  Cooperative (NRCS)
In Follow up area 20/2.L Renala khurd Naya Rasta Cooperative Society is working against
poverty and before one year they have no saving and no loan for small business and no
cooperative members in this village. After animation (co) process we organize cooperative in
this community and more members are women and they are giving saving and they are taking
loan from this cooperative society in 20/2.L. we had been given (1.50000) loan to this
cooperative society before one year and we are taking installments every month from
cooperative members regularly. So now we have been completed for cooperative members
(12) installments and now we are planning for new loan in follow up area 20/2.L.so some
recovery is in balance so now we are taking recovery from these members and we are preparing
record and recovery detail of all members which has taken loan from cooperative society. In
first phase we were fifteen (15) members and loan limit of every members was Rs.10.000 and
this was decide that they shall return these amount in (12) installments and every installment
will be Rs.940 for every member of Naya Rasta cooperative society . So phase first we have
finished but some recovery still in balance. In this month of May2009 we are working on
Recovery because account department of caritas Pakistan Faisalabad is checking record of
recovery, saving of members with all necessary record. So this month we complete Recovery
detail foam and from the help of this foam we can understand present situation of recovery and
cooperative.

houses. Agriculture coordinator said that growing vegetables are very useful and
benefit activity for kitchen gardening program so we should better and more work on
this program in office level and community level. LDC and cooperative members said
       that
Water and land of this village is not good for vegetable and for kitchen gardening program and
growing vegetable in house level is more difficult for our members so we need technical skill

What is a Hazard?A hazard is a physical (Natural) or human-made event
that can potentially trigger a disaster. Examples include earthquakes, mud-slides, floods, volcanic
eruptions, tsunamis, drought, economic collapse, and war. A hazard, on the other hand, refers to
the potential occurrence, in a specific time period and geographic area, of a natural phenomenon
that may adversely affect human life, property or activity to the extent of causing a disaster. A
hazard occurrence (the earthquake, the flood, or the cyclone, for example) becomes a disaster
when it results in injuries, loss of life and livelihoods, displacement and homelessness and/or
destruction and damage to infrastructure and property. A cyclone that surges over an uninhabited
island does not result in a disaster; however, it would be a disaster if it hit the populated coast of
What is a Risk The probability/likelihood of a disaster happening. For example, a wood frame
house with large headed, roofing nails, rafter tie-downs, anchor bolts and a solid foundation is less
vulnerable structurally to severe cyclone winds than a similar-looking house which does not have
these structural details.

Human vulnerability Human vulnerability is the relative lack of capacity of a person or
community to anticipate, cope with resist and recover from the impact of a hazard. Factors that
increase human vulnerability to disasters include rapid urbanization, population growth, and lack
of knowledge about how to effectively resist the effects of disasters and poverty. Of all the
factors, poverty is perhaps at the root of what makes most people vulnerable to the impact of
most hazards.Human capacities Human capacities are the qualities and resources an individual
or community can use and develop to anticipate, cope with, resist and recover from the impact of
a hazard. Human capacities include material resources (i.e. food, animals, cash, tools); social and
organizational capacities (i.e. leadership, previous organizing experience, community based
organizations and networks); and attitudinal capacities (i.e. beliefs, motivations, work values,
ideas, creativity, efficacy) All people and all communities have resources and capacities and
therefore a foundation for preparedness and risk reduction.

                                               8

Preparedness Planning The concept of preparedness planning is very important for those
involved in disaster management. During an actual emergency, quick and effective action is
required. This action often depends on having made and implemented preparedness s plans. If
appropriate action is not taken or if the response is delayed, lives may be needlessly lost.

In a preliminary plan, even though the details of a disaster remain uncertain, you can identify
emergency shelter sites, plan and publicize evacuation routes, identify emergency water sources,
determine chains of command and communication procedures, train response personnel and
educate people about what to do in case of an emergency. All of these measures will go a long
way to improving the quality, timing and effectiveness of the response to a disaster.

