2. IS GERMANY READY FOR BREAKTHROUGH TO THE
FUTURE - THE ‘FOURTH INDUSTRIAL REVOLUTION’ ?
The 4th Industrial Revolution is unprecedented in its velocity, its breadth and depth, and its systemic impact,
transforming entire systems, across (and within) countries, companies, industries and society as a whole.
the Fourth Industrial Revolution is based on the convergence of all sciences: as nano-physico-bio-info-
cognitive (NBIC) science and technologies as well as social and humanitarian sciences
the Fourth Industrial Revolution is disrupting the current political, economic, and social models, shifting
power: from states to nonstates, from institutions to social networks, being more diffuse and distributed
If America is ready to lead the most disruptive technological revolution that is to change how Americans work,
how Americans live, how Americans study, and how Americans relate to one another
the ‘Fourth Industrial Revolution is the fusion of all the coming breakthroughs, namely:
Internet of people and things, smart and connected machines and systems, nanotechnology, gene
sequencing, renewable energy, and quantum computing, 3D printing, driverless cars, new forms of money,
robotics, drones, and biological breakthroughs
smart and connected cities, the sharing economy (e.g., AirBnB and Uber) and the emergence of cyber
warfare and cyber attacks
major economic disruptions, rethinking education, training, and workforce development
confronting negative externalities related to the environment
multisectoral cooperation of the private sector, civil society, and government
In all, the FRG is the EU’s great economy, its economy and infrastructure, new energy technologies, are all
among strategic intellectual assets.
Project Germany XXI is to provide a platform for advancing the ‘Fourth Industrial Revolution’ - breakthrough to
the great future, to the New Smart Europe of converging emerging technologies.

15. SMART GERMANY: THE NEW HIGH-TECH STRATEGY
INNOVATIONS FOR GERMANY
The new High-Tech Strategy stands for the aim of moving
Germany forward on its way to becoming a worldwide
innovation leader.
The goal is for good ideas to be translated quickly into
innovative products and services. This is because
innovative solutions are the factors that drive our
prosperity and support our quality of life.
They strengthen Germany‘s position as a leading
industrial and exporting nation.
And they make it possible to find creative answers to the
urgent challenges of our time – including challenges in
such areas as sustainable urban development,
environmentally friendly energy, individualised medicine
and the digital society.
The High-Tech Strategy is now being developed further,
as a comprehensive, interdepartmental innovation
strategy.
To that end, we are adding new topics and introducing
new instruments for funding innovation.
We are emphasising an expanded concept of innovation
that includes not only technological innovation but also
social innovation – and that includes society as a central
player.
We are looking at the big picture and conceptually
putting those things together that really belong together.
We are continuing the upward trend that has been
taking place in investments in research and
development.
Our six priority tasks relative to future prosperity and
quality of life are as follows:
The digital economy and society with innovative solutions,
we are addressing the challenges inherent in digital
technologies, and we are seeking to use opportunities for
value creation and prosperity in Germany.
The sustainable economy and energy
the manner in which we produce and consume needs to
become more resource-efficient, environ mentally friendly
and socially compatible. In short, it needs to become more
sustainable.
The innovative workplace
we are focusing on the profound changes taking place in
the modern workplace, since good jobs are an important
basis for creative ideas and economic innovation.
Healthy living
we are strengthening research aimed at helping people live
healthy, active and independent lives.
we are pursuing research in support of integrated transport
policies that optimise the different modes of transport in
terms of their efficiency, capability and interactions.
Civil security
complex systems and infrastructures – for example, for
energy supply, communications, mobility and logistics –
need to work properly in the every day lives of people.

16. I-GERMANY: FROM DUMB TO SMART AND SUSTAINABLE CITIES
The prospect of Smart Germany is decided by the quality of its future cities. Globally, there are about 700 cities, each with
population exceeding 500,000. The infrastructure investment for these cities is forecasted to be $30 trillion to $40 trillion,
cumulatively, over the next 20 years.
Here is the Manifesto, Preamble, to be signed in Rome, on the 29th of May of 2013 by cities from all over the world
The Human Smart Cities Manifesto: We, the signatories of this Manifesto, come together to address the three main challenges
facing our cities today:
The devastating effects of the financial crisis undermining the European social model. This is leading to severe limitations in cities’
abilities to invest in new infrastructures, and in some areas even for the provision of basic city services such as transportation and social
services.
The increasing threat and disruption brought about by climate change to our territories. As major floods and droughts become ever more
common, the environmental effects of urbanisation and the lack of adequate tools and behaviour patterns becomes increasingly evident.
The demand for more effective representation set forth by our constituencies. The so-called democratic deficit is a cause for alarm for
governance at any scale, but it also adds to the difficulty of building trust and engaging citizens in addressing common problems.
The United Cities and Local Governments, a global network of cities, local and regional governments, defines smart cities as
using new technologies, the promotion of innovation and knowledge management to become more liveable, functional,
competitive and modern.
There’s a lot of confusion over what comprises a Smart or Intelligent City, or the City 2.0, “the city of the future”, awarded the
Ted Prize 2012 as an idea on which the planet’s future is depending on. The City 2.0, “the city of the future”, the Ted Prize
2012, http://www.tedprize.org/the-city-2-0/
The City of the Future Europe is nothing else but a smart and sustainable city, or 3.0 City, providing intelligent Europe’s
urbanization, enhancing its urban wealth, performance and competitiveness, and promoting smart innovation and creativity,
education, art and medicine, science and technology, industry and commerce, transportation and mobility, social
communications and public administration and environment conservation.

23. I-GERMANY: SMART SPACE TOURISM
Smart Germany is to extend its influence beyond
the earth’s scope as mass space tourism
business and deep space exploration
A web-based survey suggested that over 70% of
those surveyed wanted less than or equal to 2
weeks in space; in addition, 88% wanted to
spacewalk (only 14% of these would do it for a
50% premium), and 21% wanted a hotel or
space station
Initially, the wealthy will serve as a focus group
for the space tourism services, working out the
logistic, comfort, and safety that may currently
be present in the emerging space tourism
industry.
Expected economic growth of space research
tourism is significant. For example, Virgin
Galactic has sold 500 tickets worth $200,000
dollars each as of 2012. Its ticket sales are
expected to increase by the year 2013, when
Virgin Galactic is planning to begin flights.
