2. THE SOLUTION
• An interactive data collection system from an individual via
mobile phones using USSD2 technology. USSD2 is more
responsive than other services that use SMS. All the collected
data will be on a website for (OGP-Open Government
Partnership).
How it will work:
• Collaboration with the telcos via (PPP) is key. A user can dial
*150*09# to get a menu. Interactively provide data and then
exit the menu. Data verification and validation will be done by
someone authorized with read-only privileges. This process
will be done iteratively from street, ward, district, region up to
national level.

• We target every citizen of Tanzania who has access to
ANY kind of mobile phone. The complexity of data
collection is solved since our solution can easily be
implemented also the issue of unreliable is solved since
the solution guarantees the collection of first hand data.
• The users will have to dial *150*09#(sample) as
sample of our USSD2 code number and follow simple
instructions to provide required information.

4. 5.Why people will use our solution
• We guarantee that people will use our solution because it is
simple, interactive, costless, fast, portable, free expression,
privacy, bulk information collection, availability, longevity
and ensure accuracy also it is easy to use.
• The current data collection methodologies do not get data
from source, are manual, costly, time consuming, data is
manipulated creating room for errors.
• Our method will get the data from source (Individual) hence
reduce the government burden on cost, time and ensuring
accuracy via automated system.
• Incentive mechanism is to reward the individual who provide
data. Rewards can be airtime, telcos vendors commission via
their distribution channel.

• To scale our solution we are going to:
