This is experience from the field. Also the formula for the potential of introducing such projects in other schools was given based upon the formula from the Inner game of tennis. Cyber Security, societal impact of AI, data and privacy are paramount issues for legislators globally. At the same time, the COVID-19 pandemic drove collaborative development to unprecedented levels and took Open Source software, open research, open content and data from mainstream to main stage, creating tension between public benefit and citizen safety and security as legislators struggle to find a balance between open collaboration and protecting citizens. Historically, the open source software community and foundations supporting its work have not engaged in policy discussions. Moving forward, thoughtful development of these important public policies whilst not harming our complex ecosystems requires an understanding of how our ecosystem operates. Ensuring stakeholders without historic benefit of representation in those discussions becomes paramount to that end. Abstract: In Latin America, it’s well-understood that Brazil was pioneering in considering FOSS to be both a strategy and a tool for regional economic development. But what about the rest of the world? As FOSS/OSS enters the mainstream of industry, how are countries in Europe and Asia looking at this disruptive force in software development? And what is happening in the United States where one could argue a very strong proprietary software industry is reinventing itself, with the U.S. government both following and leading the open development model? This talk discusses FOSS from the perspective of open information technology ecosystems and government’s role in them, providing a picture of the changing landscape of software industries and the potential for localized economic benefit to those participating. It includes a perspective of how governments are experimenting with becoming more directly involved with the open source community, and to learn from them. Stories and examples are drawn for the speakers experience, research and direct involvement with government, academic and industry bodies creating exemplary projects and reference models for others to consider.

Disruptive change and innovation, digital businesses, a new business paradigm are some of the most popular terms to describe the current business environment. Behind these trendy words, there is one key concept - the world and business are changing at incredible speeds - and companies need to change with them. Change and innovation are not any nicer to have for a company - they’re mandatory. The business environment changes so rapidly, according to a Deloitte study, over 88% of the Fortune 500 companies from 1970, do not exist anymore. So the main question is - how can businesses change and keep on innovating? Fostering intrapreneurship is one of the answers. But the big mistake would be to put too much faith on the innovator alone. According to Harvard professor Linda Hill: innovation is not about solo Genius, it is about collective genius. Thus, it's only when these 2 trends collide that we can develop disruptive and sustainable solutions, that produce unprecedented levels of economic prosperity, environmental quality, and social equity, meeting the needs of present society without compromising resources for future generations.

Unlike open source, where value is placed on community, collaboration, and services, open core businesses place their value on software features. Red Hat’s successful experience as a completely open source company has shown that value is not in the code, but in the support and expertise by being a part of a true community. Some have produced open source code, most have produced code to share with fellow agencies which use an open source approach but are not licensed under a traditional open source license, however all have maximized cross-agency collaboration and with limited resources. Tracing the root cause of a performance issue requires a lot of patience, experience, and focus. It’s so hard that we sometimes attempt to guess by trying out tentative fixes, but that usually results in frustration, messy code, and a considerable waste of time and money. This talk explains how to correctly zoom in on a performance bottleneck using three levels of profiling: distributed tracing, metrics, and method profiling. After we learn to read the JVM profiler output as a flame graph, we explore a series of bottlenecks typical for backend systems, like connection/thread pool starvation, invisible aspects, blocking code, hot CPU methods, lock contention, and Virtual Thread pinning, and we learn to trace them even if they occur in library code you are not familiar with. Attend this talk and prepare for the performance issues that will eventually hit any successful system. Their geographical focus may have started in the Asia-Pacific region, but their ambitions knew no bounds, targeting a European government ministry in a bold move to expand their portfolio. Their victim profile was as diverse as a UN meeting, targeting military organizations, government agencies, and even a religious organization. Because discrimination is not a fashionable agenda.
