           • AAI handed over IGI airport, DIAL on ‘as is where is' basis
             and granted it the right to undertake functions of operations,

   Inadequate airport infrastructure due to increase in private

    and international operators.

   Requirement of Rs. 40,454 Crores to augment existing airports

    and construct new greenfield ones.

   Revenue surplus generated by AAI was grossly inadequate to

    meet this requirement.

    design and construction under a single contract.

   Benefits - Reduced owner risks, accelerated schedule, lower

    costs, clear accountability and responsibility, reduces conflicts

    and litigation, and improves design and construction efficiency.
   M/s Parsons Brinkerhoff International Inc. advised on design

    review, contract management, project control and co-ordination

   Engineers India Ltd was appointed as Independent Engineer by

    AAI

   EIL reviewed design, drawing and specifications to assess

    compliance with finalised Development Plan, Development

    Standards and Requirements of the project

   In terms of cost/MPPA IGIA recorded better figures than all

    other airports

   Therefore, in spite of cost overrun, the expenditure is not out of

    limit.
   Cost estimated for 7,00,755 sq. m. Work done for 9,47,000 sq.m.

   Change in scope during detail design – Additional Rs. 1015 Crores

   Construction of new ATC tower and ACC was pre-poned

   Requirement of reinforcement material increased from 59,203 MT

    to 1,16,847 MT

   Increase in cost of steel from Rs. 27,000/MT to Rs. 43,143/MT
   Combining local make with foreign make for electrical high end
    fittings resulted in cost saving

   Change of cables from Copper to Aluminium for HT lines

   In fire detection and protection works, the cost was reduced by
    using ductile iron pipes
