Election Management Options April 26, 2011 Special Election
Overview BOEE developed this proposal with an eye towards the fiscal issues facing the District. The Board is obligated to hold this election by statute and therefore the Council is obligated to fund the election.   The cost of a full city-wide election is in excess of $1 million and the turnout of a special election, although unknown, historically has been at the low end of our turnout range. The agency is seeking to be fiscally responsible with this election without imperiling the democratic rights of its citizens. This agency cannot allow a shortage of funds to have a negative effect on the democratic process. Board staff considered various ideas to save money while ensuring a solid framework for the election. Presented here, in order, are the findings and recommendations of the agency.
Costs of Elections
143 Polling Place Option For this election, each polling place would be staffed by a scaled-down team of pollworkers consisting of a precinct captain, an assistant captain, and additional pollworkers as required. The Board contemplates an average of sevenpollworkers per facility. Satellite early voting locations are not required by law or regulation for special elections. This option assumes that the Board would staff, consistent with its regulations, one early voting site for the duration of the 15-day in-person absentee voting period at One Judiciary Square.
143 Polling Places
Vote Center Option Voters would have the choice of casting their ballot at any of 16 vote center locations plus One Judiciary Square.   Use of electronic pollbooks connected to every other site will alert the pollworkers if the voter has already cast a ballot.  Board staff proposes three days of voting at Vote Centers – the Saturday and Monday of the holiday weekend preceding the election as well as on Election Day. Vote Centers would be closed on Easter Sunday.  The Board would additionally operate one in-person absentee early voting center for 15 days at One Judiciary Square.
