1. BalanceCO2 - Landfill Gas Emission
Reduction Projects in US
BalanceCO2 has the opportunity to generate approximately 800,000 Verified
Emission Reductions (VERs) (vintage 2000-2008) from collection and flaring of
landfill gas (LFG) at three (3) Offset Development Projects in the United States to
obtain methane or greenhouse gas (GHG) emission reductions.

2. Project Goals and Objectives
Goals: Development and Registration of Landfill Methane Reduction
Objectives:
• Review regulatory applicability (Title V permits, New Source Performance
Standards (NSPS), State and others), financial incentives for project and
determine if GHG emission reductions are real, additional and can be quantified
• Applicability & Selection of Registries (CCX, VCS, CCAR, ACR, TCR & others)
• Confirmation of Project eligibility
Validation of GHG emission reduction activities and due diligence
Complete Project Questionnaire for Pre-Approval by Registry
• Prepare detailed documentation for registration
• Pass independent Third party Verification
• Apply for registration as Offset Provider / Use Registry Aggregator for Trading
• Receipts of contract credits for vintage years registered and management of sale
proceeds according to revenue-sharing arrangement

3. Preliminary Findings
• Protocols and Registries – Project Eligibility Criteria:
California Climate Action Registry (CCAR): Requires Start after January 2001.
Voluntary Carbon Standard (VCS): Requires Start after January 1, 2001.
Chicago Climate Exchange (CCX): Start after January 1, 1999.
American Carbon Registry (ACR): Start after January 1, 2000
• Project Location and Description
Projects located in Georgia, Connecticut and Louisiana
All three emission reduction projects with start dates between January – June 2000
LFG collection and flaring
• Regulatory Applicability
Project Landfills are not subject to NSPS
Combustion (Flaring) of methane (GHG) qualify as emission reduction (Offset)

4. Project Status & Timeline
• Due-diligence to determine eligibility as viable Offset projects through review and
collection of LFG flow records needed to meet third party verification requirements
• Development of GHG Emissions Report in progress – To be prepared in accordance
with World Resources Institute’s (WRI) “The GHG Protocol: A Corporate Accounting
and Reporting Standard,” revised March 2004

6. Future Opportunities
• BCO2 plans to undertake development of 2009 and 2010 Vintage
Offsets
• Potential Offset development opportunities from project
upgrades leading to an additional 60,000 aggregated VERs per
annum.
• Potential REC development opportunities leading to 4.5 MW
aggregated from three sites.
