These challenges for Universities are being monitored through the EUA Trends survey of which the results are being analysed and will be published in 2010.
EUA is devoting its attention to the development and impact of autonomy and related reforms through a wide range of work. One of these studies, in which we analysed over 30 elements of autonomy, is due to be published at the end of this year. Although this study confirms the existence of a general trend towards an increase in university autonomy throughout Europe, there are still a large number of countries that do not grant their universities enough autonomy, thereby limiting their performances. We believe that autonomy is a crucial condition for universities to achieve their missions. To just give you some examples we think that universities need be able to design their internal academic and administrative structures, to select their executive leadership in an appropriate way to shape their institutional strategy and their academic profile to shape the content of their curricula and select their academic and administrative staff and are able to act financially independently. If there is not a certain freedom to act independently in terms of financial issues, then the other dimensions of autonomy may well only exist in theory. In the majority of countries universities receive their funding via block grants, but there are still some cases where line-item budgets are used, with universities having no possibility to shift funding between budget lines. Another crucial element for the achievement of universities aims is financial sustainability. The three pillars for this we see in appropriate financial management and the application of the right tools such as full costing, a diversified income structure and sufficient public funding. But to move towards full costing and to diversify their income universities need support from national governments and European stakeholders. EUA for its part is already working on designing actions to foster the enhancement of full costing in Europe.
