Foreword
Here are the results of a trend study into product software development in 2012. The study
explains about the trends in the field of personnel policy within the software industry.
Independent Software Vendors (ISVs) want to grow, but how will the companies come by
sufficient numbers of qualified personnel? This report attempts to provide an answer, based
on the findings of people in the industry itself. Of course, we would like to take this opportunity
to thank all the people who took part in this study.
A total of 337 Dutch companies from the industry were approached for the study. Contact was
sought with the managing director or development manager in each company. In the end, more
than 20 percent participated in the study, a very good score. The respondents represented
a good cross-section of the entire industry.
The objective of the study was to acquire a picture of the labour market for software developers.
We wanted to ascertain the ambition of the companies in the industry and how they harmonised
their personnel policies to meet them. We also explored offshoring to see if it could play a
significant role within this scope.
The study was executed for coMakeIT by Goals Marktbewerking BV. CoMakeIT facilitates
companies with offshoring in India.
The results of this study offer you the opportunity to compare your own personnel policy with
that of your industry competitors. Providing you with information to facilitate well-founded
decisions in the field of personnel policy and you are presented with insights into the possibilities
of offshoring. We hope you find this report inspirational.

A selection from the results
There were 72 participants in the software development benchmark. The majority (79 percent)
of those asked expect a growth in sales this year. The further development of the current
software products are seen as the most important objective for this year by 70 percent of
those asked. Innovation and increasing the sales market are also considered as important
objectives. As most significant challenges for 2012, various matters were mentioned that are
connected with improving own products and increasing sales, but also scarcity on the labour
market. The industry will have to explore other avenues to meet these challenges.
A large group of those asked (46 percent) indicated that they intend to appoint more staff in
the near future. According to 88 percent of those asked the ideal team comprises just their
own employees, or their own employees supplemented with external parties. The industry is
moderately satisfied about their own flexibility regarding the workforce.
Companies utilize external parties when they suffer capacity shortfalls and when they have
insufficient knowledge of an area. But more than 56 percent of the respondents indicated
that they have missed out on contracts from time to time as a direct result of a shortage of
manpower.
Software developers appear to stay with a company for a relatively long time. If a vacancy occurs,
in 72 percent of the cases it takes six weeks to fill. This is usually because of the limited level
of knowledge among the applicants, or simply because of a lack of applicants.
Most companies have, at some time, considered outsourcing work. Drawing on resources
from within their own country has been considered by 55 percent of the respondents,
44 percent have considered offshoring. Just more than half of those asked stated that capa-
city issues were the most important reason for outsourcing work.

  • 3. Software development in 2012 3 Foreword Here are the results of a trend study into product software development in 2012. The study explains about the trends in the field of personnel policy within the software industry. Independent Software Vendors (ISVs) want to grow, but how will the companies come by sufficient numbers of qualified personnel? This report attempts to provide an answer, based on the findings of people in the industry itself. Of course, we would like to take this opportunity to thank all the people who took part in this study. A total of 337 Dutch companies from the industry were approached for the study. Contact was sought with the managing director or development manager in each company. In the end, more than 20 percent participated in the study, a very good score. The respondents represented a good cross-section of the entire industry. The objective of the study was to acquire a picture of the labour market for software developers. We wanted to ascertain the ambition of the companies in the industry and how they harmonised their personnel policies to meet them. We also explored offshoring to see if it could play a significant role within this scope. The study was executed for coMakeIT by Goals Marktbewerking BV. CoMakeIT facilitates companies with offshoring in India. The results of this study offer you the opportunity to compare your own personnel policy with that of your industry competitors. Providing you with information to facilitate well-founded decisions in the field of personnel policy and you are presented with insights into the possibilities of offshoring.   • 4. 4 coMakeIT A selection from the results There were 72 participants in the software development benchmark. The majority (79 percent) of those asked expect a growth in sales this year. The further development of the current software products are seen as the most important objective for this year by 70 percent of those asked. Innovation and increasing the sales market are also considered as important objectives. As most significant challenges for 2012, various matters were mentioned that are connected with improving own products and increasing sales, but also scarcity on the labour market. The industry will have to explore other avenues to meet these challenges. A large group of those asked (46 percent) indicated that they intend to appoint more staff in the near future. According to 88 percent of those asked the ideal team comprises just their own employees, or their own employees supplemented with external parties. The industry is moderately satisfied about their own flexibility regarding the workforce. Companies utilize external parties when they suffer capacity shortfalls and when they have insufficient knowledge of an area. But more than 56 percent of the respondents indicated that they have missed out on contracts from time to time as a direct result of a shortage of manpower. Software developers appear to stay with a company for a relatively long time. If a vacancy occurs, in 72 percent of the cases it takes six weeks to fill. This is usually because of the limited level of knowledge among the applicants, or simply because of a lack of applicants. Most companies have, at some time, considered outsourcing work. Drawing on resources from within their own country has been considered by 55 percent of the respondents, 44 percent have considered offshoring. Just more than half of those asked stated that capa- city issues were the most important reason for outsourcing work.
