The Integrated Master Plan and Integrated Master Schedule are homes for the Measures of Effectiveness (MOE), Measures of Performance (MOP), and Technical Performance Measures (TPM) for the program Each measure is derived from the Systems Engineering processes guided by the Systems Engineering Management Plan (SEMP) and the decomposition of the program's technical architecture. INCOSE Systems Engineering Handbook and ISO 15288 provide the framework for this decomposition.

(KPPs)

KPPs
(JROC,
2012).
For
the
purposes

this
study,
the
focus
was
on
the
Sustainment
&
Energy
KPPs,
from
which
the
weight
TPM
was
derived.
Measures
of
Effec3veness
(MOEs)
are
the

measures
of
success
that
are
closely
related
to
the
achievements
of
the
mission
or
opera7onal
objec7ves
evaluated
in
the
opera7onal
environment,
under
a
specific
set
of

Performance
(MOPs)
are
measures
that
characterize
physical
or

aXributes

to
the
system
opera7on,
measured
or

under
specific
condi7ons.

Technical
Performance
Measures
(TPMs),
according
to
the
Defense
Acquisi7on
Guidebook
(DAG),
“are
a
subset
of
metrics
and
measures
that
evaluate
technical
progress
(i.e.,
product
maturity).
TPM
data
support
evidence-­‐based
decisions
at
key
knowledge
points
such
as
technical
reviews
and
audits
or
milestone
decisions.”
