This presentation describes the benefits that two institutions, one in the U.S. (The University of California, Irvine) and the other in Brazil (Fundação Getulio Vargas) derived from first, an open bilateral sharing of academic content and second, the extrapolation of that sharing to the world through the Open Courseware (OCW) movement and Consortium (OCWC). These benefits included the spurring of several innovations that have implications for the Open Educational Resources (OER) movement in general.

- UC Irvine is a major research I university enrolling over 27,000 students. Since joining the consortium and launching its OCW initiative in November 2006, UC Irvine has added over 25 complete, online courses to its OCW Web site, including five courses in Portuguese. Nearly 300,000 visitors have experienced the site, with nearly 40% of all traffic coming from internationals. UC Irvine’s OCW has been featured in the Wall Street Journal, Boston Globe, The Los Angeles Times, and Kiplinger’s Personal Finance. The Universityhas received over $1 million in extra mural funding for OCW projects.

- FGV is a major institution in Brazil with a long history of service and annual enrolls 28,000 students in online courses. Its OCW initiative began in July2008 and its OCW Web site currently featuresfour courses.

- UCI provided FGV with its 7-course certificate in project management which FGV translated into Portuguese and ‘localized” for the Brazilian market. This program is now being taught online in Portuguese by UCI. The courses are “articulated” into an FGV MBA program. Students get a UCI certificate, credit toward a degree, and the ability to take the Project Management Institute® exam.

- This initial sharing led to the introduction by UCI of FGV into the OCW movement.
- While the first sharing of content went from UCI to FGV for translation, localization, and use, FGV then provided content (courses) to UCI for posting on UCI’s OCW site and this in turn resulted in FGV starting its own OCW site and joining the OCW Consortium.
- FGV’s starting of its OCW initiative produced highly favorable press coverage.

- This coverage created, in turn, dramatically increased traffic to both FGV’s and UCI’s Web sites.
- Here is some statistics showing the traffic. Note that UCI gained traffic from within the U.S., presumably form people in the U.S. who follow Brazilian newspapers.
- 21% of UCI OCW Web site visitors come from (or are referred by) the FGV OCW Web site. Data based on June 2008 – July 2009 time frame.
- FGV began getting requests from people who wanted to take the OCW courses. This spurred them to offer an automatic certificate of completion fro those who “completed” the course by taking a simple easily scored examination. Those who passed got a certificate of completion. This insured that people seriously studied the material and did not just skim it.
- The issuance of the certificate allowed FGV to capture visitor’s names and to identify those for future follow up with marketing information. At UCI, all OCW pages have a button where people can jump to UCI’s “commercial” site where they can enroll in courses for a fee.
- To date FGV and UCI have been able to track income resulting form their OCW efforts. The statistics above show UC Irvine’s and FGV’s progress with fee-based enrollments, generated from OCW-users. Statistics based on July 2008 – June 2009 time frame.
- Beyond this partnership lies tremendous opportunities for universities to fulfill their service mission and receive funding for it. The tremendous impact that OCW can have on deserving audiences is well documented and very appealing to funding agencies including governments.
- To date UCI has received $417,000 for OCW course development and $313,000 overall related to the OER movement.
