Experience of IFAD supported program in Ethiopia Ethiopia is currently implementing its second Poverty Reduction Strategy (PRS), known as the Plan for Accelerated and Sustained Development to End Poverty (PASDEP). The PASDEP’s strategic vision is rapid and sustained growth primarily through scaled-up development assistance and large domestic investments targeted at eliminating the poverty traps that have hindered the development of the country.
Experience of IFAD supported program in Ethiopia Droughts periodically afflict large areas of the Greater Horn of Africa.  The pastoralists and farmers who live in the drylands used to cope quite well. When a drought came, they were prepared. Drought was part of their lives. in the last few decades have disrupted these traditional mechanisms. Droughts now have a more devastating effect ;  Dealing with the humanitarian catastrophe is enormously expensive and rarely successful.

Experience of IFAD supported program in Ethiopia Thereafter, the Ethiopian government recognized officially and thus incorporated  the Drought Cycle Management approach in its policy and strategies. The DRCM approach helped people - and the governments and development agencies that serve them - to plan for drought.  It proves to strengthen people's livelihoods throughout the drought cycle - in good times as well as bad - to make them less vulnerable when the rains fail.
Experience of IFAD supported program in Ethiopia Then IFAD supported Pastoral Community Development Program (PCDP II), in its component -Pastoral risk management – strived to harness pastoral community awareness on disaster risk, improve the accuracy of risk assessment and support strategies for risk management.  The component consists of two sub-components (i) Pastoral  Early Warning and Response Program  (PEWRP)  (ii) Disaster Preparedness Strategic Investment Program (DPSIP).

Experience of IFAD supported program in Ethiopia Established early warning process to be managed by Early Warning and Response Department of Ministry of Agriculture PCDP, on the basis of annual work plans and budgets, provided the necessary physical, financial and technical supports to enable EWRD to collect analyze and disseminate basic early warning and household welfare information for the early identification of the onset of disaster so as to take appropriate early responses  (non food ).
Experience of IFAD supported program in Ethiopia The sub-component will include the preparation of  woreda  level Disaster Contingency Plans (DCP) /"shelf Plans" to be implemented in case of emergency. The early warning system will provide the information required to assign each  woreda  to one of the "disaster stages", with appropriate responses corresponding to each stage. The early response is also to be financed through a Disaster Early Response Grant (DERG).
Experience of IFAD supported program in Ethiopia In creating local capacity, PCDP trained 529 Community Data Collectors (CDCs)  recruited by community themselves to undertake primary observations on selected key indicators. This data flows up to regional and federal EWRDs at regular intervals, where further be analyzed at regional and federal levels to provide information to relevant stakeholders and decision makers so as to trigger timely responses to declines in the welfare of pastoralist communities
Experience of IFAD supported program in Ethiopia PCDP builds sector capacity at  woreda , regional and federal levels to prepare  woreda  Disaster Contingency Plans (DCPs) that identify both disaster early response activities and strengthen the early warning system implementation. Early response activities will be prepared in advance and held as 'shelf plans', which will be periodically updated, to facilitate timely implementation at the appropriate disaster stage.  A collaborative and cooperative approach of all stakeholders (Government Offices & NGOs) working in the same area is followed.
