FROM THE DESK OF CHAIRMAN, CSAB-2013
It gives me great pleasure to extend a warm note of greetings to all the successful candidates of JEE
(Main) -2013 and invite all the eligible candidates to participate in the CSAB-2013seat allocation process. In
previous years the admission process was conducted through CCB (Central Counseling Board), while this
year CCB has been renamed as CSAB (Central Seat Allocation Board) for completing the seat allocation
process. I am writing this to highlight the important changes in the admission procedure that have been made
in this year’s seat allocation process as compared with that of the previous year.
About 1.6million students have appeared for JEE (Main) this year and our endeavor has been to make
the seat allocation and admission process as candidate friendly as possible so as to reduce the anxiety and
inconvenience associated with the admissions. Online seat allocation process was started in the year 2009
and was further modified in the year 2010, 2011 and 2012. This year’s seat allocation process also would be
online, with certain modifications compared to the 2012 process. It would involve two rounds of seat
allocation instead of four rounds of seat allocation as compared to last year, followed by spot round and extra
spot round allocation. Before the Spot Round there will be Upgradation among the candidates based on their
choices. This modification has been introduced to minimize the gap between the date of completion of seat
allocation process and the date of starting of classes. To facilitate seat allocation process, Reporting/Help
Centres have been set up.
There are different types of participating institutes, viz., NITs, IIITs, Central/State Government
Funded Technical Institutes (GFTIs) and Self-Financed Technical Institutes (SFTIs) in which admissions are
being done through CSAB. The list of participating institutes is given in the CSAB website along with links to
individual institutes. Candidates are advised to do a due diligence regarding the participating institutes with
regard to the courses offered, fee structure and other relevant facts, before filling choices of institutes and
courses during seat allocation process.
All candidates are advised to read the brochure carefully and understand the process clearly before
undertaking registration and choice filling. CSAB wishes that candidates make judicious choices thereby
ensuring that the seat allocation process concludes smoothly. Candidates after getting an allocation in any
one of the institutes are requested to take timely decision, so that in case they vacate the seat, the same can
be offered to other eligible candidates.
CSAB would bring out important and relevant information from time to time for smooth
implementation of seat allocation process. All such information that is periodically updated would be
available on the CSAB website www.csab.in. Candidates should frequently visit this website, as well as the
website of the Institute in which they are planning to join.

IMPORTANT POINTS REGARDING SEAT
ALLOCATION IN GFTIs/SFTIs
THROUGH CSAB-2013
 CBSE and CSAB are two different and independent boards. CBSE conducted JEE (Main)
examination and publisheed the merit list. CSAB only uses the merit list published by CBSE
for seat allocation purposes. CSAB is not responsible for any error either in marks or in
merit ranks of JEE (Main) -2013.
 Both Government and Private Institutes will participate in seat allocation through CSAB.
Government Technical Institutes (GFTIs) are National Institutes of Technology (NITs),
Indian Institute of Information Technology (IIIT and IITDM), Centrally Funded Technical
Institutes (CFTIs) and State Funded Technical Institutes. Private Institutes are called Self
Financed Technical Institutes (SFTIs).
 Seats in CSAB will be allocated on the basis of JEE (Main) All India Ranks of the candidates
provided by CBSE. No other rank will be used for seat allocation.
 In NITs, 50% of the seats will be from Home State (HS) Quota and the remaining 50% from
Others State (OS) Quota, i.e., all Other States and UTs except the Home State. Other states
exclude home state. In CFTIs, IIITs and SFTIs the seats will allocated on basis of HS/OS/All
India Quota as applicable.
 The candidate should note that the Home State of a candidate (also called State of
Eligibility) is defined as the State from which the candidate has passed 12th standard (or
equivalent) examination AND not on the basis of nativity (Ref: MHRD Office Memorandum
No. F. 20-I/2003-TS-III/June 18, 2003). For example, the Home State of a native of
Lakshadweep will be Lakshadweep only if he has passed 12th standard from Lakshadweep.
However, if he has passed 12th standard from Kerala, his Home State will be Kerala.
 As per the decision of the Apex Body (Joint Admission Board) of IIT admission, this year the
following restrictions will be applicable in seat allocation of CSAB:
1. If a candidate rejects a seat allocation in CSAB, s/he will not be eligible for any further
rounds in CSAB including Spot Round and Extra Spot Round.
2. If a candidate at any stage withdraws form CSAB after being provisionally admitted to
an Institute, s/he will not be considered for any future rounds of CSAB seat allocation
including Spot Round and Extra Spot Round.
 Personal Data along with bank details will be required at the time of online registration in
CSAB website. Since CSAB will refund initial deposit (if applicable) to candidate through
NEFT mode, all candidates need to provide correct bank details (Account no, IFSC Code,
Bank Name and Branch) at the time of registration. Candidates are advised to fill these
details carefully ensuring no errors.
 Unlike previous years, there will be combined choice filling for Engineering and
Architecture to avoid vacant seats at the end of seat allocation. A candidate who is eligible
for both Engineering and Architecture streams will be allocated only one seat (the highest

choice avilable) from his choice list. Therefore, candidates are advised to carefully fill their
choices during choice filling (for details please see Section 3.4.4).
 Like CCB-2012, there will be a “Spot Round” for admission after the two regular rounds of
seat allocations are over and “Global Upgradation” is implemented. The primary difference
between “Regular Rounds” and “Spot Round” is that in the latter a candidate pays the fees
in advance and thereby agrees to accept the seat if allocated to him. There is no provision
of “Money Back” if the candidate chooses not to accept the seat.
CANDIDATES ARE ADVISED TO CAREFULLY CHOOSE THEIR INSTITUTES AND BRANCHES,
FOR THERE IS NO PROVISION OF MONEY BACK IF ONE CHOOSES NOT TO JOIN THE
ALLOCATED INSTITUTE. BEFORE CLICKING YOUR CHOICE, MAKE SURE THAT YOU KNOW
ENOUGH ABOUT ALL THE INSTITUTES AND THE BRANCHES YOU ARE CHOOSING.
 As an extra facility to the candidates, particularly for those who are not aware of the
Institutes they are including in their choice list, an “EXTRA SPOT ROUND” has been
introduced in 2013 seat allocation. This round will be conducted only for (i) Self Financed
Technical Institutes (SFTIs), (ii) those candidates who did not get a seat in the Spot Round
and only for seats left vacant after the Spot Round (non-refundable) is over. In case of
candidates allocated a seat in the “Extra Spot Round”, fees paid to CSAB-2013 will be
refunded to the candidates. If the candidate chooses to accept the allocated seat, he pays
the full fee to the allocated Institute.
 In case of Union Territories without any NIT (Andaman and Nicobar Islands, Lakshadweep
and Kandvi, Daman and Diu, and Dadra and Nagar Haveli), the full Home State quota is
made available at nearest NIT, i.e., NITs at Durgapur, Calicut, Surat and Surat respectively.
These seats are supernumerary over and above the Home State quota of the respective
NITs. Candidates of these four Union Territories are also eligible in seats of NITs other than
their “Home State” under “Other State” quota. [Note: in previous years part of this
allocation was made after the normal selection process was completed. This year, the seats
have been provided at the beginning for ensuring welfare of the students.]
 The seat matrices of all the Institutes are provided by the respective Institutes taking into
consideration reservation policies applicable to them. CSAB-2013 is not responsible for the
contents.
 In Spot Round both Government Institutes (NITs, CFTIs and IIITs) and Private Institutes
(SFTIs) will participate and in Extra Spot Round only Private Institutes (SFTIs) will
participate (please see Section 5 for details).
 In Spot Round the collected fee is non-refundable if seat is allocated to a candidate. The
collected fee will be sent to the allocated Institute by CSAB even if the candidate does not
take admission there. Of course, the collected fee will be refunded to the candidate by CSAB
in case there is no seat allocation.

The spot round and extra spot round
consists of vacant seats available in
Government Funded Technical
Institutes (NITs, IIITs and CFTIs) and
seats of Self-Financed Technical
Institutes (SFTIs). All SFTIs are Private
Institutes.
The following candidates are eligible
for Spot Round and Extra Spot Round:
i) Eligible candidates who did not
register during July 01 – 08, 2013.
ii) Eligible candidates who have
registered but not allocated a seat
in the First or Second Round
iii) Candidates whose seats were
cancelled at RCs due to change of
Gender/Category/PwD Status/State
of Eligibility and are still eligible

1. INTRODUCTION
The Ministry of Human Resource Development, Government of India took a policy decision in 2002 to
conduct an All India Engineering Entrance Examination (AIEEE) annually, doing away with many of the large
number of entrance examinations that were being conducted till then by various institutes in the country for
admission to undergraduate degree programmes in the disciplines of Engineering/Technology and
Architecture/ Planning. This initiative has been widely accepted and appreciated.
A Central Counseling Board (CCB) constituted by the Govt. of India coordinated admissions to UG
degree programmes in engineering, technology and architecture in respect of selected institutes till 2012.
This year, Central Counseling Board (CCB) has been renamed as Central Seat Allocation Board (CSAB) and the
same has been constituted with Director, National Institute of Technology Rourkela, as its Chairman. The
Office Memorandum of Ministry of HRD, Govt. of India is placed at Annexure V of this brochure.
30 NITs, 6 IIITs/IIITM/IIITDM, 13 Central/State Government funded Institutes and Self Financed
Technical Institutes (SFTIs) will admit candidates on the basis of their rank in JEE (Main)-2013 Common
Merit List (CML) to the first year of Engineering/Technology and Architecture/Planning programmes
through a centralized seat allocation procedure, for the academic session 2013-14.
Important features of the admission procedure, fee refund rules, admission schedule, list of
Reporting/Help Centers, list of Participating Institutes with total number of seats, fee structure and contact
addresses, seat distribution in the Institutes etc., are given in this brochure. Candidates are advised to read
this brochure carefully and visit csab website www.csab.in regularly for updates and for details regarding
the entire online admission process.
The entire seat allocation process comprises of four steps:
Step 1.Online registration: In this process, candidates eligible for central seat allocation should register
themselves for online seat allocation in the CSAB website during July 01-05, 2013 from places
convenient to them. Spot Round and Extra Spot Round registrations can only be done during July 17-
20, 2013.
Step 2. Online choice filling and locking of choices: After registration during July 01-05, 2013,
candidates will be able to exercise their choices of branch and institute on the CSAB website using
Internet during July 01-08, 2013 from places convenient to them. Candidates can lock their choices
during July 06-08, 2013 and must lock the choices latest by 05:00 PM of July 08, 2013 from any place
of convenience. The order of the choices is important and the seats will be allocated to the candidates
in the order of the choices only.
Step 3. Declaration of Seat Allocation and Document verification: Candidates will be offered seats based
on their choices in the order of merit (JEE (Main)-2013 All India Rank) over two rounds of allocation.
Candidates who are allocated a seat will report to any one of the ‘Reporting Centers' during the time
frames specified, get the documents verified and pay the initial fee to mark their acceptance of the
offer of seat. They will also be issued a provisional admission letter.
Step 4. Getting Admitted to Allocated Institute: Candidates are required to be physically present at the
Institute where the candidate is getting admitted (herein after called 'Allocated Institute') after
verification of all original documents as per the procedure of the allocated institute.
For most of the candidates the entire admission process is over at this stage.

Spot Seat Allocation: For the seats left vacant after the first two rounds of seat allocation process, there shall
be spot round and extra spot round during July 17-20, 2013, where intending candidates are required to
register (registration not required for those candidates who have already registered during July 01–05,
2013, i.e. in Step 1), fill in fresh choices, pay fees and then lock choices (at RCs only). For details please see
Section 5.
In case of any dispute arising out of the seat allocation process at any stage up to the final allocation of
Institute and/or branch, the decision of Chairman, CSAB-2013 shall be final. The jurisdiction for legal
disputes, if any, will be limited to the High Court of Odisha at Cuttack, only.
For smooth functioning of admission procedure resulting into maximum number of candidates
getting admission to the course and institute of their choice and minimizing the number of vacant seats,
Chairman CSAB appeals to the candidates to carefully follow the admission procedure given in this brochure.
2. IMPORTANT NOTES FOR CANDIDATES
This section provides only a broad overview of the stages involved in the seat allocation process. The
entire seat allocation process consists of two rounds followed by a spot round and extra spot round.
The two normal rounds of seat allocation will cater for admissions to all Institutes except SFTIs who
will be considered for Spot Round and Extra Spot Round only. For full details, please read the subsequent
sections.
 Candidates must read carefully all terms and conditions before registration and must abide by the
rules framed.
 Candidates should not disclose the password with to anybody. They must understand that they are
solely responsible for safe guarding their passwords and neither CSAB nor C-DAC is responsible for
misuse of their passwords.
 Candidates who give choices for Spot Round and are allocated a seat in the spot round will not be
eligible for any refund of their initial fee.
 Candidates should be aware of the fee structure of the institutes that they are interested to be in
and that the Fee structure of GFTIs and SFTIs may be different.
 Before giving choices, candidates should go through the websites of the corresponding institutes
that they are interested to be in and be satisfied with the availability of infrastructures and all other
facilities for their programme of studies. CSAB is not responsible for providing any such
information.
 If the information submitted by any candidate is found to be fraudulent, incorrect or untrue, the seat
allocated (if any) is liable to be cancelled. Moreover, such candidates will no longer be considered
eligible for admission and will also be liable for legal action.
2.1 Online Registration (July 01-05, 2013)
 All eligible candidates must register online during July 01-05, 2013 on the CSAB website
www.csab.in latest by 05:00 PM of July 05, 2013.
 All candidates must verify their personal information during online registration.
 Candidates must provide their mobile numbers and bank account details for registration
purpose. This information shall be used for refund (if any) as well as for emergent
communication if any. Candidates are advised to be careful in filling this information as the CSAB
will not be responsible for any situation arising out of wrong information given by the
candidates.

