There are three types of declarations of conformity that provide different levels of independence and customer assurance: 1) Manufacturer self-declaration which does not assure customers as it only represents the manufacturer's interests, 2) Declaration confirmed by a second party which provides more assurance but the second party is not fully independent, 3) Declaration by a fully independent third party such as SKG which provides the best assurance through formal accreditation. SKG is accredited to provide product certification, testing, inspection, and act as a notified body and approval body for implementing product standards and CE marking under the Construction Products Directive.

SKG ist zeit ihre Gründung in 1977 ein Institut der sich beschäftigt mit Prüfung und Zertifizierung in freiwilliges Felt. SKG created and owns the certification mark (mark of conformity) with the roofed house in order to demonstrate conformity with Dutch Standards and requirements. First and foremost with the intention to show clearly the burglar resistance of a product, related to the type of burglar in EN 1627. This European standard is not yet ready, but it is intended to be equivalent to the Dutch standard NEN 5096. (number of stars is equivalent to requirements and demands raised from classes 2, 3 and 4 as given in NEN 5096). Whereas class 2 in NEN 5096 (meant for doors and windows as a whole) is mandatory in Dutch building regulations for houses, the one and two star products may be exchanged on the bases of the number of stars. This is very convenient in order to avoid unnecessary and excessive testing of all products in all types of doors and windows. Since the creation of the Construction Product Directive (CPD) in 1989, in order to establish CE-marking for building products and free trading within the EU, SKG was also appointed notified body for hardware (amongst others) in the mandatory field. CE-marking in the case of hardware will be in most cases a declaration of conformity of the manufacturer itself (on digits representing classes on aspects and requirements in EN-standards). No involvement of a notified body will be necessary neither in testing, nor in factory production control (f.p.c.) in order to affix CE-marking to a product. Many aspects that are dealt with in EN-standards have nothing to do with requirements in relation to burglar resistance as defined in EN 1627 / NEN 5096 and have therefore no direct relation with the Starmark of SKG. On the other hand it is the intended use, which defines the characteristics (and duties) of a product needed for. In that respect the EN-standards can be of great help.
