2.   2011 PROJECT SMILE, DEADLINE - May 6, 2011

Program Overview

Project Smile, a program of the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State and
implemented by IREX, provides grants to alumni of selected ECA-sponsored programs to implement community
service activities that will benefit an underprivileged group in their local community such as children at an orphanage,
the disabled or the elderly.

Program Timeline

     •       Application Deadline:                      May 6, 2011
     •       Grant Award Recipients Announced:          Mid-May 2011
     •       Grant Period:                              May 16, 2011-August 15, 2011
     •       Final Report Due:                          August 30, 2011

Technical Eligibility Requirements

Candidates will be considered without respect to race, color, religion, national origin, or gender. Persons with
disabilities are strongly encouraged to apply.

Project Smile is a merit-based competition open to:

     •       Alumni of the:
              o Edmund S. Muskie Graduate Fellowship Program (Muskie); or
              o Global Undergraduate Exchange Program for Eurasia and Central Asia (Global UGRAD)
                   (Formerly known as the Eurasian Undergraduate Exchange Program and the FREEDOM Support Act
                   Undergraduate Program);
         •    Alumni in good standing;
         •    Citizens of Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan,
              Turkmenistan, or Ukraine who are currently residing in one of these countries at the time of application;
         •    Individuals who have successfully fulfilled all requirements of previously awarded alumni grants; and
         •    Individuals who submit a complete application.

Individuals in the following circumstances are NOT eligible for Project Smile:

         •     Individuals currently residing or working outside of one of the Eurasian countries listed above;
         •     Local employees of the U.S. missions abroad who work for the U.S. Department of State are ineligible for
               grants during the period of their employment and for one year following the termination of employment;
         •     Current IREX employees and consultants and their immediate family members (spouses, parents,
               children, and siblings); or

IREX reserves the right to verify all of the information included in the application. In the event that there is a
discrepancy, or information is found to be false, the application will immediately be declared invalid and the applicant
ineligible. Incomplete applications will not be considered.

3.   CALL FOR APPLICATIONS FOR 2011 MEDIA POLICY FELLOWSHIPS, DEADLINE - APRIL 10, 2011

Internews-sponsored fellowships available for Annenberg-Oxford Summer Institute on Global Media Policy

(March 23, 2011) – Ten fully-funded fellowships to attend the 13th annual Annenberg-Oxford Media Policy Summer
Institute are being made available to qualified applicants from around the world.

Sponsored by Internews’ Global Human Rights Program, the Media Policy Fellowships include tuition, housing, travel
and per diem to attend the two-week Annenberg-Oxford Summer Institute on Global Media Policy, July 4-15, 2011 at
Oxford University in the United Kingdom. Fellowships are available to individuals, particularly those from post-conflict
societies who are interested in media law and policy in such societies.

The deadline to apply for the Summer Institute and the Fellowship is April 10, 2011. Interested individuals can apply
online through the CGCS web site, indicating interest in the Fellowship when submitting.

About the Annenberg - Oxford Summer Institute

The Annenberg-Oxford Summer Institute is co-sponsored by the Center for Global Communication Studies within the
University of Pennsylvania’s Annenberg School for Communication, and the Programme for Comparative Media Law
and Policy at the University of Oxford (PCMLP).

Every year, the Summer Institute brings together emerging scholars and regulators from around the globe to discuss
important recent trends in technology, international politics, development, and media policy. This year the Summer
Institute will also focus on media, governance, and strategic communication in conflict and post-conflict environments
including Egypt, Libya, Tunisia, Somalia and Bosnia.

Internews’ Global Human Rights Program facilitates networking for media law and policy advocates at regional and
global levels. The goal is to bolster knowledge of media law and policy and strengthen the strategic skills of legal
advocates to advance reform.

4.   ROTARY PEACE FELLOWSHIP, DEADLINE - 1 July 2011.

The Rotary Foundation is now accepting applications for the world-competitive Rotary Peace Fellowship. The
fellowship provides academic and practical training to prepare scholars for leadership roles in solving conflicts around
the world.

Up to 100 fellows are selected every year in a globally competitive process based on personal, academic, and
professional achievements. Fellows earn a master’s-level degree or a professional development certificate in peace
and conflict studies at one of six Rotary Peace Centers at leading universities in Argentina, Australia, England,
Japan, the United States and Thailand.

Master’s Degree Option

     •   “Building the leaders of tomorrow”
     •   15-24 months of Rotary-funded graduate study toward a master’s degree at one of our five Rotary Centers
     •   Training in the root causes of conflict, theories of international relations, and effective models of cooperation,
         conflict resolution, and negotiation including course work and applied field experience
     •   A growing network of committed alumni employed around the world in diplomacy, government, non-
         governmental organizations and private corporations.

Professional Certificate Option

     •   “Strengthening the leaders of today”
     •   3 month professional development certificate program
     •   Designed specifically for candidates already working in the field of peace and conflict studies to further their
         understanding of conflict resolution
     •   Theoretical foundational knowledge during 8 weeks in the classroom and practical experience during 2-3
         week on site fieldwork

Both programs require, at minimum, a bachelor’s degree in a related field; 3 years of relevant work experience and
proficiency in a 2nd language for the MA program and 5 years for the professional development certificate and
proficiency in English.

1.   SENIOR TECHNICAL SPECIALIST, ENTREPRENEURSHIP - KYRGYZ REPUBLIC, INTERNATIONAL
     YOUTH FOUNDATION

JOB SUMMARY

The Senior Technical Specialist will provide oversight and technical input into the design and implementation of the
Generation Unlimited program in the Kyrgyz Republic. This includes workforce skills and entrepreneurship skills
development activities including activity design and implementation; identification of skills development needs and
priorities; development of training plans, curriculum and training programs; delivery of training to subpartners and
beneficiaries; and identification of additional technical specialists as needed. The Senior Technical Specialist will be
based in Bishkek and be responsible for technical program implementation and monitoring on a full-time basis.

JOB RESPONSIBILITIES

     •   Provide technical input into the design and implementation of the program, and monitoring and evaluation
         plan, leading coordination with and amongst staff and partners.
•    Assist Country Director in monitoring project quality.
    •    Scan/monitor existing institutional programs (Ministry, USAID, NGO, University, and Private Sector),
         intellectual property and partners to leverage existing activities, identify gaps projects could fill, avoid
         duplication, and maximize synergies.
    •    Review M&E data and reporting, track project performance and identify best practices.
    •    Identify areas for evaluation and learning activities, as well as learning events of importance to broader
         stakeholder community.
    •    Conduct project monitoring site visits and report on project activities on a regular basis.
    •    Provide capacity building services to both our local partners and government entities.
    •    Promote collaboration and coordination amongst implementing partners.
    •    Successfully encourage private sector partners to commit to provide funds, project resources, internships,
         jobs, and volunteers to support projects funded by IYF.
    •    Provide regular updates on implementation progress and prepare appropriate contributions to quarterly
         reports and generate other technical reports as required.
    •    Identify any problems and challenges that may arise and offer solutions accordingly.

SUPERVISOR

Reports directly to the Country Director based in Bishkek, Kyrgyz Republic.

REQUIRED EXPERIENCE & QUALIFICATIONS

    •    A Master’s degree or equivalent in Workforce Development, Education or a closely related field is preferred
    •    Minimum of 7 years experience working on youth employment/entrepreneurship programming in the region.
         Experience working on Public Private Partnerships is preferred.
    •    Demonstrated ability to find viable solutions to complicated problems in a flexible, time-sensitive and
         creative manner.
    •    Experience successfully working with the public sector, the private sector, and/or civil society, community
         based organizations, local communities, local government and donors and in developing effective capacity
         building methods.
    •    Solid “troubleshooting” skills and sound judgment in dealing with partners experiencing implementation
         challenges.
    •    Experience working on USAID-funded programs in the Kyrgyz Republic and/or Central Asia.
    •    Demonstrated experience managing teams of diverse actors to produce programmatic results.
    •    Good command of English and Russian, both oral and written is required. Arabic language skills are
         preferred. Proficiency in local/other language a plus.

Admission is free! 2. 2011 PROJECT SMILE, DEADLINE - May 6, 2011 Program Overview Project Smile, a program of the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State and implemented by IREX, provides grants to alumni of selected ECA-sponsored programs to implement community
  • 2. service activities that will benefit an underprivileged group in their local community such as children at an orphanage, the disabled or the elderly. Program Timeline • Application Deadline: May 6, 2011 • Grant Award Recipients Announced: Mid-May 2011 • Grant Period: May 16, 2011-August 15, 2011 • Final Report Due: August 30, 2011 Technical Eligibility Requirements Candidates will be considered without respect to race, color, religion, national origin, or gender. Persons with disabilities are strongly encouraged to apply. Project Smile is a merit-based competition open to: • Alumni of the: o Edmund S. Muskie Graduate Fellowship Program (Muskie); or o Global Undergraduate Exchange Program for Eurasia and Central Asia (Global UGRAD) (Formerly known as the Eurasian Undergraduate Exchange Program and the FREEDOM Support Act Undergraduate Program); • Alumni in good standing; • Citizens of Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, or Ukraine who are currently residing in one of these countries at the time of application; • Individuals who have successfully fulfilled all requirements of previously awarded alumni grants; and • Individuals who submit a complete application. CALL FOR APPLICATIONS FOR 2011 MEDIA POLICY FELLOWSHIPS, DEADLINE - APRIL 10, 2011 Internews-sponsored fellowships available for Annenberg-Oxford Summer Institute on Global Media Policy (March 23, 2011) – Ten fully-funded fellowships to attend the 13th annual Annenberg-Oxford Media Policy Summer Institute are being made available to qualified applicants from around the world. Sponsored by Internews’ Global Human Rights Program, the Media Policy Fellowships include tuition, housing, travel and per diem to attend the two-week Annenberg-Oxford Summer Institute on Global Media Policy, July 4-15, 2011 at Oxford University in the United Kingdom. Fellowships are available to individuals, particularly those from post-conflict societies who are interested in media law and policy in such societies. The deadline to apply for the Summer Institute and the Fellowship is April 10, 2011. Interested individuals can apply online through the CGCS web site, indicating interest in the Fellowship when submitting. About the Annenberg - Oxford Summer Institute The Annenberg-Oxford Summer Institute is co-sponsored by the Center for Global Communication Studies within the University of Pennsylvania’s Annenberg School for Communication, and the Programme for Comparative Media Law and Policy at the University of Oxford (PCMLP). Every year, the Summer Institute brings together emerging scholars and regulators from around the globe to discuss important recent trends in technology, international politics, development, and media policy. This year the Summer Institute will also focus on media, governance, and strategic communication in conflict and post-conflict environments including Egypt, Libya, Tunisia, Somalia and Bosnia.
  • 3. About Internews Global Human Rights Program Internews’ Global Human Rights Program facilitates networking for media law and policy advocates at regional and global levels. The goal is to bolster knowledge of media law and policy and strengthen the strategic skills of legal advocates to advance reform. ROTARY PEACE FELLOWSHIP, DEADLINE - 1 July 2011. The Rotary Foundation is now accepting applications for the world-competitive Rotary Peace Fellowship. The fellowship provides academic and practical training to prepare scholars for leadership roles in solving conflicts around the world. Up to 100 fellows are selected every year in a globally competitive process based on personal, academic, and professional achievements. Fellows earn a master’s-level degree or a professional development certificate in peace and conflict studies at one of six Rotary Peace Centers at leading universities in Argentina, Australia, England, Japan, the United States and Thailand. Master’s Degree Option • “Building the leaders of tomorrow” • 15-24 months of Rotary-funded graduate study toward a master’s degree at one of our five Rotary Centers • Training in the root causes of conflict, theories of international relations, and effective models of cooperation, conflict resolution, and negotiation including course work and applied field experience • A growing network of committed alumni employed around the world in diplomacy, government, non- governmental organizations and private corporations. Professional Certificate Option • “Strengthening the leaders of today” • 3 month professional development certificate program • Designed specifically for candidates already working in the field of peace and conflict studies to further their understanding of conflict resolution • Theoretical foundational knowledge during 8 weeks in the classroom and practical experience during 2-3 week on site fieldwork Both programs require, at minimum, a bachelor’s degree in a related field; 3 years of relevant work experience and proficiency in a 2nd language for the MA program and 5 years for the professional development certificate and proficiency in English. SENIOR TECHNICAL SPECIALIST, ENTREPRENEURSHIP - KYRGYZ REPUBLIC, INTERNATIONAL YOUTH FOUNDATION JOB SUMMARY The Senior Technical Specialist will provide oversight and technical input into the design and implementation of the Generation Unlimited program in the Kyrgyz Republic. This includes workforce skills and entrepreneurship skills development activities including activity design and implementation; identification of skills development needs and priorities; development of training plans, curriculum and training programs; delivery of training to subpartners and beneficiaries; and identification of additional technical specialists as needed. The Senior Technical Specialist will be based in Bishkek and be responsible for technical program implementation and monitoring on a full-time basis. JOB RESPONSIBILITIES • Provide technical input into the design and implementation of the program, and monitoring and evaluation plan, leading coordination with and amongst staff and partners.

Assist Country Director in monitoring project quality. • Scan/monitor existing institutional programs (Ministry, USAID, NGO, University, and Private Sector), intellectual property and partners to leverage existing activities, identify gaps projects could fill, avoid duplication, and maximize synergies. • Review M&E data and reporting, track project performance and identify best practices. • Identify areas for evaluation and learning activities, as well as learning events of importance to broader stakeholder community. • Conduct project monitoring site visits and report on project activities on a regular basis. • Provide capacity building services to both our local partners and government entities. • Promote collaboration and coordination amongst implementing partners. • Successfully encourage private sector partners to commit to provide funds, project resources, internships, jobs, and volunteers to support projects funded by IYF. • Provide regular updates on implementation progress and prepare appropriate contributions to quarterly reports and generate other technical reports as required. • Identify any problems and challenges that may arise and offer solutions accordingly. SUPERVISOR Reports directly to the Country Director based in Bishkek, Kyrgyz Republic. REQUIRED EXPERIENCE & QUALIFICATIONS • A Master’s degree or equivalent in Workforce Development, Education or a closely related field is preferred • Minimum of 7 years experience working on youth employment/entrepreneurship programming in the region. Experience working on Public Private Partnerships is preferred. • Demonstrated ability to find viable solutions to complicated problems in a flexible, time-sensitive and creative manner. • Experience successfully working with the public sector, the private sector, and/or civil society, community based organizations, local communities, local government and donors and in developing effective capacity building methods. • Solid “troubleshooting” skills and sound judgment in dealing with partners experiencing implementation challenges. • Experience working on USAID-funded programs in the Kyrgyz Republic and/or Central Asia. • Demonstrated experience managing teams of diverse actors to produce programmatic results. • Good command of English and Russian, both oral and written is required. Arabic language skills are preferred. Proficiency in local/other language a plus.