2.2 Online Choice Filling and Locking of Choices
 On line choice filling can be done during July 01-08, 2013 on or before 05:00 PM of July 08,
2013.
 During the period of choice filling, the candidates are free to change, reorder, delete and add their
choices of branches/institutes as per their preference. The modifications will not be possible
once the choces are locked.
 All the candidates must lock their choices during July 06-08, 2013 on or before 05:00 PM of
July 08, 2013.
 Candidates will not be able to unlock their choices once they have locked it.
 If candidates fail to explicitly lock their choices by 05.00 PM of July 08, 2013, their last saved
choices will be automatically locked after this deadline.
 Candidates may take printout of their locked choices for their own reference.
 The choices made by the candidate are not changeable after locking and shall be used for the seat
allocation for both first and second round.
 Registered candidates who did not fill any choices or failed to save them cannot be considered for
seat allocation and admission. However, they may participate for the spot round and extra spot
round seat allocation, if they give choices for these rounds, during July 17-20, 2013.
 Some of the Institutes and branches have additional restrictions on qualifications, age, gender
and categories. These restrictions are given in Section 7.3. Candidates are advised to carefully
go through Section 7.3 before filling their choices in order to ensure that they satisfy all the
additional criteria for these branches/institutes. CSAB will not be responsible for any
errors/misjudgments on the part of the candidates.
2.3 Seat Allocation and Document Verification
 The First Round of seat allocation will be displayed on July 09, 2013 in the website
www.csab.in
Individual allocation letters will NOT be sent to the candidates.
 The seat allocation results of CSAB shall be displayed jointly with the seat allocation results of
Institutes offering admission through JEE (Advanced).
 The candidates who are not offered any seat either in JEE (Advanced) Institutes or in CSAB
Institutes shall be considered for subsequent seat allocation rounds of JEE CSAB 2013.
 All the candidates who get an allocation through CSAB will report in person to any one of the
Reporting Centers as per the time schedule, failing which their seat allocation shall stand
cancelled and they will not be considered for subsequent rounds.
 Candidates will produce all the relevant certificates in original and photocopies of documents for
verification, when they report to the Reporting Center.
 Proof of payment of initial fee of Rs. 40,000/- is to be produced at the time of reporting. The
fee can be paid in advance through any one of following modes: (i) Online payment using
Debit/Credit card, (ii) NEFT (iii) e-challan, (iv) Net Banking. The fee may also be paid through
Demand Draft and in such cases the same shall be produced at the time of reporting.
If the payment is through Demand Draft the candidates have to pay Rs.41,000/- which

includes an extra non-refundable processing fee amount of Rs.1000/-.
The demand draft should be drawn in favor of “Chairman, CSAB-2013”, payable at Rourkela.
 Candidates who will be offered seat in the first round will automatically be considered for
upgradation in their choice list in second round of seat allocation if they accept the seat offered in
the first round. Such candidates, if they are allocated other seats against their higher preference
choices during second round will forfeit their claim on seats allocated to them in first round,
 A provisional admission letter will be issued to the candidates at the Reporting Center after the
fees are paid, and all certificates/credentials are found in order.
 The Second Round of allocation will be displayed on July 13, 2013.
 Candidates at any stage before July 16, 2013 can approach the Reporting Center, where they had
reported (on the reporting dates only), to withdraw from the CSAB-2013 seat allocation process
and also to initiate the process of refund of initial fee (admissible amount) paid by them. Such
candidates will not be considered for subsequent rounds.
 Candidates who are offered seat in the first round or in the second round and the candidates,
whose seat allocation was upgraded after the end of the first round, will be considered for
upgradation if they have accepted the seat. Such candidates, if they are allocated other seats
against their higher preference will forfeit their claim on the seat that was allocated to them prior
to the upgradation.
 After the first and second rounds of seat allocation, there will be spot round and extra spot round
of seat allocation. Candidates eligible for these rounds may need to registrar online from places
convenient to them or in any Help Centre. Candidates who had registered during July 01 – 08,
2013 are not required to register again. The candidate will be required to fill in new choices for
both the Spot Round and the Extra Spot Round. Candidates are not permitted to fill in identical
choices (same branch and same institute) in both Spot Round and Extra Spot Round.
2.4 Admission to Allocated Institute/Reporting at Reporting
Center
The logic for seat allocation for the next round for the candidates who have qualified both
JEE (Advanced) and JEE (Main) is given in the following table.

When the admission is declined due to category/subcategory being invalid, the candidate
shall be eligible for subsequent rounds with the category/subcategory withdrawn for
which the certificate was found invalid. If a seat was allotted in that category, the seat
stands withdrawn.
When the admission is declined due to insufficient 12th marks or due to other academic
ineligibility, the candidate will not be considered for the next round for the corresponding
seat allocation.
2.5 Upgradation
After each of the two rounds of seat allocation, 'upgradation' of seats for better choice if possible will be
conducted. At the end of the first round, upgradation will be along with the allocation of new seats to the
candidates and will be declaired along with the results of second round of allocation. At the end of second
round, upgradation will be announced on July 17, 2013 and no seat allocation will take place. After this
upgradation, vacancies will be displayed on July 17, 2013 on CSAB website. Upgradation will be carried out
based on the choice filled in by candidates during July 01 – 08, 2013. The allocated candidates should check
their upgraded status in CSAB website and if upgraded should take a printout of the upgraded status
(necessary during reporting at the Admitting Institute) from any place of their convenience
2.6 The Spot Round and Extra Spot Round (July 17-20,
2013)
The spot round and extra spot round of seat allocation will be for the vacant seats available in
Government Funded Technical Institutes (NITs, IIITs and CFTIs) and all seats of Self Financed Technical
Institutes (SFTIs) after the upgradation at the end of second round of seat allocation.
The following candidates are eligible for Spot Round and Extra Spot Round:
i) Qualified candidates who did not register during July 01 – 08, 2013.
ii) Qualified candidates who have registered but not allocated a seat in the First or Second normal
Round
iii) Candidates whose allotted seats were cancelled at Reporting Centre due to change of
Gender/Category/PwD Status/State of Eligibility and are still eligible after the appropriate
changes.
Candidates who have been allotted a seat by JEE (Advanced) and who have accepted the seat will not
be eligible for the spot round. Candidates who have registered during July 01 – 05, 2013 are not required to
register again. But the eligible candidates who have not registered are required to register online from places
convenient to them or in any Help Centre.
Interested candidates should register, fill in and save the choices, and make the payment online from
places convenient to them or from Help Centres during July 17 - 20, 2013. SINCE THERE IS ONLY LIMITED
FACILITY IN HELP CENTRES, CANDIDATES ARE ADVISED TO COMPLETE THE PROCESS OF ON-LINE

REGISTRATION, CHOICE FILLING, AND FEE PAYMENT AT HOME OR IN INTERNET CAFÉ IN ADVANCE
BEFORE GOING TO AN RC/HC. However, for document verification and locking of choices they need to report
to any of the Reporting Center. The declared vacancies include seats available in NITs, IIITs and other
Central/State Government Funded Technical Institutes (GFTIs) after upgradation along with all the
seats offered by Self Financed Technical Institutes (SFTIs). For details on the procedure of Spot Round
refer to Section 5.
 After registration and choice filling candidates must visit the nearest Reporting Center to get their
documents verified.
 Proof of payment of initial fee of Rs. 40,000/- is to be produced at the time of reporting. The fee can
be paid in advance through any one of following modes: (i) Online payment using Debit/Credit card,
(ii) NEFT (iii) e-challan, (iv) Net Banking. The fee may also be paid through Demand Draft and in such
cases the same shall be produced at the time of reporting.
If the payment is through Demand Draft the candidates have to pay Rs.41,000/- which includes
an extra non-refundable “ draft processing fee” amount of Rs.1000/-.
The demand draft should be drawn in favor of “Chairman, CSAB-2013”, payable on any bank at
Rourkela.
 The seat allocation result of the Spot Round and Extra Spot Round will be displayed on July 21,
2013.
 In case of GFTIs a candidate is deemed to be admitted if allocated a seat subject to fulfilling conditions
laid out for admission by the admitting institute.
 Candidates admitted in GFTIs will report to their respective Institutes for class immediately after
allocation.
 In case of SFTIs admission on allocation is provisional in the Spot Round, to be confirmed by the
institute concerned after the balance dues are paid by the candidate.
 In case of SFTIs admission on allocation is provisional in the Extra Spot Round, to be confirmed by the
institute concerned after the required full dues are paid by the candidate.
3. SEAT ALLOCATION PROCEDURE
The seat allocation process broadly involves the following FOUR stages:
(i) Online registration
(ii) Online choice filling and locking
(iii) Online Seat Allocation and personally reporting to a Reporting Center
(iv) Personally getting admitted in the Allocated Institute
3.1 Online Registration – First Round and Second Round (July
01- 05, 2013)
Candidates who have qualified in JEE (Main)-2013 are eligible and are required to register online
(www.csab.in) from places convenient to them.
Arrangement of Reporting/Help Centers is being made at most of the Participating Institutes for
guiding the candidates. Candidates may seek guidance at these centers during working hours (normally

09:00 AM to 05:00 PM) and complete their registration, choice filling and locking. The list of these centers is
given in Section 11.
The procedure to be followed is described here.
1. Access the website www.csab.in and click on “Registration”.
2. Register as a new candidate by clicking on “New candidate!! Register here “link. Read the
instructions given on the screen and click on “Register”.
3. Register by entering the information [as indicated in the JEE (Main) Admit Card/Application or
Resut] against the following fields:
(a) Name
(b) Roll number
(c) Application number
(d) All India Rank
(e) Date of Birth
Note:
 The candidates qualified in the JEE (Main)-2013 should not wait for the score card sent by
CBSE. They are advised to take the printout of the score card from JEE (Main)-2013 site and
do the needful.
 Candidates should ensure the above data be entered exactly as per JEE (Main) admit card. For
name field, capital and lower case letters should be entered as printed in the Admit Card/Score
Card. Corrections in the name, if any, cannot be entered at this stage.
 Candidates are also required to additionaly enter the mailing address, bank details and phone
numbers for contact and to speed up the refund process if any.
 Candidates will be permitted to proceed with the registration process, only if the registration
data entered by them matches the data as available with the JEE (Main)-2013 database of CBSE.
The candidates will be required to select a password.
 The password should be alphanumeric having exactly six characters. For example ‘Abc123’.
Candidates are advised to choose strong password which is diffuclt for someone else to guess.
 Candidates are advised to remember their password for all future logins. Candidates are also
advised not to disclose or share their password with anybody. Neither CSAB nor CDAC will
be responsible for any consequences resulting out of disclosure or sharing of password.
 For subsequent logins, candidates will be able to login directly with their respective Roll Number
as Login ID and the chosen password as Password.
 Candidates must log out at the end of their session so that the choices saved cannot be tampered
with or modified by unauthorized persons. For the sake of consistency, candidates are also
advised NOT TO fill the choices simultaneously from two separate browser sessions on the same
or different computers. The system will take the last one saved by the candidates and therefore
choices edited on another window and saved prior to the last one will be lost.
 If a candidate forgets his/her password, the additional information provided by the candidate at
the time of registration will be used to issue a new password. Hence, it is mandatory for every
candidate to enter the required additional information as indicated in the registration form at the
time of registration. They may also approach their nearest help centre personally.
 Candidates can change their passwords after login, if desired.
4. After login, the personal data of the candidates [as per the JEE (Main)-2013 data base] will
be automatically displayed on the screen. Candidates must verify their personal data.
Candidates will be allowed only once to correct the data, if required, in respect of category,

sub-category, date of birth, state of eligibility etc. in the following ways:
 Category can be withdrawn from (SC/ST/BC-NCL) but cannot be added. Thus a candidate
in a category (say BC-NCL) may be considered as a non-BC-NCL-CML candidate. Such a
candidate will automatically loose the rank in the specified category and will be considered
only for the CML rank if obtained.
 Sub Category (PwD) can be withdrawn but not added. Thus a candidate may move from
SCPwD to SC, STPwD to ST, BC-NCL-PwD to BC-NCL and OPPwD to OP, but not vice versa.
 'State from which eligible' can be changed so as to be consistent with candidate’s
documents and certificates. (see Section 7.5)
 Change of gender is permitted if wrongly mentioned.
 Candidates must indicate their address for correspondence, phone number, mobile
number, email id etc. These contact details should be entered correctly. CSAB may need
them for urgent communication with the candidate. CSAB will not take any responsibility
for the incorrect information provided by the candidate in case of the communication not
recived or the refunds (if any) sent to wrong accounts.
5. Changes in the following fields are not permissible under any circumstances
i. Candidate’s name
ii. Mother’s name
iii. Father’s name
iv. Roll number
v. Various ranks
Note:
1. Candidates may take a printout (hard copy) of the registration form containing the above
personal data.
2. It is solely the responsibility of the candidates to verify that their personal data, including
category, subcategory, state of eligibility, gender etc. are consistent with documentary evidence.
Change of category and sub category may result in change of status of the eligibility of a
candidate as declared at the time of the JEE (Main) results. CSAB/CDAC is not responsible for
any omissions in the details and its consequences thereafter.
3. If the personal data submitted/entered by a candidate is found to be wrong at the time of
verification of certificates either during reporting or at any later stage, the allocation of
seat/provisional admission is liable to be cancelled.
4. Once these personal data are verified and submitted, candidates will not be allowed to change
them under any circumstances.
3.2 Online Choice Filling and Locking (July01- 08, 2013)
At this stage, all the registered candidates are required to exercise their choices of branches and
institutes in order of their preference. The procedure is detailed here.
1. The procedure for exercising choices and seeking pertinent information is guided through
appropriate messages and tabs on the computer screen.
2. As per the eligibility of the candidate, available seat information relating to Institutes, disciplines
(Engineering/Technology/Architecture/Planning), branches (e.g., Electronics Engineering,
Computer Science, etc.) will be displayed.
3. Candidates can fill in as many numbers of choices in the order of preference from the list of
available seats.

4. Candidates are permitted, if they so desire, to change or re-order their choices, delete earlier
choices and add new choices any number of times until they lock their final choices. Choices
should be positively locked before 5.00 PM of July 08, 2013.
Candidates MUST lock their choices only after they have finalized them but, in any case, before 05:00
PM of July 08, 2013. The locking of choices involves a few steps after the LOCK button is clicked. This
includes confirming the locking, etc. Candidate should follow all the steps carefully to complete the
locking procedure.
After the choices are locked, candidates will not be able to change their choices any further. A
printable version of the choices along with the terms and conditions agreed by the candidate at the time of
registration is displayed once the choices are locked. Candidates must take a printout (hard copy) of the locked
choices, (which also contains terms and conditions) sign it and produce it at the time of reporting to the
Reporting Center.
If candidates fail to lock their choices themselves by 5.00 PM of July 08, 2013, their last saved
choices will be automatically locked after this deadline. Candidates are therefore strongly advised to lock
their choices themselves and secure a printout of these locked choices. Registered candidates who do not
exercise any choices or fail to save them will not be considered for seat allocation. Candidates can login again
after locking the choices; the locked choices will be displayed but cannot now be modified or altered.
Note: ‘SAVING ’a choice is NOT the same as 'LOCKING' a choice. A choice that is only saved but not
locked, can be retrieved later on and modified. The modified choice has to be saved again. The
old choice exercised earlier is lost. But a choice that is locked cannot be modified and saved
afresh.
3.3 Online Seat Allocation
During this step, the choices submitted by the candidates will be processed centrally using an
allocation software developed by Centre for Development of Advanced computing (CDAC) and seats will be
allocated in the order of merit as per JEE (Main) AIR on the basis of the locked choices. The allocation result
will be available on the CSAB website: www.csab.in. Individual allocation letters will not be sent to the
candidates. However, candidates may take a printout of the allocation details from CSAB website. Candidates
who are allocated seats will have to personally report to any one of the Reporting Centers (Refer Section
2.3 for details). For seat allocation procedure please see Section 2.4.
3.3.1 Allocation Policy for Home State (HS)Quota,
Other States (OS) Quota and All India (AI) Quota.
(A) For NITs [Home State (HS), Other States (OS)]
Fifty percent of the seats of NITs are reserved for Home State and remaining fifty percent seats of
NITs are reserved for Other States (Home State Candidates are not eligible for Other State Quota).
Allocation of seat will be made based on the candidate’s JEE (Main) AIR and his/her choices. A
candidate belonging to a reserved category will be first considered for Open seats in terms of merit. If
s/he does not get a seat under Open category, then s/he will be considered for the seats reserved for
the category to which s/he belongs. A candidate who is offered a seat under SC/ ST/ BC-NCL category
and/or PwD sub-category shall be considered for allocation in OP category in subsequent rounds
subject to eligibility and availability of vacant seats. However, the other state quota seats in an Institute
shall be available only to candidates from other states, home state candidates being forbidden from
these seats. This process is repeated till an allocation is made or the choices are exhausted.

(B) For all Participating Institutes except NITs [All India (AI) Quota]
A candidate, based on JEE (Main) AIR and his/her choices, will be considered for allocation of
seat under All India Quota. This process is repeated till an allocation is made or the choices are
exhausted.
3.3.2 Withdrawal from Allocation Process and
Consequences of Not Reporting to the Reporting
Center
A) Candidates not reporting during July 09 – July 12, 2013 against first round allocation will
forfeit their seat allocation automatically and they will not be considered for subsequent
rounds.
B) Fresh allottees of Second Round not reporting during July 13 – July 16, 2013 will forfeit their
seat allocation automatically and will not be allowed to participate in Spot Round and Extra
Spot Round.
C) Candidates those who have reported to the Reporting Centre during July 09 – July 12, 2013
and during July 13 – July 16, 2013 for provisional admission against First Round and Second
Round allocation respectively and willing to withdraw from the admission process, need to
report to the same Reporting Centre for online withdrawal; such candidates must withdraw
during July 09 – July 16, 2013. Withdrawal will not be permitted after 04.00 PM of July 16,
2013. They will not be considered for seat allocation in the Spot Round and Extra Spot Round.
Their fee will be refunded by CSAB in due course of time.
3.3.3 Cancellation due to non-fulfillment of Essential
Requirements
a. If candidates fail to satisfy the minimum educational qualifications prescribed (10 + 2 or
equivalent), their allocation of the seat shall automatically stand cancelled and such
candidates will not be considered for seat allocation in subsequent rounds, if any.
b. If a candidate fails to produce appropriate valid category certificate(s) his/her allocation will
stand cancelled if allocated out of that quota. However, in such cases if eligible, s/he may be
considered for allocation in further rounds, as per their changed category.
3.4 Reporting to Reporting Center (RC) for Provisional
Admission
Candidates who get a seat allocation should report to any Reporting Center within the stipulated
dates for taking the provisional admission. The reporting periods are July 09 – 12, 2013 against First
Round allocation and July 13 – 16, 2013 against Second Round allocation. The reporting time at all
Reporting Centers is 09.00 AM to 05.00 PM. The reporting procedure for provisional admission is as follows:
3.4.1 Document Verification
Candidates shall carry the following documents at the time of reporting to the Reporting Center:
1. Printout of seat acceptance acknowledgement
2. Printout of terms and conditions taken from the CSAB website and duly signed by the
candidate.

i. Admit Card of JEE (Main)-2013.
ii. Score Card of JEE (Main)-2013 issued by CBSE (downloaded score card is

iii. Class X (High School) Board Certificate as proof of date of birth.
iv. Pass Certificate and Marks sheet of qualifying examination. (see Section 7.4 for
the list of qualifying exams)
v. Certificate of category (SC / ST/ BC-NCL) issued by the competent authority in
the prescribed format (Annexure I-III)
vi. Certificate for Persons with Disabilities (PwD), if applicable (Annexure – IV).
vii. Passport, if the candidate has passed the qualifying examination from outside
India; this is required for determining the 'State from which eligible'.
viii. Proof of place of examination Center of the final examination from the National
Open School for candidates having Senior Secondary Certificate; this is
required for determining the 'State from which eligible'.
3. Two sets of self-attested copies of all the documents listed above. The originals will be
returned after verification and self-attested copies will be retained by the Reporting Center.
4. Two passport size photographs identical to the one pasted on the JEE (Main) 2013
application form.
Note: If the original certificates are not in Hindi/English, duly certified Hindi/English version translation
of such certificates will be required.
3.4.1.1 Verification of Credentials
If the personal data viz. category, subcategory, state of eligibility and gender submitted by
the candidates at the time of registration is found to be wrong at the time of verification of the
original certificates at Reporting Centers, the allocation of their seats is liable to be cancelled.
Candidates applying under Persons with Disabilities (PwD) category should read
Section 8.3 of this brochure carefully.
3.4.1.2 Norms for Updating Candidate’s Personal Data
After obtaining the relevant undertaking from the candidate, the personal data pertaining
to category, sub-category, etc. will be updated wherever necessaryas defined in Section 3.1.
Change of category, sub category may result in change of status of the eligibility of a
candidate as declared at the time of the JEE (Main) results.
Seat allocation is liable to be cancelled, if the candidate becomes ineligible for the currently
allocated seat due to updated personal data. But, if the candidate is found to be eligible based on
the updated personal data, the candidate may be considered for subsequent allocation rounds, if
any, against the available vacancies only.

3.4.2 Payment of Fee
Candidates should pay the required fee for First Round, Second Round and Spot Round and Extra
Spot Round as described below.
3.4.2.1For First Round and Second Round
Candidates shall pay an initial fee of Rs.40,000/- (Rupees Forty Thousand only). The fee
can be paid in advance through any one of following modes: (i) Online payment using
Debit/Credit card, (ii) NEFT (iii) e-challan and (iv) Netbanking. The fee may also be paid through
Demand Draft; in such cases the same shall be produced at the time of reporting.
If the payment is through Demand Draft, the candidates have to pay Rs. 41,000/- which
includes an extra non-refundable processing fee amount of Rs. 1000/-.
The demand draft should be drawn in favor of “Chairman, CSAB-2013”, payable at Rourkela.
The procedure for payment is described in Section 3.4.3. This initial fee would be adjusted
towards the total fee payable by the candidates at the Allocated Institutes.
When a candidate checks his/her provisional seat allocation result there will be an option to
pay the fee online. On clicking the link, mode of fee payment window will appear. Candidates can
choose a mode of initial fee payment that is convenient to them. There are four modes of online
fee payment namely, (i) Online payment using Debit/Credit card, (ii) e-challan, (iii) NEFT, (iv)
Netbanking. Candidates can also pay initial fee through Demand Draft.
3.4.2.2 For Spot Round and Extra Spot Round
Candidates shall pay an initial fee of Rs.40,000/-(Rupees Forty Thousand only). The fee can
be paid in advance through any one of following modes: (i) Online payment using
Debit/Credit card, (ii) NEFT (iii) e-challan and (iv) Netbanking. The fee may also be paid through
Demand Draft in such cases; the same shall be produced at the time of reporting.

3.4.3 Procedure for Payment of Initial Fee
A) Payment of Initial Fee through Debit/Credit Card
Candidates have to pay Rs. 40,000/-. However there is appropriate service charge towards
the payment.

On clicking the ‘Online Payment Using Debit/Credit Card’, following message will be
displayed.
 Candidate can make the online payment using Debit/Credit card through Axis Bank
Payment Gateway services
 Keep the details of Debit/Credit Card (VISA/Master/Maestro Card) ready.
 Login to www.csab.in website, fill the requisite information like Roll number, Date of Birth,
Stream etc.
 There will be a link to “Make Payment Online”. On clicking the link, Payment Gateway
screen will be displayed. Follow the instructions to make payment.
 Make the payment through Debit/Credit Card and note down the payment receipt number,
after successful payment of fee and take a printout of Payment receipt.
 Take a printout of the receipt that is generated after successful payment transaction and
produce it at the time of reporting at RC and submit a copy of it to RC.
Note: Bank will charge service/processing charges and service tax as applicable on
transactions made by Debit/Credit card.

B) Payment of Initial Fee through e-challan
Candidates have to pay Rs. 40,000/-. However, there is appropriate service charge towards
the payment.
The procedure is as follows:
(a) On clicking the ‘e-Challan of Axis Bank’, a filled e-challan will be generated.
(b) Candidate should take the printout of the generated e-challan and deposit the
requisite amount in any branch of Axis Bank.
(c) Bank will retain its own copy and return back the remaining two copies to the
candidate.
(d) Candidate should submit the CSAB copy to RC official at the time of Reporting.

C) Payment of Initial Fee through NEFT (National Electronic
Fund Transfer)
Candidates have to pay Rs. 40,000/-. However, there is appropriate service charge
towards the payment.
The procedure is as follows:
(a) On clicking NEFT, a filled in NEFT form will be generated.
(b) Candidates should take a print out of the generated NEFT application and deposit
the same in any bank other than Axis Bank.
(c) After executing the transaction the bank will provide the UTR (Unique Transaction
Reference) number.

(d) The candidates should submit the UTR No/ Reference number in case of online net
transfer of fund at the time of Reporting.
Candidates having netbanking access and fund transfer facility of any bank
including Axis Bank can transfer the fund online as follows:
(a) Keep the auto generated online NEFT form ready.
(b) The auto generated NEFT application contains all details like account number, IFS
code, name of the account, branch name, amount etc.
(c) Log in to the netbanking site of the bank.
(d) Choose Fund Transfer option.
(e) Add new beneficiary (Chairman, CSAB-2013) details as mentioned in the generated
NEFT form.
(f) Wait for the approval of the beneficiary.
(g) Once the beneficiary (Chairman, CSAB-2013) is added or registered in the
netbanking then proceed for fund transfer.
(h) Successful fund transfer will generate a reference number.
(f) Produce this reference number to CSAB-2013 at the time of reporting.
D) Through Netbanking
(a) The candidate will Login into CSAB website and fill the required details.
(b) Once the details are filled, the candidate will get the option of ‘Pay through Internet
Banking’.
(c) On selecting this payment option, the candidate has to select his/her bank from the
drop down menu. Then the candidate will be directed to the Internet Banking
website of respective Bank and the candidate has to login using the bank User Id and
Password issued by his/her Bank wherein the payment screen is displayed.
(d) At the payment screen, the candidate will confirm the payment details and will
complete the transaction using the bank User Id & Transaction Password issued to
him/her by his Bank.
(e) Thereafter, the candidate’s Account will be debited and online confirmation of the
same is sent to the web portal of CSAB for updation of the records at their end and a
transaction reference number is displayed for record of the candidate.
(f) Thereafter, the candidate will get directed to the web portal of CSAB and proceed
with completing other formalities.
(g) At any point till the candidate actually makes the payment, he has an option to return,
without making the payment. If the candidate’s account does not get debited for any
reason whatsoever a requisite message will be displayed to the candidate.
E) Through Demand Draft
If the initial fee payment is being made through Demand Draft (DD), during reporting time

at the Reporting Center after seat allocation, candidates shall bring single DD for Rs.
41,000/-, which includes a non-refundable amount of Rs.1000/- towards processing fee.
The Demand Draft should be drawn in favour of “Chairman, CSAB-2013”, payable at
Rourkela.
3.4.4 Issue of Provisional Admission Letter
Whenever a candidate gets a seat allocation in the first time, provisional admission letter will be
issued at the Reporting Center (RC) after completion of reporting formalities. This provisional
admission letter shall indicate the personal details of the candidate, details of the Institute and branch
to which the candidate has been provisionally admitted, and details of initial fee payment.
The candidate must check all the entries in this provisional admission letter, sign it and
preserve it for further reference.
All candidates, who have obtained provisional admission letter from the Reporting Center, shall
check on the CSAB website the status/up-gradation of their allocated seat after second round of
allocation /upgradation as the case may be. They should take a printout of the letter indicating new
allocation as available on the website. At the time of reporting to the Allocated Institute for
admission, candidates shall carry both, the original provisional letter issued by the Reporting
Center and a printout of the latest allocation letter from the CSAB website.
3.4.5 Registration and Choice Filling Process for Candidates
Eligible for both Engineering and Architecture Streams
 There will be combined choice filling for Engineering and Architecture. A candidate who is
eligible for both Engineering and Architecture streams will be allocated only one seat (the higher
choice) from his choice list. Therefore, such candidates are advised to carefully fill their choices
during choice filling. A candidate may get a seat of higher preference of choices in the second
round of allocation, and there may be further upgradation.
 Candidates eligible for seat allocation in both streams (Engineering and Architecture) have to
register once, and also pay the initial fee once. They have to fill up a single choice list in order of
preference covering both Engineering and Architecture streams. They must lock their choices by
05 PM of July 08, 2013. If candidates fail to explicitly lock their choices, their last saved choices
will be automatically locked after this deadline. Candidates are therefore strongly advised to lock
their choices themselves.
 Candidates shall be offered only one seat based on their choice and their JEE (Main) All India Rank
(AIR) in Paper-I or Paper-II as applicable. JEE (Main) AIR in Paper-I and Paper-II shall be
considered for seat allocation in Engineering and Architecture/Planning respectively. Allocation of
seat will be done in order of preference of choices filled in by the candidates and availability of
seats. A candidate may get a seat of higher preference of choices in the second round of allocation,
and there may be further upgradation.

3.5 Reporting to the Allocated Institute
After the Spot Round and Extra Spot Round seat allocation candidates shall report to the Allocated
Institutes for admission during 22 – 26, July, 2013.
However, candidates are advised to go through the websites of the corresponding Institutes to know
the reporting dates for admission in the Allocated Institutes. Generally, the reporting time at all the Allocated
Institutes is 9.00 AM to 5.00 PM. The reporting procedure at the Allocated Institute is given in the following
sections:
3.5.1 Document Verification

3.5.2 Payment of Admission Fee
Candidates who have already taken the provisional admission and have paid the initial fee at the
Reporting Center shall pay the remaining amount of the admission fee if any (as applicable to OP/BC-
NCL/SC/ST candidates as the case may be) at the Allocated Institute. Admission fee should be paid by
cheque/cash/DD/any other modes, as per the rules of the Allocated Institute. The cheques or DDs in
these cases SHALL NOT be drawn in favour of Chairman CSAB-2013.
4. SEAT ALLOCATION ROUNDS
4.1 First Round of Seat Allocation (July 09, 2013)
The branch and institute choices saved/locked by the candidates between July 01 and 08, 2013 will be
processed centrally and the results will be available on the website www.csab.in on July 09, 2013. No
individual allocation letters will be sent to candidates who get a seat allocation.
Candidates who get a seat allocation shall personally report to any one of the Reporting Centers listed
in Section 10, for taking provisional admission during July 09 - 12, 2013. The candidates who are
allocated seats and do not report within the stipulated period to the Reporting Center their allocation
will be cancelled and they will not be considered for subsequent rounds.
The seats thus falling vacant (hereinafter called 'vacant seats') will be considered for allocation in the
second round of allocation.
A candidate needs to report to any of the Reporting Centers for provisional admission. The reporting
procedure at the Reporting Center is given in Section 3.4.
4.2 Second Round of Seat Allocation (July 13, 2013)
The second round of seat allocation will be made against vacant seats available after the first round of
allocation and reporting.
Eligible candidates for allocation against vacant seats fall into one of the following three groups:
Group–(a): Registered candidates who were not allocated any seat in the first round of seat
allocation.
Group–(b): Registered candidates whose first round of allocated seats were cancelled at RCs due
to change of Gender/Category/PwD Status/State of Eligibility and are still eligible.
Group–(c): Candidates who have been allocated a seat in the first round are eligible for
upgradation.
Who is not eligible for Second Round of seat allocation?
(a) Not reported at RC after seat allocation in first round
(b) Reported and withdrawn at RC.
(c) Became non-eligible (on the basis of category cut off mark) due to change of
Category/PwD status.
The choices that were submitted by these candidates (belonging to any of the above groups) will be

processed centrally and the results will be available on the website www.csab.in on July 13, 2013.
Candidates who get a seat allocation shall personally report to any one of the Reporting Centers listed
in Section 10, for taking provisional admission during July 13 - 16, 2013. The allocation of seats to
candidates who do not report within the stipulated period to the Reporting Center will be cancelled
and they will not be considered for subsequent rounds.
Candidates of Group-(c) may get a seat of higher preferred choice or their previously allocated seat
may remain unchanged.
4.3 Cancellation of Seat Allocation due to Non-Reporting
A) Candidates not reporting during July 09 – 12, 2013 against first round allocation will forfeit
their seat allocation automatically and they will not be considered for subsequent rounds.
B) Fresh allottees of Second Round not reporting during July 13 – 16, 2013 will forfeit their seat
allocation automatically and they will not be considered for Spot Round and Extra Spot Round.
4.4 Seat Upgradation (July 17, 2013)
After the two rounds of seat allocation, upgradation amongst candidates will be conducted, on July 17,
2013. The upgradation is based on the choices filled in by candidates during July 01 – 08, 2013. After this
upgradation, vacancies will be displayed on July17, 2013 in CSAB website.
5. SPOT ROUND and EXTRA SPOT ROUND
The spot round and extra spot round consist of vacant seats available in GFTIs (Government Funded
Technical Institutes) after upgradation along with all the seats offered by SFTIs (Self-Financed Technical
Institutes). The following candidates are eligible for Spot Round and Extra Spot Round:
i) Eligible candidates who did not register during July 01 – 08, 2013.
ii) Eligible candidates who have registered but not allocated a seat in the First or Second Round
iii) Candidates whose seats were cancelled at RCs due to change of Gender/Category/PwD
Status/State of Eligibility and are still eligible.
Spot Round and Extra Spot Round will be held as described below:
(a) Spot Round: This round is applicable to GFTIs and SFTIs. The collected fee is non-refundable if
seat is allocated to a candidate. The collected fee will be sent to the allocated Institute by CSAB
even if the candidate does not take admission there. In case there is no seat allocation, the
collected fee will be refunded to the candidate by CSAB.
(b) Extra Spot Round: This round is applicable to SFTIs only. The collected fee will be refunded to
the candidates whether there is seat allocation or no seat allocation to the candidates. The
candidates, who are allocated seats, have to pay the required fee at the admitting Institutes as per
their rules and norms. Choice filling for both Spot Round (non-refundable) and Extra Spot Round
(refundable) will be done by the candidiates in one sitting only, i.e., before the Spot Round is
started.

5.1 Spot Round and Extra Spot Round of Seat
Allocation Process (July 17 - 20, 2013)
Intending candidates should follow the steps 5.1.1 to 5.1.5:
5.1.1 Registration for Spot Round and Extra Spot Round
Candidates who had registered during July 01-05, 2013 are not required to register again. But the
eligible candidates who have not registered are required to register online from places convenient to
them or in any Help centre. However, the candidates have to fill in new choices for Spot Round or Extra
Spot Round or for both. Candidates are not permitted to fill in identical choices (same branch and same
institute) in both Spot Round and Extra Spot Round.
Interested candidates should register, fill in and save choices and make the payment online from
places convenient to them or from Help Centres (only in case of Demand Draft payment) during July 17-
20, 2013. However, for document verification and locking of choices, they need to report to any of the
Reporting Centres.
5.1.2 Choice Filling Process for Spot Round and Extra Spot
Round
Choice filling will be done as follows:
(a) Spot Round (Applicable to both GFTIs and SFTIs)
In the Spot Round fee deposited by the candidate will not be refunded to the candidates, if they
are allocated seats. Their fee will be directly sent to the allocated institutes by CSAB. Since there is no
refund of fee in the event of an allocation, the candidates are strongly advised to know about the
Institutes in all aspects before choosing them. Neither CSAB nor C-DAC is responsible for any type of
difficulties faced by the candidates at the allocated Institutes after admission. Candidates will be
refunded their paid fee if they are not allocated any seat.
(b) Extra Spot Round (Applicable to SFTIs only)
In the Extra Spot Round, fee deposited by the candidates will be refunded to them without
deduction by CSAB irrespective of whether they are allocated seats or not allocated seats. Hence
candidates are advised to give as many choices of their interests. However, candidates need to pay the
full fee at the admitting Institute.
(c) Candidates will not be able to give identical choice (same branch and same institute) in both
modes.
5.1.3 Document Verification
After registration and choice filling candidates must visit the nearest Reporting Center to get
their documents verified as specified in Section 3.4.1.

5.1.4 Locking of Saved Choices
Candidates need to report to any of the RCs after saving the choices for document verification.
The initial fee can be paid online in advance or in DD mode at the Reporting Centre. The choices can
only be locked by the RC officials after the above steps are successfully completed.
In the event of any change of category during document verification, the candidates may modify
the saved choices for which they have to go to Help Centre/Reporting Centre. Locking will not be
possible after 05:00 PM of July 20, 2013.
5.1.5 Fee Payment
Candidates shall pay an initial fee of Rs.40,000/-(Rupees Forty Thousand only). The fee can be
paid in advance through any one of following modes: (i) Online payment using Debit/Credit card,
(ii) NEFT (iii) e-challan and (iv) Netbanking. The fee may also be paid through Demand Draft in such
cases; the same shall be produced at the time of reporting.
If the payment is through Demand Draft the candidates have to pay Rs.41,000/- which
includes an extra non-refundable processing fee amount of Rs.1000/-.

1. The above steps 5.1.1-5.1.5 must be completed during July 17 - 20, 2013.
2. The result of the Spot Round and Extra Spot Round of allocation will be displayed on July
21, 2013.
3. In case of GFTIs and SFTIs, candidates allocated in Spot Round are deemed to be admitted to
the institute with the allocated branch subject to fulfilling the conditions laid out for admission by
the admitting institute. Candidates admitted in GFTIs and SFTIs will report to their
respective institutes.
There is no provision of getting the money back in Spot Round in case of allocation. Hence, the
candidates are strongly advised to fill up choices for those institutes where they want to pursue
their career. The excess dues if any will be adjusted in the second semester by the admitting
institute. However the deficit amount has to be paid by the candidate at the time of reporting to
the institutes.
4. In case of allocation in Extra Spot Round to SFTIs, the allocation is provisional. CSAB -2013
will not collect any fee from the candidate nor will pay any amount to the institute. The
institute will collect all applicable fees from the candidate in a fair and transparent
manner.

6. CANCELLATIONS and REFUNDS
Refunds will be made to the candidates under the following circumstances:
6.1 Candidates, who take provisional admission after First Round allocation by reporting at a Reporting
Center during July 09 – 12, 2013, willing to withdraw from the admission process, should go to the
same Reporting Centre during July 09 – 12, 2013 or during Second Round reporting i.e. between July
13 - 16, 2013 to complete the withdrawal process. Such candidates will get a refund of Rs. 39,000/-
(Thirty nine thousand) from CSAB in due course of time. Refund will be sent to the candidates either by
electronic transfer or by Demand Draft/Multi-city cheque.
6.2 Fresh allottees of Second Round, who take provisional admission by reporting at a Reporting Center
during July 13 – 16, 2013, willing to withdraw from the admission process, should go to the same
Reporting Centre during July 13 – 16, 2013 to complete the withdrawal process. Such candidates will
get a refund of Rs. 39,000/- (Thirty nine thousand) from CSAB in due course of time. Refund will be
sent to the candidates either by electronic transfer or by Demand Draft/Multi-city cheque.
Withdrawal process will not be available after 04 PM of July 16, 2013.
6.3 Candidates, who do not get a seat in the Spot Round and Extra Spot Round will get refund of

7. ELIGIBILITY REQUIREMENT
7.1 Academic Qualifications [Sections 2.9.2, 2.9.3 and 3.1, JEE
(Main)-2013, Information Bulletin]
The academic qualifications as prescribed in Information Bulletin and Application Form of JEE (MAIN)-
2013 are applicable for this allocation, extracts of which are reproduced below.
Only those candidates who have passed their Class 12th Exam or any other qualifying examination in
2011 or 2012; or those who are appearing in their Class 12th Exam or any other qualifying examination in
2013 are eligible to appear in JEE (Main) - 2013. Candidates who passed Class 12th/Qualifying examination
in 2010 or before as well as those who will appear in such examination in 2014 or later are not eligible to
appear in JEE (Main)-2013.Candidates who appeared in class 12th/other Qualifying Examinations in2010,
did not pass in 2010, but passed in 2011 are also not eligible to appearing JEE (Main) 2013. The number of
attempts which a candidate can avail at JEE (Main) shall be limited to 03 (three).

Candidates must have taken at least five subjects in class 12th/any other Qualifying examination in
order to be eligible for writing JEE (Main). In the year 2013 however, the candidates who have taken four
subjects are also permitted to write JEE 2013 as an exception.
Subject combinations required in the qualifying examination for admission toB.E./B.Tech. and B.
Arch./B. Planning Courses in NITs, IIITs, and other CFTIs shall be as under (Table 7(i)):

Only those candidates whose date of birth falls on or after October 01, 1988 are eligible. However, in
the case of Scheduled Caste (SC), Scheduled Tribe(ST) and Persons with Disabilities (PwD) candidates,
upper age limit is relaxed by 5 years, i.e. SC, ST and PwD candidates who were born on or after October 01,
1983 are eligible. Date of birth as recorded in the Secondary Education Board/University certificate will
only be considered.

7.4 List of Qualifying Examinations

i) The final examination of the 10+2 system, conducted by any recognized central/ state Board, such as
Central Board of Secondary Education, New Delhi; Council for the Indian School Certificate
Examinations, New Delhi; etc.
ii) Intermediate or two-year Pre-University examination conducted by a recognized Board/ University.

iii) Final examination of the two-year course of the Joint Services Wing of the National Defense Academy.
iv) H.S.C. vocational examination.
v) Senior Secondary School Examination conducted by the National Institute of Open Schooling with a
minimum of five subjects.
vi) A Diploma recognized by AICTE or a state board of technical education of at least 3 year duration.
vii) Any Public School/ Board/ University examination in India or in any foreign country recognized as
equivalent to the 10+2 system by the Association of Indian Universities (AIU).
7.5 State of Eligibility
[Appendix 5, JEE (Main)-2013, Information Bulletin]
i. State of eligibility means the State from where the candidate has passed Class 12th / Other
qualifying examination by virtue of which he/she becomes eligible to appear in the JEE (Main) for
admission to B.E/B.Tech and B.Arch/B. Planning Courses of the Institutes/ Colleges of the
States/UT.
ii. If a candidate has passed Class 12th/ Other qualifying examination from one state but appeared for
improvement from another state, his/her state of eligibility will be from where he/she has
originally passed Class 12th/ Other qualifying examination and not the state from where he/she
has appeared for improvement.
iii. Indian nationals passing the equivalent qualifying examination from an Institute abroad, the State
of Eligibility will be determined on the basis of permanent address in India as given in the Passport
of the candidate.
8. RESERVATION OF SEATS
[Section 3.3, JEE (Main)-2013, Information Buletin]
As per Government of India rules candidates belonging to certain categories are admitted to seats
reserved for them based on relaxed criteria. These categories are:
I. Backward Classes (BC-NCL) if they belong to Non Creamy Layer(NCL)
II. Scheduled Castes (SC)
III. Scheduled Tribes (ST)
IV. Persons with Disability (PwD)
Benefit of reservation for admission to NITs/IIITs and CFTIs shall be given only to those
classes/castes/tribes which are in the respective central list published by the Govt of India. For admission
to State Engineering colleges who have opted for admission through JEE (Main)-2013, the reservation rules
of that state shall apply.
BC-NCL candidates will have to satisfy the cast and non-creamy layer requirements; the details are

8.1 Category Rules
There are four vertical categories, namely, Open (OP), Backward Class (BC-NCL), Scheduled Caste (SC)
and Scheduled Tribe (ST). In addition, there is only one horizontal reservation for Person with Disability
(PwD) candidates. If a candidate is found to possess an invalid certificate of category, s/he will be assigned a
new category as described in the table:

Note: (1) The Social Welfare Department of Government of Maharashtra will validate certificate for
BC-NCL, SC and ST category issued from Maharashtra State. It is therefore compulsory for
the candidates to submit validity certificate along with category certificate.
(2) The date of issue of BC-NCL (Non-Creamy Layer) certificate must be “on or after May 31, 2012”
for CSAB-2013 admission considering the parental income till March 31, 2012.
8.2 Change of Category to OP
If a candidate is not able to produce required category certificate (BC-NCL/SC/ST) or the certificate is
found invalid, his/her category will be changed to OP category. A candidate may become ineligible due to
change in category and current seat allocation is liable to be cancelled. However, if the candidate is found to
be eligible even after change of category, the candidate may be considered for subsequent allocation rounds,
if any, against the vacancies only.
8.3 Persons with Disability (PwD)
 For candidates coming under persons with disability category, a minimum of 40% disability is required
subject to the condition that the candidate is capable of carrying out activities related to theory and
practical work as applicable to B.E. /B. Tech. /B. Arch. Courses.
 Candidates belonging to Persons with Disability category (PwD - Note this, with category is also
mentioned as "OPPwD"/"BC-NCL-PwD"/"SCPwD"/"STPwD") shall bring the Persons with Disability
(PwD) Certificate in the proforma given in Annexure IV. This proforma shall be signed by three
members of Medical Authority duly constituted by the State or Central Government under
Persons with Disability (PwD) Act. One of the doctors in the Medical Authority shall be a
specialist in the particular field pertaining to the disability. The name, degree, and specialization of
all the doctors, date of issue shall be clearly visible in the certificate.
 The Medical Authority at Reporting Center or Allocated Institute will assess the Persons with
Disabilities (PwD) certificate. Medical Authority at Reporting Center/Participating institute will submit
its recommendations regarding the admissibility of the certificate. In case of any doubts regarding the
validity of the certificate, clarifications may be sought from the issuing authority.
 Candidates with disability are advised to take an informed decision about the branch/discipline they
would like to go for, in an institute. Before taking such a decision they are strongly advised to refer to
list of identified posts published by the Ministry of Social Justice & Empowerment, Government of India
vide No: 16-70/2004-DD III Dt. 18-1-2007.

