Sylvia Lichauco De Leon
Sylvia obtained her degree from Georgetown University, School of Business -
Class of ‘69 with a B.S.B.A. in Foreign Management. After graduation she
became involved in the first condominium developments in the Philippines.
In 1972 she moved to San Francisco and continued working in the real
estate field. She founded Edgewood Investments and handled the acquisition
and management of real estate investments primarily for overseas investors.
She later worked as owner’s representative for the GSIS /PAL development of
the prime commercial property on Union Square, S.F. Unfortunately, due to
change in government despite all her efforts the project did not materialize.
Sylvia worked on raising her 3 daughters in both S.F. and Boston but was
looking for a chance to get involved in development. With a visit to Rwanda
with an inspiring friend, and her last daughter ready for college - Sylvia
returned to the Philippines to work on women’s and children’s issues. Her
first assignment was to help launch an information campaign on the
importance of breastfeeding, where she served as consultant to Children for
Breastfeeding and UNICEF. Breastfeeding is the most far-reaching and least
costly way to alleviate poverty. Yet breast milk substitutes are among the
top 3 items sold in sari-sari stores all over the country. Approximately
16,000 Filipino babies die each year from not being breast fed.
In 2006 after learning about the abuses of our female OFWs from the
Human Rights website, (www.hrw.org) she proposed to the Philippines
government that they host an international conference on gender and
migration. Sylvia founded the Lola Grande Foundation for Women and
Children, Inc. (LGF) which became a co-convener of the “International
Conference on Gender, Migration, and Development (ICGMD) successfully
held in September 2008. (www.icgmd.info) Lola Grande’s partners were the
National Commission on the Role of Filipino Women NCRFW, UNICEF,
UNIFEM, ILO, Migrant Forum Asia and the Women and Gender Institute of
Miriam College. It is important to note that the Manila Call to Action – the
output of the Conference - the Manila Call to Action – has made it to the UN
HCHR (UN High Commissioner on Human Rights, to the Special Rapparteur
on Migrant Workers and their Families.
Sylvia is proposing a Filipino Women’s Fund which will be a grant-making
institution for women and children’s social issues related to education,
environment, livelihood and health (See www.womensfunding network.org).
With women as half the population, they should be entitled to half the
development money. We have a long way to go.
