Actor-network theory (ANT) is a material semiotic analytical framework developed during the 1980s in the field of science and technology studies (STS). It is a constructivist perspective and can be considered a form of sociotechnical systems theory, but with a radical difference: it assumes that sociotechnical systems are heterogeneous networks enacted in webs of relations between human and nonhuman actors. From this point of view the social and material worlds, nature and culture, people and technology are deeply entangled. Since its origins in STS, ANT has disseminated widely and its concepts and sensibilities have informed studies of information systems in health informatics, education and beyond. It has also been used in environmental studies, human geography, sustainable technology, agriculture and architecture. Indeed ANT is capable of contributing to any disciplinary domain where the relationship between humans and the material world is germane. Yet, with a few notable exceptions, ANT has seldom caught the attention of researchers in the field of human service technology. This paper will discuss the distinctive characteristics of ANT, explore its methodological implications, and consider the contribution it might make to research enquiries in the field of human service technology.

ABSTRACT: This paper will describe shortly a new STP concept called 3GSP (Third Generation Science Park), which is gaining momentum in Finland. It explains the fundamental changes in the global innovation environment and explains why the platform thinking is becoming an essential element in ecosystem development. The theoretical background and classifications of platforms are described and the benefits from the STP perspective highlighted. The paper emphasizes especially the role of so called ‘competence platforms’ and explains the main characteristics of a fully working competence platform. The role of competence platforms in understanding serendipity and as a fundamental factor in the team building is highlighted. The paper analyses from STP perspective several practical elements, where platform thinking supports the emergence of new innovation environments, including Urban Mill (Finland) and Meetberlage (Netherlands). The requirements for comprehensive competence platform services are presented and their potential to support community building and therefore ecosystem development is illustrated. This analysis will give the STP practitioners new models of applying the quadruple helix-principles and help in the co-creation, open innovation and serendipity management practices. The case studies, which are presented in the paper, will help the STP management teams to evaluate the benefits of platform thinking in different contexts

Ilkka Kakko, Jari Kaivo-oja, Kari Mikkelä: “How to Support and Develop the Innovation-oriented Entrepreneurship in Turbulent VUCA conditions?” The most urgent problems of our times – concerning innovation management processes – are complex and turbulent in nature. In this article we define the vucability approach to innovation management. The VUCA refers to volatile (V), uncertain (U), complex (C) and ambiguous (A) times we are today facing. Many innovation management models do not take these Postnormal Era requirements into consideration. Uncertain and complex VUCA conditions are the fundamental reason to elaborate a new approach for innovation management. Our novel approach focuses in three essential dimensions of innovation management: (1) the density of serendipity thinking, (2) platform utilisation (including business model variety) and (3) innovation ecosystem. We claim that in the evolutionary development of science and technology parks (STPs), professionals on innovation management and governance should aim to highest sophistication in these three critical fields of innovation management. In this paper we present the foundations of the ‘vucability’ approach. We also note that in the development of STPs, professionals should evaluate the sophistication level of serendipity thinking, platform utilisation and innovation ecosystem development. Systemic evaluation and development activities will lead eventually to the highest level of vucability excellence. The evaluation and mapping system (EMS-VUCA 1.0) of the vucability approach will be presented in a robust form in our article.

Designing services as systems is increasingly important. Those in healthcare and government don’t have much of a choice. However, envisioning services as systems is a hurdle. The trouble is from commonplace definitions of ‘service’ and ‘system’. But what if they are one and the same? An approach to communicating the designs of services in the form of strategic narratives, involves solving a puzzle to generate the story. The puzzle represents the duality of system and service. The “proof of work” reflects the difficulty in designing services as systems.

Urban populations have been growing at an unprecedented rate around the world and there is growing concern that building-related environmental impacts also continue to rise. This has prompted a range of stakeholders in the built environment to make commitments to create and implement more sustainable building and construction solutions. Our research question thus mines this untapped potential: How might we enable widespread participation by actors in the built environment to participate in the transition toward a more circular economy? Our synthesis map focuses on the prosperous Canadian commercial building sector, and aims to empower actors within this industry to discover their unique role.

This workshop asks how we can use methods drawn from design, art, and craft, informed by interdisciplinary and systems thinking, to materialize not just envisioned ‘things’, but abstract or invisible ideas and relationships. There is an emerging set of research practices using tangible or material models, or constructive making and embodying to visualize how people think about concepts ranging from invisible systems and infrastructures to mental models, personal data which would otherwise be invisible, or even the phenomenological dimensions of experiences themselves. Examples include explorations of the design of public services, healthcare processes, mental health experiences, career paths, crafters’ movements, and experiences of social networks (Aguirre Ulloa and Paulsen, 2017; Rygh and Clatworthy, 2019; Luria et al, 2019; Ricketts and Lockton, 2019; Nissen and Bowers, 2015; Fass, 2016).

X-road offers a way for organisations to talk to each other in a safe and secure manner. However, the challenges presented by two different organisations having to get along are the more pronounced the easier common technical issues are set aside. According to the Executive Office of the President (2009), Open Government Directive, Crowdsourcing ideas in the public sector identifies and defines those three pillars as? Chapter 13/14 – Our observations from the case study reading in the chapter material, Leadership and Management in Complex Systems research by Jager and van der Vegt (2005), is that leadership scholars seem to acknowledge the dynamic nature of leadership and have developed models and frameworks to organize and describe the factors that are important. However, empirical research to test these models is scarce. The authors have suggested the reasons for the lack of research on dynamic leadership processes. Robert Scholz presented the importance to investigate concepts, which enable the unification and the common understanding and the replication of ICT architectures. He pointed out how to achieve an unified approach which aims to fulfill complex and integrative ICT solutions for Smart Cities. The presented approach aims to base on the idea of openness with 1) respect to interfaces 2)software components and 3) data. It was shown that those are seen as the main ingredient of an ICT eco-system for Smart Cities.