  • 6. 1 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 FROM THE DESK OF CHAIRMAN, CSAB-2013 It gives me great pleasure to extend a warm note of greetings to all the successful candidates of JEE (Main) -2013 and invite all the eligible candidates to participate in the CSAB-2013seat allocation process. In previous years the admission process was conducted through CCB (Central Counseling Board), while this year CCB has been renamed as CSAB (Central Seat Allocation Board) for completing the seat allocation process. I am writing this to highlight the important changes in the admission procedure that have been made in this year’s seat allocation process as compared with that of the previous year. About 1.6million students have appeared for JEE (Main) this year and our endeavor has been to make the seat allocation and admission process as candidate friendly as possible so as to reduce the anxiety and inconvenience associated with the admissions. Online seat allocation process was started in the year 2009 and was further modified in the year 2010, 2011 and 2012. This year’s seat allocation process also would be online, with certain modifications compared to the 2012 process. It would involve two rounds of seat allocation instead of four rounds of seat allocation as compared to last year, followed by spot round and extra spot round allocation. Before the Spot Round there will be Upgradation among the candidates based on their choices. This modification has been introduced to minimize the gap between the date of completion of seat allocation process and the date of starting of classes. To facilitate seat allocation process, Reporting/Help Centres have been set up. There are different types of participating institutes, viz., NITs, IIITs, Central/State Government Funded Technical Institutes (GFTIs) and Self-Financed Technical Institutes (SFTIs) in which admissions are being done through CSAB. The list of participating institutes is given in the CSAB website along with links to individual institutes. Candidates are advised to do a due diligence regarding the participating institutes with regard to the courses offered, fee structure and other relevant facts, before filling choices of institutes and courses during seat allocation process. All candidates are advised to read the brochure carefully and understand the process clearly before undertaking registration and choice filling.   • 7. 2 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 IMPORTANT POINTS REGARDING SEAT ALLOCATION IN GFTIs/SFTIs THROUGH CSAB-2013  CBSE and CSAB are two different and independent boards. CBSE conducted JEE (Main) examination and publisheed the merit list. CSAB only uses the merit list published by CBSE for seat allocation purposes. CSAB is not responsible for any error either in marks or in merit ranks of JEE (Main) -2013.  Both Government and Private Institutes will participate in seat allocation through CSAB. Government Technical Institutes (GFTIs) are National Institutes of Technology (NITs), Indian Institute of Information Technology (IIIT and IITDM), Centrally Funded Technical Institutes (CFTIs) and State Funded Technical Institutes. Private Institutes are called Self Financed Technical Institutes (SFTIs).  Seats in CSAB will be allocated on the basis of JEE (Main) All India Ranks of the candidates provided by CBSE. No other rank will be used for seat allocation.  In NITs, 50% of the seats will be from Home State (HS) Quota and the remaining 50% from Others State (OS) Quota, i.e., all Other States and UTs except the Home State. Other states exclude home state. In CFTIs, IIITs and SFTIs the seats will allocated on basis of HS/OS/All India Quota as applicable.  The candidate should note that the Home State of a candidate (also called State of Eligibility) is defined as the State from which the candidate has passed 12th standard (or equivalent) examination AND not on the basis of nativity (Ref: MHRD Office Memorandum No. F. 20-I/2003-TS-III/June 18, 2003). For example, the Home State of a native of Lakshadweep will be Lakshadweep only if he has passed 12th standard from Lakshadweep. However, if he has passed 12th standard from Kerala, his Home State will be Kerala.  As per the decision of the Apex Body (Joint Admission Board) of IIT admission, this year the following restrictions will be applicable in seat allocation of CSAB: 1. If a candidate rejects a seat allocation in CSAB, s/he will not be eligible for any further rounds in CSAB including Spot Round and Extra Spot Round. 2. If a candidate at any stage withdraws form CSAB after being provisionally admitted to an Institute, s/he will not be considered for any future rounds of CSAB seat allocation including Spot Round and Extra Spot Round.  Personal Data along with bank details will be required at the time of online registration in CSAB website. Since CSAB will refund initial deposit (if applicable) to candidate through NEFT mode, all candidates need to provide correct bank details (Account no, IFSC Code, Bank Name and Branch) at the time of registration. Candidates are advised to fill these details carefully ensuring no errors.  Unlike previous years, there will be combined choice filling for Engineering and Architecture to avoid vacant seats at the end of seat allocation. A candidate who is eligible for both Engineering and Architecture streams will be allocated only one seat (the highest

Therefore, candidates are advised to carefully fill their choices during choice filling (for details please see Section 3.4.4).  Like CCB-2012, there will be a “Spot Round” for admission after the two regular rounds of seat allocations are over and “Global Upgradation” is implemented. The primary difference between “Regular Rounds” and “Spot Round” is that in the latter a candidate pays the fees in advance and thereby agrees to accept the seat if allocated to him. There is no provision of “Money Back” if the candidate chooses not to accept the seat. CANDIDATES ARE ADVISED TO CAREFULLY CHOOSE THEIR INSTITUTES AND BRANCHES, FOR THERE IS NO PROVISION OF MONEY BACK IF ONE CHOOSES NOT TO JOIN THE ALLOCATED INSTITUTE. BEFORE CLICKING YOUR CHOICE, MAKE SURE THAT YOU KNOW ENOUGH ABOUT ALL THE INSTITUTES AND THE BRANCHES YOU ARE CHOOSING.  As an extra facility to the candidates, particularly for those who are not aware of the Institutes they are including in their choice list, an “EXTRA SPOT ROUND” has been introduced in 2013 seat allocation. This round will be conducted only for (i) Self Financed Technical Institutes (SFTIs), (ii) those candidates who did not get a seat in the Spot Round and only for seats left vacant after the Spot Round (non-refundable) is over. In case of candidates allocated a seat in the “Extra Spot Round”, fees paid to CSAB-2013 will be refunded to the candidates. If the candidate chooses to accept the allocated seat, he pays the full fee to the allocated Institute.  In case of Union Territories without any NIT (Andaman and Nicobar Islands, Lakshadweep and Kandvi, Daman and Diu, and Dadra and Nagar Haveli), the full Home State quota is made available at nearest NIT, i.e., NITs at Durgapur, Calicut, Surat and Surat respectively. These seats are supernumerary over and above the Home State quota of the respective NITs. Candidates of these four Union Territories are also eligible in seats of NITs other than their “Home State” under “Other State” quota. [Note: in previous years part of this allocation was made after the normal selection process was completed. This year, the seats have been provided at the beginning for ensuring welfare of the students.]  The seat matrices of all the Institutes are provided by the respective Institutes taking into consideration reservation policies applicable to them. CSAB-2013 is not responsible for the contents.  In Spot Round both Government Institutes (NITs, CFTIs and IIITs) and Private Institutes (SFTIs) will participate and in Extra Spot Round only Private Institutes (SFTIs) will participate (please see Section 5 for details).  In Spot Round the collected fee is non-refundable if seat is allocated to a candidate. The collected fee will be sent to the allocated Institute by CSAB even if the candidate does not take admission there. Of course, the collected fee will be refunded to the candidate by CSAB in case there is no seat allocation.

The spot round and extra spot round consists of vacant seats available in Government Funded Technical Institutes (NITs, IIITs and CFTIs) and seats of Self-Financed Technical Institutes (SFTIs). All SFTIs are Private Institutes. The following candidates are eligible for Spot Round and Extra Spot Round: i) Eligible candidates who did not register during July 01 – 08, 2013. ii) Eligible candidates who have registered but not allocated a seat in the First or Second Round iii) Candidates whose seats were cancelled at RCs due to change of Gender/Category/PwD Status/State of Eligibility and are still eligible July 17- 20, 2013 (WED – SAT)  Candidates have to register, fill in the choices, save the choices and make the payment. INTRODUCTION The Ministry of Human Resource Development, Government of India took a policy decision in 2002 to conduct an All India Engineering Entrance Examination (AIEEE) annually, doing away with many of the large number of entrance examinations that were being conducted till then by various institutes in the country for admission to undergraduate degree programmes in the disciplines of Engineering/Technology and Architecture/ Planning. This initiative has been widely accepted and appreciated. A Central Counseling Board (CCB) constituted by the Govt. of India coordinated admissions to UG degree programmes in engineering, technology and architecture in respect of selected institutes till 2012. This year, Central Counseling Board (CCB) has been renamed as Central Seat Allocation Board (CSAB) and the same has been constituted with Director, National Institute of Technology Rourkela, as its Chairman. The Office Memorandum of Ministry of HRD, Govt. of India is placed at Annexure V of this brochure. 30 NITs, 6 IIITs/IIITM/IIITDM, 13 Central/State Government funded Institutes and Self Financed Technical Institutes (SFTIs) will admit candidates on the basis of their rank in JEE (Main)-2013 Common Merit List (CML) to the first year of Engineering/Technology and Architecture/Planning programmes through a centralized seat allocation procedure, for the academic session 2013-14. Important features of the admission procedure, fee refund rules, admission schedule, list of Reporting/Help Centers, list of Participating Institutes with total number of seats, fee structure and contact addresses, seat distribution in the Institutes etc., are given in this brochure. Candidates are advised to read this brochure carefully and visit csab website www.csab.in regularly for updates and for details regarding the entire online admission process. The entire seat allocation process comprises of four steps: Step 1.Online registration: In this process, candidates eligible for central seat allocation should register themselves for online seat allocation in the CSAB website during July 01-05, 2013 from places convenient to them. Spot Round and Extra Spot Round registrations can only be done during July 17- 20, 2013. Step 2. Online choice filling and locking of choices: After registration during July 01-05, 2013, candidates will be able to exercise their choices of branch and institute on the CSAB website using Internet during July 01-08, 2013 from places convenient to them. Candidates can lock their choices during July 06-08, 2013 and must lock the choices latest by 05:00 PM of July 08, 2013 from any place of convenience. The order of the choices is important and the seats will be allocated to the candidates in the order of the choices only. Step 3. Declaration of Seat Allocation and Document verification: Candidates will be offered seats based on their choices in the order of merit (JEE (Main)-2013 All India Rank) over two rounds of allocation. Candidates who are allocated a seat will report to any one of the ‘Reporting Centers' during the time frames specified, get the documents verified and pay the initial fee to mark their acceptance of the offer of seat. They will also be issued a provisional admission letter. Step 4. Getting Admitted to Allocated Institute: Candidates are required to be physically present at the Institute where the candidate is getting admitted (herein after called 'Allocated Institute') after verification of all original documents as per the procedure of the allocated institute. For most of the candidates the entire admission process is over at this stage.
  • 16. 11 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 Spot Seat Allocation: For the seats left vacant after the first two rounds of seat allocation process, there shall be spot round and extra spot round during July 17-20, 2013, where intending candidates are required to register (registration not required for those candidates who have already registered during July 01–05, 2013, i.e. in Step 1), fill in fresh choices, pay fees and then lock choices (at RCs only). For details please see Section 5. In case of any dispute arising out of the seat allocation process at any stage up to the final allocation of Institute and/or branch, the decision of Chairman, CSAB-2013 shall be final. The jurisdiction for legal disputes, if any, will be limited to the High Court of Odisha at Cuttack, only. For smooth functioning of admission procedure resulting into maximum number of candidates getting admission to the course and institute of their choice and minimizing the number of vacant seats, Chairman CSAB appeals to the candidates to carefully follow the admission procedure given in this brochure. 2. IMPORTANT NOTES FOR CANDIDATES This section provides only a broad overview of the stages involved in the seat allocation process. The entire seat allocation process consists of two rounds followed by a spot round and extra spot round. The two normal rounds of seat allocation will cater for admissions to all Institutes except SFTIs who will be considered for Spot Round and Extra Spot Round only. For full details, please read the subsequent sections.  Candidates must read carefully all terms and conditions before registration and must abide by the rules framed.  Candidates should not disclose the password with to anybody. They must understand that they are solely responsible for safe guarding their passwords and neither CSAB nor C-DAC is responsible for misuse of their passwords.  Candidates who give choices for Spot Round and are allocated a seat in the spot round will not be eligible for any refund of their initial fee.  Candidates should be aware of the fee structure of the institutes that they are interested to be in and that the Fee structure of GFTIs and SFTIs may be different.  Before giving choices, candidates should go through the websites of the corresponding institutes that they are interested to be in and be satisfied with the availability of infrastructures and all other facilities for their programme of studies. CSAB is not responsible for providing any such information.  If the information submitted by any candidate is found to be fraudulent, incorrect or untrue, the seat allocated (if any) is liable to be cancelled. Moreover, such candidates will no longer be considered eligible for admission and will also be liable for legal action. 2.1 Online Registration (July 01-05, 2013)  All eligible candidates must register online during July 01-05, 2013 on the CSAB website www.csab.in latest by 05:00 PM of July 05, 2013.  All candidates must verify their personal information during online registration.  Candidates must provide their mobile numbers and bank account details for registration purpose. This information shall be used for refund (if any) as well as for emergent communication if any. Candidates are advised to be careful in filling this information as the CSAB will not be responsible for any situation arising out of wrong information given by the candidates.
  • 17. 12 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 2.2 Online Choice Filling and Locking of Choices  On line choice filling can be done during July 01-08, 2013 on or before 05:00 PM of July 08, 2013.  During the period of choice filling, the candidates are free to change, reorder, delete and add their choices of branches/institutes as per their preference. The modifications will not be possible once the choces are locked.  All the candidates must lock their choices during July 06-08, 2013 on or before 05:00 PM of July 08, 2013.  Candidates will not be able to unlock their choices once they have locked it.  If candidates fail to explicitly lock their choices by 05.00 PM of July 08, 2013, their last saved choices will be automatically locked after this deadline.  Candidates may take printout of their locked choices for their own reference.  The choices made by the candidate are not changeable after locking and shall be used for the seat allocation for both first and second round.  Registered candidates who did not fill any choices or failed to save them cannot be considered for seat allocation and admission. However, they may participate for the spot round and extra spot round seat allocation, if they give choices for these rounds, during July 17-20, 2013.  Some of the Institutes and branches have additional restrictions on qualifications, age, gender and categories. These restrictions are given in Section 7.3. Candidates are advised to carefully go through Section 7.3 before filling their choices in order to ensure that they satisfy all the additional criteria for these branches/institutes. CSAB will not be responsible for any errors/misjudgments on the part of the candidates. 2.3 Seat Allocation and Document Verification  The First Round of seat allocation will be displayed on July 09, 2013 in the website www.csab.in Individual allocation letters will NOT be sent to the candidates.  The seat allocation results of CSAB shall be displayed jointly with the seat allocation results of Institutes offering admission through JEE (Advanced).  The candidates who are not offered any seat either in JEE (Advanced) Institutes or in CSAB Institutes shall be considered for subsequent seat allocation rounds of JEE CSAB 2013.  All the candidates who get an allocation through CSAB will report in person to any one of the Reporting Centers as per the time schedule, failing which their seat allocation shall stand cancelled and they will not be considered for subsequent rounds.  Candidates will produce all the relevant certificates in original and photocopies of documents for verification, when they report to the Reporting Center.  Proof of payment of initial fee of Rs. 40,000/- is to be produced at the time of reporting. The fee can be paid in advance through any one of following modes: (i) Online payment using Debit/Credit card, (ii) NEFT (iii) e-challan, (iv) Net Banking. The fee may also be paid through Demand Draft and in such cases the same shall be produced at the time of reporting. If the payment is through Demand Draft the candidates have to pay Rs.41,000/- which

The demand draft should be drawn in favor of “Chairman, CSAB-2013”, payable at Rourkela.  Candidates who will be offered seat in the first round will automatically be considered for upgradation in their choice list in second round of seat allocation if they accept the seat offered in the first round. Such candidates, if they are allocated other seats against their higher preference choices during second round will forfeit their claim on seats allocated to them in first round,  A provisional admission letter will be issued to the candidates at the Reporting Center after the fees are paid, and all certificates/credentials are found in order.  The Second Round of allocation will be displayed on July 13, 2013.  Candidates at any stage before July 16, 2013 can approach the Reporting Center, where they had reported (on the reporting dates only), to withdraw from the CSAB-2013 seat allocation process and also to initiate the process of refund of initial fee (admissible amount) paid by them. Such candidates will not be considered for subsequent rounds.  Candidates who are offered seat in the first round or in the second round and the candidates, whose seat allocation was upgraded after the end of the first round, will be considered for upgradation if they have accepted the seat. Such candidates, if they are allocated other seats against their higher preference will forfeit their claim on the seat that was allocated to them prior to the upgradation.  After the first and second rounds of seat allocation, there will be spot round and extra spot round of seat allocation. Candidates eligible for these rounds may need to registrar online from places convenient to them or in any Help Centre. Candidates who had registered during July 01 – 08, 2013 are not required to register again. The candidate will be required to fill in new choices for both the Spot Round and the Extra Spot Round. Candidates are not permitted to fill in identical choices (same branch and same institute) in both Spot Round and Extra Spot Round. 2.4 Admission to Allocated Institute/Reporting at Reporting Center The logic for seat allocation for the next round for the candidates who have qualified both JEE (Advanced) and JEE (Main) is given in the following table. If a seat was allotted in that category, the seat stands withdrawn. When the admission is declined due to insufficient 12th marks or due to other academic ineligibility, the candidate will not be considered for the next round for the corresponding seat allocation. 2.5 Upgradation After each of the two rounds of seat allocation, 'upgradation' of seats for better choice if possible will be conducted. At the end of the first round, upgradation will be along with the allocation of new seats to the candidates and will be declaired along with the results of second round of allocation. At the end of second round, upgradation will be announced on July 17, 2013 and no seat allocation will take place. After this upgradation, vacancies will be displayed on July 17, 2013 on CSAB website. Upgradation will be carried out based on the choice filled in by candidates during July 01 – 08, 2013. The allocated candidates should check their upgraded status in CSAB website and if upgraded should take a printout of the upgraded status (necessary during reporting at the Admitting Institute) from any place of their convenience 2.6 The Spot Round and Extra Spot Round (July 17-20, 2013) The spot round and extra spot round of seat allocation will be for the vacant seats available in Government Funded Technical Institutes (NITs, IIITs and CFTIs) and all seats of Self Financed Technical Institutes (SFTIs) after the upgradation at the end of second round of seat allocation. The following candidates are eligible for Spot Round and Extra Spot Round: i) Qualified candidates who did not register during July 01 – 08, 2013. ii) Qualified candidates who have registered but not allocated a seat in the First or Second normal Round iii) Candidates whose allotted seats were cancelled at Reporting Centre due to change of Gender/Category/PwD Status/State of Eligibility and are still eligible after the appropriate changes. Candidates who have been allotted a seat by JEE (Advanced) and who have accepted the seat will not be eligible for the spot round. Candidates who have registered during July 01 – 05, 2013 are not required to register again. But the eligible candidates who have not registered are required to register online from places convenient to them or in any Help Centre. Interested candidates should register, fill in and save the choices, and make the payment online from places convenient to them or from Help Centres during July 17 - 20, 2013.   • 20. 15 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 REGISTRATION, CHOICE FILLING, AND FEE PAYMENT AT HOME OR IN INTERNET CAFÉ IN ADVANCE BEFORE GOING TO AN RC/HC. However, for document verification and locking of choices they need to report to any of the Reporting Center. The declared vacancies include seats available in NITs, IIITs and other Central/State Government Funded Technical Institutes (GFTIs) after upgradation along with all the seats offered by Self Financed Technical Institutes (SFTIs). For details on the procedure of Spot Round refer to Section 5.  After registration and choice filling candidates must visit the nearest Reporting Center to get their documents verified.  Proof of payment of initial fee of Rs. 40,000/- is to be produced at the time of reporting. The fee can be paid in advance through any one of following modes: (i) Online payment using Debit/Credit card, (ii) NEFT (iii) e-challan, (iv) Net Banking. The fee may also be paid through Demand Draft and in such cases the same shall be produced at the time of reporting. If the payment is through Demand Draft the candidates have to pay Rs.41,000/- which includes an extra non-refundable “ draft processing fee” amount of Rs.1000/-. The demand draft should be drawn in favor of “Chairman, CSAB-2013”, payable on any bank at Rourkela.  The seat allocation result of the Spot Round and Extra Spot Round will be displayed on July 21, 2013.  In case of GFTIs a candidate is deemed to be admitted if allocated a seat subject to fulfilling conditions laid out for admission by the admitting institute.  Candidates admitted in GFTIs will report to their respective Institutes for class immediately after allocation.  In case of SFTIs admission on allocation is provisional in the Spot Round, to be confirmed by the institute concerned after the balance dues are paid by the candidate.  In case of SFTIs admission on allocation is provisional in the Extra Spot Round, to be confirmed by the institute concerned after the required full dues are paid by the candidate. 3. SEAT ALLOCATION PROCEDURE The seat allocation process broadly involves the following FOUR stages: (i) Online registration (ii) Online choice filling and locking (iii) Online Seat Allocation and personally reporting to a Reporting Center (iv) Personally getting admitted in the Allocated Institute 3.1 Online Registration – First Round and Second Round (July 01- 05, 2013) Candidates who have qualified in JEE (Main)-2013 are eligible and are required to register online (www.csab.in) from places convenient to them. Arrangement of Reporting/Help Centers is being made at most of the Participating Institutes for guiding the candidates. Candidates may seek guidance at these centers during working hours (normally

The list of these centers is given in Section 11. The procedure to be followed is described here. 1. Access the website www.csab.in and click on “Registration”. 2. Register as a new candidate by clicking on “New candidate!! Register here “link. Read the instructions given on the screen and click on “Register”. 3. Register by entering the information [as indicated in the JEE (Main) Admit Card/Application or Resut] against the following fields: (a) Name (b) Roll number (c) Application number (d) All India Rank (e) Date of Birth Note:  The candidates qualified in the JEE (Main)-2013 should not wait for the score card sent by CBSE. They are advised to take the printout of the score card from JEE (Main)-2013 site and do the needful.  Candidates should ensure the above data be entered exactly as per JEE (Main) admit card. For name field, capital and lower case letters should be entered as printed in the Admit Card/Score Card. Corrections in the name, if any, cannot be entered at this stage.  Candidates are also required to additionaly enter the mailing address, bank details and phone numbers for contact and to speed up the refund process if any.  Candidates will be permitted to proceed with the registration process, only if the registration data entered by them matches the data as available with the JEE (Main)-2013 database of CBSE. The candidates will be required to select a password.  The password should be alphanumeric having exactly six characters. For example ‘Abc123’. Candidates are advised to choose strong password which is diffuclt for someone else to guess.  Candidates are advised to remember their password for all future logins. Candidates are also advised not to disclose or share their password with anybody. Neither CSAB nor CDAC will be responsible for any consequences resulting out of disclosure or sharing of password.  For subsequent logins, candidates will be able to login directly with their respective Roll Number as Login ID and the chosen password as Password.  Candidates must log out at the end of their session so that the choices saved cannot be tampered with or modified by unauthorized persons. For the sake of consistency, candidates are also advised NOT TO fill the choices simultaneously from two separate browser sessions on the same or different computers. The system will take the last one saved by the candidates and therefore choices edited on another window and saved prior to the last one will be lost.  If a candidate forgets his/her password, the additional information provided by the candidate at the time of registration will be used to issue a new password. Hence, it is mandatory for every candidate to enter the required additional information as indicated in the registration form at the time of registration. They may also approach their nearest help centre personally.  Candidates can change their passwords after login, if desired. 4. After login, the personal data of the candidates [as per the JEE (Main)-2013 data base] will be automatically displayed on the screen. Candidates must verify their personal data. Candidates will be allowed only once to correct the data, if required, in respect of category,
  • 22. 17 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 sub-category, date of birth, state of eligibility etc. in the following ways:  Category can be withdrawn from (SC/ST/BC-NCL) but cannot be added. Thus a candidate in a category (say BC-NCL) may be considered as a non-BC-NCL-CML candidate. Such a candidate will automatically loose the rank in the specified category and will be considered only for the CML rank if obtained.  Sub Category (PwD) can be withdrawn but not added. Thus a candidate may move from SCPwD to SC, STPwD to ST, BC-NCL-PwD to BC-NCL and OPPwD to OP, but not vice versa.  'State from which eligible' can be changed so as to be consistent with candidate’s documents and certificates. (see Section 7.5)  Change of gender is permitted if wrongly mentioned.  Candidates must indicate their address for correspondence, phone number, mobile number, email id etc. These contact details should be entered correctly. CSAB may need them for urgent communication with the candidate. CSAB will not take any responsibility for the incorrect information provided by the candidate in case of the communication not recived or the refunds (if any) sent to wrong accounts. 5. Changes in the following fields are not permissible under any circumstances i. Candidate’s name ii. Mother’s name iii. Father’s name iv. Roll number v. Various ranks Note: 1. Candidates may take a printout (hard copy) of the registration form containing the above personal data. 2. It is solely the responsibility of the candidates to verify that their personal data, including category, subcategory, state of eligibility, gender etc. are consistent with documentary evidence. Change of category and sub category may result in change of status of the eligibility of a candidate as declared at the time of the JEE (Main) results. CSAB/CDAC is not responsible for any omissions in the details and its consequences thereafter. 3. If the personal data submitted/entered by a candidate is found to be wrong at the time of verification of certificates either during reporting or at any later stage, the allocation of seat/provisional admission is liable to be cancelled. 4. Once these personal data are verified and submitted, candidates will not be allowed to change them under any circumstances. 3.2 Online Choice Filling and Locking (July01- 08, 2013) At this stage, all the registered candidates are required to exercise their choices of branches and institutes in order of their preference. The procedure is detailed here. 1. The procedure for exercising choices and seeking pertinent information is guided through appropriate messages and tabs on the computer screen. 2. As per the eligibility of the candidate, available seat information relating to Institutes, disciplines (Engineering/Technology/Architecture/Planning), branches (e.g., Electronics Engineering, Computer Science, etc.) will be displayed. 3. Candidates can fill in as many numbers of choices in the order of preference from the list of available seats.

