• LCFF recognizes that students with additional
learning needs – low-income, English Learner
and foster youth students - also need
additional financial resources.

LCFF Overall Basics
• It’s the law: took effect on July 1, 2013
• Large investment by the state  $2 billion for implementation
• Phase-in is over 8 years, with full implementation expected by
FY 2020-21
• Upon full implementation, every district will receive at least as
much funding as it did in 2007-08.
No district will lose funding relative to that starting point.

Local Control Funding Formula

How Does LCFF Work?
1. Base grant of about $6,845-8,289 per pupil, depending on
grade span. This grant will increase each year.
2. There is an additional 20% supplemental grant for each of
the district’s students who are either low-income, English
learners, or in foster care.
3. There is an additional concentration grant if more than 55%
of district’s students are low-income, English learners, or in
foster care. For each student above the 55% threshold, the
district receives an additional 50% in funding for that
student.
4. Districts must develop a Local Control Accountability Plan
(LCAP) that includes goals for all student subgroups in “state
priority areas” and “specific actions” for those areas.

Ensuring School Funding Equity
• Assurances: Dollars should be equitably distributed to schools
within districts so that dollars flow to schools and the high-need
students generating the funds.
•Funding Transparency: Districts should be required to account
for and report district and school-level expenditures
transparently. All stakeholders should know exactly how much
funding gets to the school level.
• Community Collaboration: Spending decisions must be made in
collaboration with each district and school ‘s community of
stakeholders. Site-based budgeting practices should be
emphasized.

board members and district leaders to ask:

How are you planning to use your LCFF Funding
to increase and improve services for lowincome students and English Learners?

Local Advocacy, cont.
Four key questions:
1. How much did the district receive in Supplemental and
Concentration grant funding for high-need students?
2. How are you going to spend this funding? (Ask for detail
– by program, category, school site)
3. How will these choices improve student outcomes?
4. What is the district’s plan for involving
parents, students, and community members in planning
and decision making for spending LCFF funds in 2013-14
and beyond?

State Advocacy
1. Send letters, make calls, and schedule meetings with local
and state elected officials
2. Attend a State Board of Education hearing.
- November 6-7, 2013: State Board of Education Meeting
- January 15-16, 2014: State Board of Education must approve
rules that govern allocation of supplemental and
concentration funding to benefit high-need students.
- March 12-13, 2014: State Board of Education must approve
template Local Control and Accountability Plans (LCAPs).
- By October 2015: State Board of Education must adopt the
guidelines for evaluating Local Control and Accountability
Plans.

Parent and Community Involvement
• The district must specify the actions it will take to
increase parental involvement in the LCAP.
• The school board/county superintendent shall
establish a parent advisory committee and an EL
parent advisory committee that must receive
presentation of LCAP.
• The State Board of Education will also provide
guidance on how to measure parent involvement.

Local Control Funding Formula LCFF Overall Basics • It’s the law: took effect on July 1, 2013 • Large investment by the state  $2 billion for implementation • Phase-in is over 8 years, with full implementation expected by FY 2020-21 • Upon full implementation, every district will receive at least as much funding as it did in 2007-08. No district will lose funding relative to that starting point. © 2013 THE EDUCATION TRUST— WEST
  • 4. Local Control Funding Formula How Does LCFF Work? 1. Base grant of about $6,845-8,289 per pupil, depending on grade span. This grant will increase each year. 2. There is an additional 20% supplemental grant for each of the district’s students who are either low-income, English learners, or in foster care. 3. There is an additional concentration grant if more than 55% of district’s students are low-income, English learners, or in foster care. For each student above the 55% threshold, the district receives an additional 50% in funding for that student. 4. Districts must develop a Local Control Accountability Plan (LCAP) that includes goals for all student subgroups in “state priority areas” and “specific actions” for those areas. © 2013 THE EDUCATION TRUST— WEST

Ensuring School Funding Equity • Assurances: Dollars should be equitably distributed to schools within districts so that dollars flow to schools and the high-need students generating the funds. •Funding Transparency: Districts should be required to account for and report district and school-level expenditures transparently. All stakeholders should know exactly how much funding gets to the school level. • Community Collaboration: Spending decisions must be made in collaboration with each district and school ‘s community of stakeholders.   • 8. Local Control Funding Formula Local Advocacy, cont. Four key questions: 1. How much did the district receive in Supplemental and Concentration grant funding for high-need students? 2. How are you going to spend this funding? (Ask for detail – by program, category, school site) 3. How will these choices improve student outcomes? 4.   • 9. Local Control Funding Formula State Advocacy 1. Send letters, make calls, and schedule meetings with local and state elected officials 2. Attend a State Board of Education hearing. - November 6-7, 2013: State Board of Education Meeting - January 15-16, 2014: State Board of Education must approve rules that govern allocation of supplemental and concentration funding to benefit high-need students. - March 12-13, 2014: State Board of Education must approve template Local Control and Accountability Plans (LCAPs). - By October 2015: State Board of Education must adopt the guidelines for evaluating Local Control and Accountability Plans. Parent and Community Involvement • The district must specify the actions it will take to increase parental involvement in the LCAP. • The school board/county superintendent shall establish a parent advisory committee and an EL parent advisory committee that must receive presentation of LCAP. • The State Board of Education will also provide guidance on how to measure parent involvement. © 2013 THE EDUCATION TRUST— WEST

  1. This new idea was 40 years in the making, since the last Serrano lawsuit.Many other states have implemented some version of a weighted student formula, but we are the largest state in the nation to have created an equitable formula and the work that everyone in this room will do on LCFF will have impact across the country. We have one chance, we have to get it right.
  2. Phase-in rate of growth will depend on state revenue. The state will calculate the gap between each district’s current funding and its new target. Then, funding will be increased until the target is reached.
  3. July 1: Deadline for Local School Districts to Pass Budget for 2013-14- But in September some school districts will have the opportunity to adjust their recently passed budget

Why meet?Accountability Let’s district know community is watching/asking hard questionsSets stage for longer conversation about 2014-15—July 2014 development of Local Control and Accountability Plans (There will be future opportunities for planning/training.)One of our partners, Families In Schools, has developed recommendations on how to strengthen parent engagement in the LCFF. They include:Incorporating Parent engagement indicators, like noting the % of staff that meet with parents to discuss student academic progress, # of workshops school provides to parents and % of those parents who attend, % of total school funding invested in parent engagementIncreasing the functionality of parent councils and committeesEnsure parent councils and committees are representative of diverse student population/enrolled students, have term limits to ensure members of representative of shifting student needs/populations; conduct baseline assessments on effectiveness of parent council committees to identify promising practices and areas of need.

  6. The law is vague at best bout the role SSC wil play in develping the goals, actions and budgets for theinr individual schoolsites. We encourage the SBE to clarify the role of SSC and specify the role those councils will play in regards to developing, reviewing, approving and revising the LCAPs and monitoring school site expenditures.LCAPs have parentlinvovlement included as a state priority that must be addressed at the district and site levels. We suggest the SBE convene and solicit feedback from stakeholder groups representing parents and families of low-income and EL students and advocates for foster youth.Local Community Involvement in spending decisions:
