  3. Before I start, who was able to attend Orientation? Imagine Austin is comprised of three phases; I’ll give you a brief overview of these. City Council hired Wallace, Roberts and Todd as the lead consultants on the project in April 2009 and Phase 1 began the following summer. Phase 1 focused on outlining a work plan and designing the overall process; the Project Kickoff occurred in fall of ’09 and Phase 2 began shortly thereafter. Phase 2 included a great deal of public input in various forms, such as a series of community forums, surveys and more. We received input from nearly 15,000 people. We recently finished Phase 2, the vision has been formulated by the public and adopted by Council, the Plan Framework and Preferred Growth Scenario have been developed (forwarded to the Working Groups by Council) and are ready to be expanded upon by you all, the working groups. Phase 3 is when we get to writing the plan itself, which will include everything created so far – the vision, framework, growth scenario and additional maps. Once the working groups have contributed their input, the draft plan will be written by the consultant team and staff and then presented to the public for review. The draft will then be revised before moving on to the adoption process in early 2012.
  4. For those of you who attended Orientation, you may remember that the: Plan Framework : a set of topical building blocks that identify strategic directions for action to achieve the Vision. Prioritized Actions : Should set out a specific work program, with responsibilities, partnerships and a timeframe. Preferred Growth Scenario : The overall concept for the direction of growth and preservation over the next 30 years in Austin and its ETJ, based on community input. This is a map that ties in with the Plan Framework. Growth Concept Map: Overall concept for growth and preservation but with more details in terms of geography and use but is not parcel specific such as a Future Land Use Map. As a Working Group, you will be building off the previous work to create a number of products.
  5. Language, stories, and images defines how the plan is communicated.
  6. How will these actions be developed? These are broad categories with specific exercises so don’t get hung up on the generalized terms. Two Phase Process Brainstorming: Brainstorm and assess actions to accomplish strategic directions as well as ideas for how your building block defines various types of developments. Prioritizing: Review and prioritize which recommendations will be included in the draft plan. The Working Groups will contribute content that leads to actions. We are looking for a few big consensus ideas. Work Product: List of prioritized actions for Imagine Austin.
  7. We are fortunate to have a number of City staff and our consultant team to assist us. Please utilize staff for their knowledge about the topic area. Provide actions-In the unlikely event you miss something, staff can participate a table and make a suggestion. We’ll be floating between assigned tables in order to assist you. We’ll be working in between meetings recording the results of each meeting and preparing documents needed to keep the Working Groups moving forward.
  8. These are the principles for the Working Groups We want to be respectful to the work that citizens provided during Phases 1 and 2. It is our hope that you will build on the existing plan framework. Your role today is to come up with supporting actions. However, changes to the strategic directions and PGS, if warranted, can occur at the end of the process. If your ideas aren’t written down, they will not be recorded. The Working Groups, like the City, are diverse in terms of people, time lived in Austin, values, interests, and knowledge. We ask that you respect one another’s values and note that no one person is valued more than anyone else. This process is, after all, about people’s values. Once the Working Groups are finished, we would like for you to stay involved in the next steps.
  9. After the Working Groups are done, the draft plan must go to the Task Force for their review, then to a public forum for the public to comment. From there, the draft plan must be reviewed by the Planning Commission then forwarded to City Council for their approval. Now that we’ve covered the background of the process as well as the roles of the Working Groups, lets shift gears to talk about things you’ll need to know for today as well as the future. WRT will now speak of examples and practices to help you understand the Building Blocks as well as show you how actions can be written.
  10. As you come up with your ideas for actions, please keep these themes in mind. There are 188 strategic directions which will lead to lots of ideas. These themes will help to keep the ideas organized. Sustainability: When thinking about your Building Block action, think about them in terms of the 3Es. Each Building Block also has a callout box indicating how the strategic directions relate to the 3Es. Creativity and Innovation: This doesn’t just deal with arts and culture, it also deals with our ability to approach challenges in a broader, innovative way. Austin is a resilient city- we can adapt to challenges and change Regional thinking: It’s essential to coordinate with the rest of the region. The means local governments, school districts, Cap Metro and CAMPO.
  11. By values driven, we mean your principles and beliefs pertaining to the strategic directions within the Building Block and should be in line with the relevant information. As this is a diverse group, you will see a variety of viewpoints about each building block. For example, don’t say build a sidewalk along Manchaca to the Manchaca Branch Library
  12. Staff will be floating between tables to make sure you can help them. Just come to one of us and we’ll help you.
  13. Mix of res and jobs/services Access to transit All centers should be bike and ped friendly All will have a mix of densities and development types. Emphasis on building quality public spaces, parks, plazas, and streetscapes.
  14. These are our major mixed use areas that build on Austin’s north-south axis. Compared with our other mixed use centers, these tend to have a higher proportion of jobs to people.
  15. Regional centers have the highest densities, generally clustered around high capacity transit. Regional Centers will come in a range of sizes. All of them will have a mix of housing types and densities. Some will be more urban – downtown and Highland Mall, with more apartments and condos. Others will be more spread out, like Robinson Ranch, which will probably include a number of small-lot single family homes. The key point uniting all of these is good access between residences and the core of each center.
  16. Town Centers are the next step down in intensity. Still have an intense core with good transit service
  17. But we expect to see that core surrounded by less intense development.
  18. The smallest mixed use center that we’re calling out are Neighborhood Centers, scattered throughout the planning area. These are small, walkable nodes, often with a key point of transit service.
  19. We also envision even smaller neighborhood centers that are less about accommodating growth and more about providing services to residential areas.
  20. Mixed Use Corridors are similar to neighborhood centers, only arranged linearly. Some of these will have a very urban character
  21. But we expect there to remain a mixture of uses and intensities, scaled to match the character of the road.
  22. Most employment occurs within mixed use activity centers. However, we expect to continue to see a number of jobs that aren’t compatible with residences, such as warehousing and light industrial.
  23. Expect to see continued gradual residential growth w/in established neighborhoods. Generally, the idea is new housing that doesn’t change the overall character of the neighborhood, whether it’s small multifamily

  25. Last, the Preferred Growth Scenario identifies a few places, such as the east side of Decker Lake, for new low density residential development. Even though we don’t show a lot of this kind of development on the scenario, we need to show some, because our ability to shape growth out in the ETJ is so limited. If we expect to wind up with some amount of these kinds of neighborhoods in the future, we need to be able to talk in the Working Groups about what high quality development of these neighborhoods is, the same as we do for all of the other development types we’re looking at.