Candidates are permitted, if they so desire, to change or re-order their choices, delete earlier choices and add new choices any number of times until they lock their final choices. Choices should be positively locked before 5.00 PM of July 08, 2013. Candidates MUST lock their choices only after they have finalized them but, in any case, before 05:00 PM of July 08, 2013. The locking of choices involves a few steps after the LOCK button is clicked. This includes confirming the locking, etc. Candidate should follow all the steps carefully to complete the locking procedure. After the choices are locked, candidates will not be able to change their choices any further. A printable version of the choices along with the terms and conditions agreed by the candidate at the time of registration is displayed once the choices are locked. Candidates must take a printout (hard copy) of the locked choices, (which also contains terms and conditions) sign it and produce it at the time of reporting to the Reporting Center. If candidates fail to lock their choices themselves by 5.00 PM of July 08, 2013, their last saved choices will be automatically locked after this deadline. Candidates are therefore strongly advised to lock their choices themselves and secure a printout of these locked choices. Registered candidates who do not exercise any choices or fail to save them will not be considered for seat allocation. Candidates can login again after locking the choices; the locked choices will be displayed but cannot now be modified or altered. Note: ‘SAVING ’a choice is NOT the same as 'LOCKING' a choice. A choice that is only saved but not locked, can be retrieved later on and modified. The modified choice has to be saved again. The old choice exercised earlier is lost. But a choice that is locked cannot be modified and saved afresh. 3.3 Online Seat Allocation During this step, the choices submitted by the candidates will be processed centrally using an allocation software developed by Centre for Development of Advanced computing (CDAC) and seats will be allocated in the order of merit as per JEE (Main) AIR on the basis of the locked choices. The allocation result will be available on the CSAB website: www.csab.in. Individual allocation letters will not be sent to the candidates. However, candidates may take a printout of the allocation details from CSAB website. Candidates who are allocated seats will have to personally report to any one of the Reporting Centers (Refer Section 2.3 for details). For seat allocation procedure please see Section 2.4. 3.3.1 Allocation Policy for Home State (HS)Quota, Other States (OS) Quota and All India (AI) Quota. (A) For NITs [Home State (HS), Other States (OS)] Fifty percent of the seats of NITs are reserved for Home State and remaining fifty percent seats of NITs are reserved for Other States (Home State Candidates are not eligible for Other State Quota). Allocation of seat will be made based on the candidate’s JEE (Main) AIR and his/her choices. A candidate belonging to a reserved category will be first considered for Open seats in terms of merit. If s/he does not get a seat under Open category, then s/he will be considered for the seats reserved for the category to which s/he belongs. A candidate who is offered a seat under SC/ ST/ BC-NCL category and/or PwD sub-category shall be considered for allocation in OP category in subsequent rounds subject to eligibility and availability of vacant seats. However, the other state quota seats in an Institute shall be available only to candidates from other states, home state candidates being forbidden from these seats. This process is repeated till an allocation is made or the choices are exhausted.
  • 24. 19 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 (B) For all Participating Institutes except NITs [All India (AI) Quota] A candidate, based on JEE (Main) AIR and his/her choices, will be considered for allocation of seat under All India Quota. This process is repeated till an allocation is made or the choices are exhausted. 3.3.2 Withdrawal from Allocation Process and Consequences of Not Reporting to the Reporting Center A) Candidates not reporting during July 09 – July 12, 2013 against first round allocation will forfeit their seat allocation automatically and they will not be considered for subsequent rounds. B) Fresh allottees of Second Round not reporting during July 13 – July 16, 2013 will forfeit their seat allocation automatically and will not be allowed to participate in Spot Round and Extra Spot Round. C) Candidates those who have reported to the Reporting Centre during July 09 – July 12, 2013 and during July 13 – July 16, 2013 for provisional admission against First Round and Second Round allocation respectively and willing to withdraw from the admission process, need to report to the same Reporting Centre for online withdrawal; such candidates must withdraw during July 09 – July 16, 2013. Withdrawal will not be permitted after 04.00 PM of July 16, 2013. They will not be considered for seat allocation in the Spot Round and Extra Spot Round. Their fee will be refunded by CSAB in due course of time. 3.3.3 Cancellation due to non-fulfillment of Essential Requirements a. If candidates fail to satisfy the minimum educational qualifications prescribed (10 + 2 or equivalent), their allocation of the seat shall automatically stand cancelled and such candidates will not be considered for seat allocation in subsequent rounds, if any. b. If a candidate fails to produce appropriate valid category certificate(s) his/her allocation will stand cancelled if allocated out of that quota. However, in such cases if eligible, s/he may be considered for allocation in further rounds, as per their changed category. 3.4 Reporting to Reporting Center (RC) for Provisional Admission Candidates who get a seat allocation should report to any Reporting Center within the stipulated dates for taking the provisional admission. The reporting periods are July 09 – 12, 2013 against First Round allocation and July 13 – 16, 2013 against Second Round allocation. The reporting time at all Reporting Centers is 09.00 AM to 05.00 PM. The reporting procedure for provisional admission is as follows: 3.4.1 Document Verification Candidates shall carry the following documents at the time of reporting to the Reporting Center: 1. Printout of seat acceptance acknowledgement 2. Printout of terms and conditions taken from the CSAB website and duly signed by the candidate. 3. Originals for verification

Pass Certificate and Marks sheet of qualifying examination. (see Section 7.4 for the list of qualifying exams) v. Certificate of category (SC / ST/ BC-NCL) issued by the competent authority in the prescribed format (Annexure I-III) vi. Certificate for Persons with Disabilities (PwD), if applicable (Annexure – IV). vii. Passport, if the candidate has passed the qualifying examination from outside India; this is required for determining the 'State from which eligible'. viii. Proof of place of examination Center of the final examination from the National Open School for candidates having Senior Secondary Certificate; this is required for determining the 'State from which eligible'. 3. Two sets of self-attested copies of all the documents listed above. The originals will be returned after verification and self-attested copies will be retained by the Reporting Center. 4. Two passport size photographs identical to the one pasted on the JEE (Main) 2013 application form. Note: If the original certificates are not in Hindi/English, duly certified Hindi/English version translation of such certificates will be required. 3.4.1.1 Verification of Credentials If the personal data viz. category, subcategory, state of eligibility and gender submitted by the candidates at the time of registration is found to be wrong at the time of verification of the original certificates at Reporting Centers, the allocation of their seats is liable to be cancelled. Candidates applying under Persons with Disabilities (PwD) category should read Section 8.3 of this brochure carefully. 3.4.1.2 Norms for Updating Candidate’s Personal Data After obtaining the relevant undertaking from the candidate, the personal data pertaining to category, sub-category, etc. will be updated wherever necessaryas defined in Section 3.1. Change of category, sub category may result in change of status of the eligibility of a candidate as declared at the time of the JEE (Main) results. Seat allocation is liable to be cancelled, if the candidate becomes ineligible for the currently allocated seat due to updated personal data. But, if the candidate is found to be eligible based on the updated personal data, the candidate may be considered for subsequent allocation rounds, if any, against the available vacancies only.
  • 26. 21 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 3.4.2 Payment of Fee Candidates should pay the required fee for First Round, Second Round and Spot Round and Extra Spot Round as described below. 3.4.2.1For First Round and Second Round Candidates shall pay an initial fee of Rs.40,000/- (Rupees Forty Thousand only). The fee can be paid in advance through any one of following modes: (i) Online payment using Debit/Credit card, (ii) NEFT (iii) e-challan and (iv) Netbanking. The fee may also be paid through Demand Draft; in such cases the same shall be produced at the time of reporting. If the payment is through Demand Draft, the candidates have to pay Rs. 41,000/- which includes an extra non-refundable processing fee amount of Rs. 1000/-. The demand draft should be drawn in favor of “Chairman, CSAB-2013”, payable at Rourkela. The procedure for payment is described in Section 3.4.3. This initial fee would be adjusted towards the total fee payable by the candidates at the Allocated Institutes. When a candidate checks his/her provisional seat allocation result there will be an option to pay the fee online. On clicking the link, mode of fee payment window will appear. Candidates can choose a mode of initial fee payment that is convenient to them. There are four modes of online fee payment namely, (i) Online payment using Debit/Credit card, (ii) e-challan, (iii) NEFT, (iv) Netbanking. Candidates can also pay initial fee through Demand Draft. 3.4.2.2 For Spot Round and Extra Spot Round Candidates shall pay an initial fee of Rs.40,000/-(Rupees Forty Thousand only). The fee can be paid in advance through any one of following modes: (i) Online payment using Debit/Credit card, (ii) NEFT (iii) e-challan and (iv) Netbanking. The fee may also be paid through Demand Draft in such cases; the same shall be produced at the time of reporting.   • 27. 22 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 On clicking the ‘Online Payment Using Debit/Credit Card’, following message will be displayed.  Candidate can make the online payment using Debit/Credit card through Axis Bank Payment Gateway services  Keep the details of Debit/Credit Card (VISA/Master/Maestro Card) ready.  Login to www.csab.in website, fill the requisite information like Roll number, Date of Birth, Stream etc.  There will be a link to “Make Payment Online”. On clicking the link, Payment Gateway screen will be displayed. Follow the instructions to make payment.  Make the payment through Debit/Credit Card and note down the payment receipt number, after successful payment of fee and take a printout of Payment receipt.  Take a printout of the receipt that is generated after successful payment transaction and produce it at the time of reporting at RC and submit a copy of it to RC. Note: Bank will charge service/processing charges and service tax as applicable on transactions made by Debit/Credit card.  B) Payment of Initial Fee through e-challan Candidates have to pay Rs. 40,000/-. However, there is appropriate service charge towards the payment. The procedure is as follows: (a) On clicking the ‘e-Challan of Axis Bank’, a filled e-challan will be generated. (b) Candidate should take the printout of the generated e-challan and deposit the requisite amount in any branch of Axis Bank. (c) Bank will retain its own copy and return back the remaining two copies to the candidate. (d) Candidate should submit the CSAB copy to RC official at the time of Reporting.  C) Payment of Initial Fee through NEFT (National Electronic Fund Transfer) Candidates have to pay Rs. 40,000/-. However, there is appropriate service charge towards the payment. The procedure is as follows: (a) On clicking NEFT, a filled in NEFT form will be generated. (b) Candidates should take a print out of the generated NEFT application and deposit the same in any bank other than Axis Bank. (c) After executing the transaction the bank will provide the UTR (Unique Transaction Reference) number.

Candidates having netbanking access and fund transfer facility of any bank including Axis Bank can transfer the fund online as follows: (a) Keep the auto generated online NEFT form ready. (b) The auto generated NEFT application contains all details like account number, IFS code, name of the account, branch name, amount etc. (c) Log in to the netbanking site of the bank. (d) Choose Fund Transfer option. (e) Add new beneficiary (Chairman, CSAB-2013) details as mentioned in the generated NEFT form. (f) Wait for the approval of the beneficiary. (g) Once the beneficiary (Chairman, CSAB-2013) is added or registered in the netbanking then proceed for fund transfer. (h) Successful fund transfer will generate a reference number. (f) Produce this reference number to CSAB-2013 at the time of reporting. D) Through Netbanking (a) The candidate will Login into CSAB website and fill the required details. (b) Once the details are filled, the candidate will get the option of ‘Pay through Internet Banking’. (c) On selecting this payment option, the candidate has to select his/her bank from the drop down menu. Then the candidate will be directed to the Internet Banking website of respective Bank and the candidate has to login using the bank User Id and Password issued by his/her Bank wherein the payment screen is displayed. (d) At the payment screen, the candidate will confirm the payment details and will complete the transaction using the bank User Id & Transaction Password issued to him/her by his Bank. (e) Thereafter, the candidate’s Account will be debited and online confirmation of the same is sent to the web portal of CSAB for updation of the records at their end and a transaction reference number is displayed for record of the candidate. (f) Thereafter, the candidate will get directed to the web portal of CSAB and proceed with completing other formalities. (g) At any point till the candidate actually makes the payment, he has an option to return, without making the payment. If the candidate’s account does not get debited for any reason whatsoever a requisite message will be displayed to the candidate. E) Through Demand Draft If the initial fee payment is being made through Demand Draft (DD), during reporting time

The Demand Draft should be drawn in favour of “Chairman, CSAB-2013”, payable at Rourkela. 3.4.4 Issue of Provisional Admission Letter Whenever a candidate gets a seat allocation in the first time, provisional admission letter will be issued at the Reporting Center (RC) after completion of reporting formalities. This provisional admission letter shall indicate the personal details of the candidate, details of the Institute and branch to which the candidate has been provisionally admitted, and details of initial fee payment. The candidate must check all the entries in this provisional admission letter, sign it and preserve it for further reference. All candidates, who have obtained provisional admission letter from the Reporting Center, shall check on the CSAB website the status/up-gradation of their allocated seat after second round of allocation /upgradation as the case may be. They should take a printout of the letter indicating new allocation as available on the website. At the time of reporting to the Allocated Institute for admission, candidates shall carry both, the original provisional letter issued by the Reporting Center and a printout of the latest allocation letter from the CSAB website. 3.4.5 Registration and Choice Filling Process for Candidates Eligible for both Engineering and Architecture Streams  There will be combined choice filling for Engineering and Architecture. A candidate who is eligible for both Engineering and Architecture streams will be allocated only one seat (the higher choice) from his choice list. Therefore, such candidates are advised to carefully fill their choices during choice filling. A candidate may get a seat of higher preference of choices in the second round of allocation, and there may be further upgradation.  Candidates eligible for seat allocation in both streams (Engineering and Architecture) have to register once, and also pay the initial fee once. They have to fill up a single choice list in order of preference covering both Engineering and Architecture streams. They must lock their choices by 05 PM of July 08, 2013. If candidates fail to explicitly lock their choices, their last saved choices will be automatically locked after this deadline. Candidates are therefore strongly advised to lock their choices themselves.  Candidates shall be offered only one seat based on their choice and their JEE (Main) All India Rank (AIR) in Paper-I or Paper-II as applicable. JEE (Main) AIR in Paper-I and Paper-II shall be considered for seat allocation in Engineering and Architecture/Planning respectively. Allocation of seat will be done in order of preference of choices filled in by the candidates and availability of seats. A candidate may get a seat of higher preference of choices in the second round of allocation, and there may be further upgradation.