Coordination Effective disaster response requires mutual trust and coordination of efforts and
resources among the many agencies and people involved in emergency response—including the
affected local population and local community based organizations, Civil Defense and government
emergency structures, fire brigades, health departments and clinics, Red Crescent/Red Cross
Societies, international agencies, NGOs and others. Memoranda of understanding, institutional
policies, and joint preparedness planning can serve as the basis for coordination.

Information management Disaster preparedness and response depend on gathering,
analyzing and acting on timely and accurate information before (hazard and early warning
information), during (disaster needs assessment) and after disasters (progress of post-disaster
recovery).

This requires that Caritas pre-determine what information they need, how it will be collected,
who will collect it, who will analyse it and how it will be integrated into a timely decision making
process. If Caritas is to respond to disasters in a timely fashion, they will need to develop
procedures and mechanisms for obtaining, analyzing and responding to early warning information
related to hazard detection, forecasting and alerts.

Early warning system the purpose of early warning systems is to detect, forecast, and when
necessary, issue alerts related to impending hazard events. In order to fulfill a risk reduction
function, however, early warning needs to be supported by information about the actual and
potential risks that a hazard poses, as well as the measures people can take to prepare for and
mitigate its a diverse impacts. Early warning information needs to be communicated in such a way
that facilitates decision making and timely action of response organizations and vulnerable
groups. Early warning information comes from a number of sources: e.g. meteorological offices;
Ministries of Health (for example, disease outbreaks) and Agriculture (for example, crop
forecasts); local and indigenous sources; media sources,
Resource Mobilization It includes developing strategies, agreements and procedures for
mobilizing Public education, training and rehearsal Disaster preparedness must be supported by
public education campaigns, training of response teams and rehearsals of emergency response
scenarios. The aim of public awareness and education programs is to promote an informed, alert
and self-reliant community, capable of playing its full part in support of and in co-operation with
government officials and others responsible for disaster management activities. An essential part
of a disaster preparedness plan is the education of those who may be

 Threatened by a disaster.

                                               9

Community-based disaster preparedness Therefore, as stated earlier, Community-based
disaster preparedness (CBDP) is a process that seeks to develop and implement a locally
appropriate and locally "owned" strategy for disaster preparedness and risk reduction.

Local populations in disaster-stricken areas are the first to respond to a disaster. They are usually
involved in search and rescue activities as well as in providing emergency treatment and relief to
their families, friends and neighbors. While you can play an important role in improving the skills
and knowledge of these “spontaneous” disaster responders by providing them with education and
training in preparedness measures, basic rescue techniques, and first aid and emergency
treatment.

Who is at Risk? Children and Disable People

A smaller number of children and disable people can be at risk for more enduring psychological
distress as a function of three major risk factors:

.Direct exposure to the disaster, such as being evacuated, observing injuries or death of others, or
experiencing injury along with fearing one’s life is in danger.

.Loss/grief: This relates to the death or serious injury of family or friends.On-going stress from the
secondary effects of disaster, such as temporarily living elsewhere, loss of friends and social
networks, loss of personal property, parental unemployment, and costs incurred during recovery
to return the family to pre-disaster life and living conditions

Easing Disaster-Related Stress

    • Talk with someone about your feelings - anger, sorrow, and other emotions - even though
        it may be difficult.
    • Seek help from professional counselors who deal with post-disaster stress.
    • Do not hold yourself responsible for the disastrous event or be frustrated because you
feel you cannot help directly in the rescue work.
    • Take steps to promote your own physical and emotional healing by healthy eating, rest,
        exercise, relaxation, and meditation.
    • Maintain a normal family and daily routine, limiting demanding responsibilities on yourself
        and your family.
    • Spend time with family and friends.
    • Participate in memorials.
    • Use existing support groups of family, friends, and religious institutions.
• Ensure you are ready for future events by restocking your disaster supplies kits and
updating your family disaster plan. Doing these positive actions can be comforting.
Recognize Signs of Disaster Related Stress

  • Difficulty communicating thoughts.
  • Difficulty sleeping.
  • Difficulty maintaining balance in their lives.
  • Low threshold of frustration.
  • Increased use of drugs/alcohol.

