로 여러분이 참여하고 있는 포럼개최입니다. 지방정부 차원에서 세계 여러 도시들과 서로의 경험과 가치를 공유하고 인권증진 방안을 함께 모색하고자 2011년부터 매년 5월 ‘세계인권도시포럼’을 개최하고 있습니다.
  27. 이처럼 우리시는 모범적인 인권도시 모델을 정립하기 위해 전력을 다해왔습니다. 하지만 ‘인권도시 광주’는 아직 진행 중입니다. 보다 성숙하고 안정된 인권도시를 만들기 위한 노력이 필요합니다.
  28. 먼저, 인권행정의 수준을 높이기 위하여 인권정책의 수립-실행-평가의 순환체계를 형성하고 종합적이고 체계적인 인권정책 관리시스템을 갖추도록 하겠습니다. 그리고 마을과 직장 등 일상생활에서 시민 의지와 참여로 인권의 가치가 실현되도록 시민참여를 더욱 확대해 나가겠습니다. 또한 지속적으로 인권가치를 실현하기 위해 국내외 인권도시간 협력체를 구성하고 지방정부-중앙정부-UN등 공적기관 간의 다층적 협력도 확대해 나가겠습니다.
