February 2013
Project Background

 The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely
destroy 2,611 tons of mustard agent in mortar rounds and artillery
projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD).

 Neutralization followed by biotreatment is the technology selected by the
Department of Defense to destroy the Pueblo chemical weapons stockpile.

 The Program Executive Officer, Assembled Chemical Weapons Alternatives
(ACWA), headquartered at Aberdeen Proving Ground, Maryland, is
responsible for managing all aspects of the safe and environmentally sound
destruction of the chemical weapons stockpiles in Colorado and Kentucky.

 The Bechtel Pueblo Team (BPT) is a partnership of Bechtel National, Inc.,
URS, Parsons, and Battelle Memorial Institute. The BPT functions as the
systems contractor selected to design, build, systemize, pilot test, operate,
    and close the PCAPP.

Step 1 Removal of Energetics Step 4 Biotreatment
Robotic equipment removes energetics Microbes treat the hydrolysate,
(explosives) from the weapon. The breaking it down into brine. The brine
energetics will be disposed of at a is separated with water being recycled
permitted facility offsite. back to the plant and salt cakes shipped
for disposal at a permitted facility.

Step 2 Removal of Step 5 Thermal Treatment and
Mustard Agent Disposal of Metal Parts
The inside of the weapon is remotely Metal Parts are heated to 1,000 degrees
accessed and mustard agent is washed Fahrenheit for 15 minutes and can then
out with high-pressure water. be recycled.

Step 3 Neutralization of Neutralization followed by
Mustard Agent biotreatment will be used to
The mustard agent is neutralized with destroy the Colorado chemical
caustic solution and hot water. The
byproduct is called hydrolysate. weapons stockpile.

Boiler Steam Testing

Systemization workers test the steam for the boilers during testing of the
Steam and Condensate System last month.

                                                                                   14
Control Room

Monitors are now installed in the Control Room, this is a necessary step in
the process of bringing communications on line.

                                                                                    15
Hazard School Board Training

How many unsafe conditions can you find? PCAPP workers evaluate a simulated
hazardous scene as part of ongoing safety training. The new Hazard School Board
comes up with quarterly simulations to train employees about working safely.

                                                                                         16

February 2013 PCAPP Monthly Status Briefing

  • 2. Project Background  The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD).  Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile.  The Program Executive Officer, Assembled Chemical Weapons Alternatives (ACWA), headquartered at Aberdeen Proving Ground, Maryland, is responsible for managing all aspects of the safe and environmentally sound destruction of the chemical weapons stockpiles in Colorado and Kentucky.  The Bechtel Pueblo Team (BPT) is a partnership of Bechtel National, Inc., URS, Parsons, and Battelle Memorial Institute. The BPT functions as the systems contractor selected to design, build, systemize, pilot test, operate, and close the PCAPP. 2
  • 3. Bechtel Pueblo Team Systems Contractor  Project management  Design/engineering  Business services  Procurement/subcontracting  Safety and quality  Construction Teaming Subcontractors  Systemization  Process design  Environmental permitting  Pilot testing  Process equipment and compliance  Operations fabrication  Laboratory management  Closure  Support to systemization  Pilot testing and operations 3

  • 8. Destruction Technology Step 1 Removal of Energetics Step 4 Biotreatment Robotic equipment removes energetics Microbes treat the hydrolysate, (explosives) from the weapon. The breaking it down into brine. The brine energetics will be disposed of at a is separated with water being recycled permitted facility offsite. back to the plant and salt cakes shipped for disposal at a permitted facility. Step 2 Removal of Step 5 Thermal Treatment and Mustard Agent Disposal of Metal Parts The inside of the weapon is remotely Metal Parts are heated to 1,000 degrees accessed and mustard agent is washed Fahrenheit for 15 minutes and can then out with high-pressure water. be recycled. Step 3 Neutralization of Neutralization followed by Mustard Agent biotreatment will be used to The mustard agent is neutralized with destroy the Colorado chemical caustic solution and hot water. The byproduct is called hydrolysate. weapons stockpile. 8