  • Reluctance to leave home.
  • Depression, sadness.
  • Feelings of hopelessness.
  • Mood-swings
  • Overwhelming guilt and self-doubt.
  • Fear of crowds, strangers, or being alone
The Disaster Management Cycle

  • It consists of a number of phases, each requiring a different range of response activities.
The different phases, however, are often grouped together under three main categories:
the pre-emergency phase, the emergency phase and the post-emergency phase.
Pre-Emergency Phase

  • The emphasis in the pre-emergency phase is on reducing the vulnerability of communities

In this workshop Disaster management coordinator Mr. Babar Amin and animation Coordinator Mr. Sadaqat sardar are the resource persons of this workshop. All participants said welcome to caritas Faisalabad staff. Area animator Mr. Asher Nazir gave introduction of caritas staff which were come from caritas Pakistan Faisalabad and after this introduction Mr. Babar and Mr. Sadaqat talked on community Based Disaster Preparedness Workshop with detail on thes What is a Hazard?A hazard is a physical (Natural) or human-made event that can potentially trigger a disaster. Examples include earthquakes, mud-slides, floods, volcanic eruptions, tsunamis, drought, economic collapse, and war. A hazard, on the other hand, refers to the potential occurrence, in a specific time period and geographic area, of a natural phenomenon that may adversely affect human life, property or activity to the extent of causing a disaster. A hazard occurrence (the earthquake, the flood, or the cyclone, for example) becomes a disaster when it results in injuries, loss of life and livelihoods, displacement and homelessness and/or destruction and damage to infrastructure and property. A cyclone that surges over an uninhabited island does not result in a disaster; however, it would be a disaster if it hit the populated coast of What is a Risk The probability/likelihood of a disaster happening. For example, a wood frame house with large headed, roofing nails, rafter tie-downs, anchor bolts and a solid foundation is less vulnerable structurally to severe cyclone winds than a similar-looking house which does not have these structural details. Human vulnerability Human vulnerability is the relative lack of capacity of a person or community to anticipate, cope with resist and recover from the impact of a hazard. Factors that increase human vulnerability to disasters include rapid urbanization, population growth, and lack of knowledge about how to effectively resist the effects of disasters and poverty. Of all the factors, poverty is perhaps at the root of what makes most people vulnerable to the impact of most hazards.Human capacities Human capacities are the qualities and resources an individual or community can use and develop to anticipate, cope with, resist and recover from the impact of a hazard. Human capacities include material resources (i.e. food, animals, cash, tools); social and
  • 9. organizational capacities (i.e. leadership, previous organizing experience, community based organizations and networks); and attitudinal capacities (i.e. beliefs, motivations, work values, ideas, creativity, efficacy) All people and all communities have resources and capacities and therefore a foundation for preparedness and risk reduction. Caritas Pakistan Faisalabad 8 Preparedness Planning The concept of preparedness planning is very important for those involved in disaster management. During an actual emergency, quick and effective action is required. This action often depends on having made and implemented preparedness s plans. If appropriate action is not taken or if the response is delayed, lives may be needlessly lost. In a preliminary plan, even though the details of a disaster remain uncertain, you can identify emergency shelter sites, plan and publicize evacuation routes, identify emergency water sources, determine chains of command and communication procedures, train response personnel and educate people about what to do in case of an emergency. All of these measures will go a long way to improving the quality, timing and effectiveness of the response to a disaster. Coordination Effective disaster response requires mutual trust and coordination of efforts and resources among the many agencies and people involved in emergency response—including the affected local population and local community based organizations, Civil Defense and government emergency structures, fire brigades, health departments and clinics, Red Crescent/Red Cross Societies, international agencies, NGOs and others. Memoranda of understanding, institutional policies, and joint preparedness planning can serve as the basis for coordination. Information management Disaster preparedness and response depend on gathering, analyzing and acting on timely and accurate information before (hazard and early warning information), during (disaster needs assessment) and after disasters (progress of post-disaster recovery). This requires that Caritas pre-determine what information they need, how it will be collected, who will collect it, who will analyse it and how it will be integrated into a timely decision making process. If Caritas is to respond to disasters in a timely fashion, they will need to develop procedures and mechanisms for obtaining, analyzing and responding to