Congratulations! SERN is pleased to offeryou a SERN Scholarchip in lndonesia (SSD.
The SSI program is an important component of Timor-Leste's Human Resource development
program, and aims to increase the human resource capacity in the natural resources sector (oil,
gas, and minerals extraction industry) through assisting students to graduate with Bachelors or
higher degrees from prestigious institutions of higher education in lndonesia. On completion of
your studies in lndonesia, you are required to retum home to contribute to the development of your
Timor-Leste.
Attached to this letter are two copies of the Gontract between you as an SSI student and the
Govemment of Timor-Leste. You will need to sign this Contract if you wish to accept the offer of
an SSl.
The conditions of your SSI scholarship are summarised in the Contract and are set out in more
detail in the SSI Handbook.
You should read the SSI Handbook before you decide whether to accept the scholarship. Please
consider carefully the sections of the SSI Handbook that relate to academic progress requirements
and student responsibilities while in Indonesia, and SSI entitlements and conditions.

lf you decide to accept the SERN Scholarship in lndonesia, you must:
ln front of a witness, sign both copies of the enclosed 'Contract between Antonio Januario
da.S.Soares
and the Govemment of Timor-Leste. This means that you agree to:
a) the conditions set out in the SSI Handbook, and that SERN reserves the right to
update the SSI Handbook and therefore the conditions of your scholarship at any
time;
b) the SSI Benefits outlined in the Contract; and
2. You and the witness must initial each page of both copies of the Contract and sign where
indicated. lf there are any parts of the Contract or the SSI Handbook that you do not
understand, you should contact us at the SERN forfurther clarification before signing.
By signing the Contract you enter into a legally binding agreement betrveen yourself
and the Government of Timor-Leste.
1. Keep one signed copy of the Contract and return the second copy to MPRM/SERN by at
the addness below, or scan and email it to semscholars@omail.com within ten days of the
date of this letter. Also, please attach a copy of the photo page of your passport. lf we do
not receive the signed Contract from you Wthin ten days (or earlier if advised), the SSI offer
will be withdrawn. lt is your responsibility to make sure that we receive. the signed Contract

4. I further understand that my acceptance of the SERN Scholarship in lndonesia creates a legally
binding Contract between myself and the Govemment of Timor Leste. The Contract shall be
govemed by and interpreted in accordance with the laws of the Timor-Leste.
ln accepting the SERN Scholarship in lndonesia, I agree with the conditions below:
SSI holders must:
1. not hold another scholarship at the same time as the SSI;
2. reside in Indonesia for the duration of the SSI (apart from holidays, reunion visits
or fieldwork visits to their home country); ,
3. complete their SSI award within the period stiprtated in their Student Contracf
4. only undertake the approved program for which the SSI is offered and abide by the
rules of the Institution;
5. study full time and achieve satisfactorf academic progress in the program for
6. participate in all activities associated with the approved course of study, including
all lectures and tutorials, zubmit all work required for the course (e.g. assignments
or essays) and sit for examinations;
7. be aware that any employment undertaken during term times may compromise
academic progress;
8. liaise with &e Student ContactOfficer at the Institution regarding any proposed
changes to the approved program and acknowledge that approval is required from
the Institution and from the Ministry of Petroleum and Mineral Resources
9. agree to SSI collecting information concerning the Student or dependants and
passing that information on to other relevant parties, if necessary;
10. retum to Timor-Leste for at least sixyears at the completion of their study/research,
and take up employment with the Timor-Leste government for a period of six years

employment).
11. be aware that a debt to the Governmqrt of Timor-Leste will be incurred if a Student
fails to retum to Timor-Leste, or does not take up any offer of employment with the
Timor-Leste government
12. agree that the SSI may be terminated at any time for failure to make satisfactory
academic progress, failure to comply with the laws of Indonesia, misconduct,
breaches of the contractbetween the Student and the Govemment of Timor-Leste,
including breaches of the conditions of the SSI, or breaches of the Student Visa or if
they apply to drange their visa status