However, candidates are advised to go through the websites of the corresponding Institutes to know the reporting dates for admission in the Allocated Institutes. Generally, the reporting time at all the Allocated Institutes is 9.00 AM to 5.00 PM. The reporting procedure at the Allocated Institute is given in the following sections: 3.5.1 Document Verification Candidates shall carry the following documents at the time of reporting to the Reporting Center: 1. Printout of seat acceptance acknowledgement 2. Printout of terms and conditions taken from the CSAB website and duly signed by the candidate. 3. Originals for verification i. Admit Card of JEE (Main)-2013. ii. Score Card of JEE (Main)-2013 issued by CBSE (downloaded score card is acceptable). iii. Class X (High School) Board Certificate as proof of date of birth. iv. Pass Certificate and Marks sheet of qualifying examination. (see Section 7.4 for the list of qualifying exams) v. Certificate of category (SC / ST/ BC-NCL) issued by the competent authority in the prescribed format (Annexure I-III) vi. Certificate for Persons with Disabilities (PwD), if applicable (Annexure – IV). vii. Passport, if the candidate has passed the qualifying examination from outside India; this is required for determining the 'State from which eligible'. viii.Proof of place of examination Center of the final examination from the National Open School for candidates having Senior Secondary Certificate; this is required for determining the 'State from which eligible'. 4. Two sets of self-attested copies of all the documents listed above. The originals will be returned after verification and self-attested copies will be retained by the Reporting Center. 5. Two passport size photographs identical to the one pasted on the JEE (Main) 2013 application form. Note: If the original certificates are not in Hindi/English, duly certified Hindi/English version translation of such certificates will be required. 3.5.1.1 Verification of Credentials If the personal data viz. category, subcategory, state of eligibility and gender submitted by the candidates at the time of registration is found to be wrong at the time of verification of the original certificates at Allocated Institutes, the allocation of their seats is liable to be cancelled. Candidates applying under Persons with disabilities (PwD) category should read Section 7.3 of this brochure carefully.
  • 31. 26 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 3.5.2 Payment of Admission Fee Candidates who have already taken the provisional admission and have paid the initial fee at the Reporting Center shall pay the remaining amount of the admission fee if any (as applicable to OP/BC- NCL/SC/ST candidates as the case may be) at the Allocated Institute. Admission fee should be paid by cheque/cash/DD/any other modes, as per the rules of the Allocated Institute. The cheques or DDs in these cases SHALL NOT be drawn in favour of Chairman CSAB-2013. 4. SEAT ALLOCATION ROUNDS 4.1 First Round of Seat Allocation (July 09, 2013) The branch and institute choices saved/locked by the candidates between July 01 and 08, 2013 will be processed centrally and the results will be available on the website www.csab.in on July 09, 2013. No individual allocation letters will be sent to candidates who get a seat allocation. Candidates who get a seat allocation shall personally report to any one of the Reporting Centers listed in Section 10, for taking provisional admission during July 09 - 12, 2013. The candidates who are allocated seats and do not report within the stipulated period to the Reporting Center their allocation will be cancelled and they will not be considered for subsequent rounds. The seats thus falling vacant (hereinafter called 'vacant seats') will be considered for allocation in the second round of allocation. A candidate needs to report to any of the Reporting Centers for provisional admission. The reporting procedure at the Reporting Center is given in Section 3.4. 4.2 Second Round of Seat Allocation (July 13, 2013) The second round of seat allocation will be made against vacant seats available after the first round of allocation and reporting. Eligible candidates for allocation against vacant seats fall into one of the following three groups: Group–(a): Registered candidates who were not allocated any seat in the first round of seat allocation. Group–(b): Registered candidates whose first round of allocated seats were cancelled at RCs due to change of Gender/Category/PwD Status/State of Eligibility and are still eligible. Group–(c): Candidates who have been allocated a seat in the first round are eligible for upgradation. Who is not eligible for Second Round of seat allocation? (a) Not reported at RC after seat allocation in first round (b) Reported and withdrawn at RC. (c) Became non-eligible (on the basis of category cut off mark) due to change of Category/PwD status. The choices that were submitted by these candidates (belonging to any of the above groups) will be

Candidates who get a seat allocation shall personally report to any one of the Reporting Centers listed in Section 10, for taking provisional admission during July 13 - 16, 2013. The allocation of seats to candidates who do not report within the stipulated period to the Reporting Center will be cancelled and they will not be considered for subsequent rounds. Candidates of Group-(c) may get a seat of higher preferred choice or their previously allocated seat may remain unchanged. 4.3 Cancellation of Seat Allocation due to Non-Reporting A) Candidates not reporting during July 09 – 12, 2013 against first round allocation will forfeit their seat allocation automatically and they will not be considered for subsequent rounds. B) Fresh allottees of Second Round not reporting during July 13 – 16, 2013 will forfeit their seat allocation automatically and they will not be considered for Spot Round and Extra Spot Round. 4.4 Seat Upgradation (July 17, 2013) After the two rounds of seat allocation, upgradation amongst candidates will be conducted, on July 17, 2013. The upgradation is based on the choices filled in by candidates during July 01 – 08, 2013. After this upgradation, vacancies will be displayed on July17, 2013 in CSAB website. 5. SPOT ROUND and EXTRA SPOT ROUND The spot round and extra spot round consist of vacant seats available in GFTIs (Government Funded Technical Institutes) after upgradation along with all the seats offered by SFTIs (Self-Financed Technical Institutes). The following candidates are eligible for Spot Round and Extra Spot Round: i) Eligible candidates who did not register during July 01 – 08, 2013. ii) Eligible candidates who have registered but not allocated a seat in the First or Second Round iii) Candidates whose seats were cancelled at RCs due to change of Gender/Category/PwD Status/State of Eligibility and are still eligible. Spot Round and Extra Spot Round will be held as described below: (a) Spot Round: This round is applicable to GFTIs and SFTIs. The collected fee is non-refundable if seat is allocated to a candidate. The collected fee will be sent to the allocated Institute by CSAB even if the candidate does not take admission there. In case there is no seat allocation, the collected fee will be refunded to the candidate by CSAB. (b) Extra Spot Round: This round is applicable to SFTIs only. The collected fee will be refunded to the candidates whether there is seat allocation or no seat allocation to the candidates. The candidates, who are allocated seats, have to pay the required fee at the admitting Institutes as per their rules and norms. Choice filling for both Spot Round (non-refundable) and Extra Spot Round (refundable) will be done by the candidiates in one sitting only, i.e., before the Spot Round is started.
  • 33. 28 CSAB 2013 Information Brochure Version I Documented and Uploaded at CSAB Head Quarters on June 30, 2013 5.1 Spot Round and Extra Spot Round of Seat Allocation Process (July 17 - 20, 2013) Intending candidates should follow the steps 5.1.1 to 5.1.5: 5.1.1 Registration for Spot Round and Extra Spot Round Candidates who had registered during July 01-05, 2013 are not required to register again. But the eligible candidates who have not registered are required to register online from places convenient to them or in any Help centre. However, the candidates have to fill in new choices for Spot Round or Extra Spot Round or for both. Candidates are not permitted to fill in identical choices (same branch and same institute) in both Spot Round and Extra Spot Round. Interested candidates should register, fill in and save choices and make the payment online from places convenient to them or from Help Centres (only in case of Demand Draft payment) during July 17- 20, 2013. However, for document verification and locking of choices, they need to report to any of the Reporting Centres. 5.1.2 Choice Filling Process for Spot Round and Extra Spot Round Choice filling will be done as follows: (a) Spot Round (Applicable to both GFTIs and SFTIs) In the Spot Round fee deposited by the candidate will not be refunded to the candidates, if they are allocated seats. Their fee will be directly sent to the allocated institutes by CSAB. Since there is no refund of fee in the event of an allocation, the candidates are strongly advised to know about the Institutes in all aspects before choosing them. Neither CSAB nor C-DAC is responsible for any type of difficulties faced by the candidates at the allocated Institutes after admission. Candidates will be refunded their paid fee if they are not allocated any seat. (b) Extra Spot Round (Applicable to SFTIs only) In the Extra Spot Round, fee deposited by the candidates will be refunded to them without deduction by CSAB irrespective of whether they are allocated seats or not allocated seats. Hence candidates are advised to give as many choices of their interests. However, candidates need to pay the full fee at the admitting Institute. (c) Candidates will not be able to give identical choice (same branch and same institute) in both modes. 5.1.3 Document Verification After registration and choice filling candidates must visit the nearest Reporting Center to get their documents verified as specified in Section 3.4.1.

The initial fee can be paid online in advance or in DD mode at the Reporting Centre. The choices can only be locked by the RC officials after the above steps are successfully completed. In the event of any change of category during document verification, the candidates may modify the saved choices for which they have to go to Help Centre/Reporting Centre. Locking will not be possible after 05:00 PM of July 20, 2013. 5.1.5 Fee Payment Candidates shall pay an initial fee of Rs.40,000/-(Rupees Forty Thousand only). The fee can be paid in advance through any one of following modes: (i) Online payment using Debit/Credit card, (ii) NEFT (iii) e-challan and (iv) Netbanking. The fee may also be paid through Demand Draft in such cases; the same shall be produced at the time of reporting. If the payment is through Demand Draft the candidates have to pay Rs.41,000/- which includes an extra non-refundable processing fee amount of Rs.1000/-. The demand draft should be drawn in favor of “Chairman, CSAB-2013”, payable at Rourkela. The procedure for payment is described in Section 3.4.3. This initial fee would be adjusted towards the total fee payable by the candidates at the Allocated Institutes. The result of the Spot Round and Extra Spot Round of allocation will be displayed on July 21, 2013. 3. In case of GFTIs and SFTIs, candidates allocated in Spot Round are deemed to be admitted to the institute with the allocated branch subject to fulfilling the conditions laid out for admission by the admitting institute. Candidates admitted in GFTIs and SFTIs will report to their respective institutes. There is no provision of getting the money back in Spot Round in case of allocation. Hence, the candidates are strongly advised to fill up choices for those institutes where they want to pursue their career. The excess dues if any will be adjusted in the second semester by the admitting institute. However the deficit amount has to be paid by the candidate at the time of reporting to the institutes. 4. In case of allocation in Extra Spot Round to SFTIs, the allocation is provisional. CSAB -2013 will not collect any fee from the candidate nor will pay any amount to the institute. The institute will collect all applicable fees from the candidate in a fair and transparent manner.

CANCELLATIONS and REFUNDS Refunds will be made to the candidates under the following circumstances: 6.1 Candidates, who take provisional admission after First Round allocation by reporting at a Reporting Center during July 09 – 12, 2013, willing to withdraw from the admission process, should go to the same Reporting Centre during July 09 – 12, 2013 or during Second Round reporting i.e. between July 13 - 16, 2013 to complete the withdrawal process. Such candidates will get a refund of Rs. 39,000/- (Thirty nine thousand) from CSAB in due course of time. Refund will be sent to the candidates either by electronic transfer or by Demand Draft/Multi-city cheque. 6.2 Fresh allottees of Second Round, who take provisional admission by reporting at a Reporting Center during July 13 – 16, 2013, willing to withdraw from the admission process, should go to the same Reporting Centre during July 13 – 16, 2013 to complete the withdrawal process. Such candidates will get a refund of Rs. 39,000/- (Thirty nine thousand) from CSAB in due course of time. Refund will be sent to the candidates either by electronic transfer or by Demand Draft/Multi-city cheque. Withdrawal process will not be available after 04 PM of July 16, 2013. 6.3 Candidates, who do not get a seat in the Spot Round and Extra Spot Round will get refund of Rs.39,000/- (Thirty nine thousand only) from CSAB. Refund will be sent to the candidates either by electronic transfer or by Demand Draft/Multi-city cheque. 6.4 Allocated candidates of Extra Spot Round will get refund of Rs.39,000/- (Thirty nine thousand only) from CSAB. Refund will be sent to the candidates either by electronic transfer or by Demand Draft/Multi-city cheque. Note: Cancellations and refund requests will be entertained only during the dates and time stipulated for reporting. 7. ELIGIBILITY REQUIREMENT 7.1 Academic Qualifications [Sections 2.9.2, 2.9.3 and 3.1, JEE (Main)-2013, Information Bulletin] The academic qualifications as prescribed in Information Bulletin and Application Form of JEE (MAIN)- 2013 are applicable for this allocation, extracts of which are reproduced below. Only those candidates who have passed their Class 12th Exam or any other qualifying examination in 2011 or 2012; or those who are appearing in their Class 12th Exam or any other qualifying examination in 2013 are eligible to appear in JEE (Main) - 2013. Candidates who passed Class 12th/Qualifying examination in 2010 or before as well as those who will appear in such examination in 2014 or later are not eligible to appear in JEE (Main)-2013.Candidates who appeared in class 12th/other Qualifying Examinations in2010, did not pass in 2010, but passed in 2011 are also not eligible to appearing JEE (Main) 2013. The number of attempts which a candidate can avail at JEE (Main) shall be limited to 03 (three).

State of eligibility means the State from where the candidate has passed Class 12th / Other qualifying examination by virtue of which he/she becomes eligible to appear in the JEE (Main) for admission to B.E/B.Tech and B.Arch/B. Planning Courses of the Institutes/ Colleges of the States/UT. ii. If a candidate has passed Class 12th/ Other qualifying examination from one state but appeared for improvement from another state, his/her state of eligibility will be from where he/she has originally passed Class 12th/ Other qualifying examination and not the state from where he/she has appeared for improvement. iii. Indian nationals passing the equivalent qualifying examination from an Institute abroad, the State of Eligibility will be determined on the basis of permanent address in India as given in the Passport of the candidate. 8. RESERVATION OF SEATS [Section 3.3, JEE (Main)-2013, Information Buletin] As per Government of India rules candidates belonging to certain categories are admitted to seats reserved for them based on relaxed criteria. These categories are: I. Backward Classes (BC-NCL) if they belong to Non Creamy Layer(NCL) II. Scheduled Castes (SC) III. Scheduled Tribes (ST) IV. Persons with Disability (PwD) Benefit of reservation for admission to NITs/IIITs and CFTIs shall be given only to those classes/castes/tribes which are in the respective central list published by the Govt of India. For admission to State Engineering colleges who have opted for admission through JEE (Main)-2013, the reservation rules of that state shall apply. In addition, there is only one horizontal reservation for Person with Disability (PwD) candidates. (2) The date of issue of BC-NCL (Non-Creamy Layer) certificate must be “on or after May 31, 2012” for CSAB-2013 admission considering the parental income till March 31, 2012. 8.2 Change of Category to OP If a candidate is not able to produce required category certificate (BC-NCL/SC/ST) or the certificate is found invalid, his/her category will be changed to OP category. A candidate may become ineligible due to change in category and current seat allocation is liable to be cancelled. However, if the candidate is found to be eligible even after change of category, the candidate may be considered for subsequent allocation rounds, if any, against the vacancies only. 8.3 Persons with Disability (PwD)  For candidates coming under persons with disability category, a minimum of 40% disability is required subject to the condition that the candidate is capable of carrying out activities related to theory and practical work as applicable to B.E. /B. Tech. /B. Arch. Courses.  Candidates belonging to Persons with Disability category (PwD - Note this, with category is also mentioned as "OPPwD"/"BC-NCL-PwD"/"SCPwD"/"STPwD") shall bring the Persons with Disability (PwD) Certificate in the proforma given in Annexure IV. This proforma shall be signed by three members of Medical Authority duly constituted by the State or Central Government under Persons with Disability (PwD) Act. One of the doctors in the Medical Authority shall be a specialist in the particular field pertaining to the disability. The name, degree, and specialization of all the doctors, date of issue shall be clearly visible in the certificate.  The Medical Authority at Reporting Center or Allocated Institute will assess the Persons with Disabilities (PwD) certificate. Medical Authority at Reporting Center/Participating institute will submit its recommendations regarding the admissibility of the certificate. In case of any doubts regarding the validity of the certificate, clarifications may be sought from the issuing authority.  Candidates with disability are advised to take an informed decision about the branch/discipline they would like to go for, in an institute. Before taking such a decision they are strongly advised to refer to list of identified posts published by the Ministry of Social Justice & Empowerment, Government of India vide No: 16-70/2004-DD III Dt. 18-1-2007.