early warning information related to hazard detection, forecasting and alerts. Early warning system the purpose of early warning systems is to detect, forecast, and when necessary, issue alerts related to impending hazard events. In order to fulfill a risk reduction function, however, early warning needs to be supported by information about the actual and potential risks that a hazard poses, as well as the measures people can take to prepare for and mitigate its a diverse impacts. Early warning information needs to be communicated in such a way that facilitates decision making and timely action of response organizations and vulnerable groups. Early warning information comes from a number of sources: e.g. meteorological offices; Ministries of Health (for example, disease outbreaks) and Agriculture (for example, crop forecasts); local and indigenous sources; media sources,
  • 10. Resource Mobilization It includes developing strategies, agreements and procedures for mobilizing Public education, training and rehearsal Disaster preparedness must be supported by public education campaigns, training of response teams and rehearsals of emergency response scenarios. The aim of public awareness and education programs is to promote an informed, alert and self-reliant community, capable of playing its full part in support of and in co-operation with government officials and others responsible for disaster management activities. An essential part of a disaster preparedness plan is the education of those who may be Threatened by a disaster. Caritas Pakistan Faisalabad 9 Community-based disaster preparedness Therefore, as stated earlier, Community-based disaster preparedness (CBDP) is a process that seeks to develop and implement a locally appropriate and locally "owned" strategy for disaster preparedness and risk reduction. Local populations in disaster-stricken areas are the first to respond to a disaster. They are usually involved in search and rescue activities as well as in providing emergency treatment and relief to their families, friends and neighbors. While you can play an important role in improving the skills and knowledge of these “spontaneous” disaster responders by providing them with education and training in preparedness measures, basic rescue techniques, and first aid and emergency treatment. Who is at Risk? Children and Disable People A smaller number of children and disable people can be at risk for more enduring psychological distress as a function of three major risk factors: .Direct exposure to the disaster, such as being evacuated, observing injuries or death of others, or experiencing injury along with fearing one’s life is in danger. .Loss/grief: This relates to the death or serious injury of family or friends.On-going stress from the secondary effects of disaster, such as temporarily living elsewhere, loss of friends and social networks, loss of personal property, parental unemployment, and costs incurred during recovery to return the family to pre-disaster life and living conditions Easing Disaster-Related Stress • Talk with someone about your feelings - anger, sorrow, and other emotions - even though it may be difficult. • Seek help from professional counselors who deal with post-disaster stress. • Do not hold yourself responsible for the disastrous event or be frustrated because you feel you cannot help directly in the rescue work. • Take steps to promote your own physical and emotional healing by healthy eating, rest, exercise, relaxation, and meditation. • Maintain a normal family and daily routine, limiting demanding responsibilities on yourself and your family. • Spend time with family and friends. • Participate in memorials. • Use existing support groups of family, friends, and religious institutions.
  • 11. Ensure you are ready for future events by restocking your disaster supplies kits and updating your family disaster plan. Doing these positive actions can be comforting. Recognize Signs of Disaster Related Stress • Difficulty communicating thoughts. • Difficulty sleeping. • Difficulty maintaining balance in their lives. • Low threshold of frustration. • Increased use of drugs/alcohol. • Limited attention span. • Poor work performance. • Headaches/stomach problems. • Disorientation or confusion. • Difficulty concentrating. Caritas Pakistan Faisalabad 10 • Reluctance to leave home. • Depression, sadness. • Feelings of hopelessness. • Mood-swings • Overwhelming guilt and self-doubt. • Fear of crowds, strangers, or being alone The Disaster Management Cycle • It consists of a number of phases, each requiring a different range of response activities. The different phases, however, are often grouped together under three main categories: the pre-emergency phase, the emergency phase and the post-emergency phase. Pre-Emergency Phase • The emphasis in the pre-emergency phase is on reducing the vulnerability of communities to suffer from the impact of natural phenomena. Measures to achieve this objective include risk-mapping, application of building codes, land zoning as well as structural measures such as the construction of dams against flooding. They are grouped under the heading risk reduction, comprising prevention, mitigation and preparedness. Pre-Emergency Phase • Prevention • Includes all measures aimed at avoiding that natural phenomena turn into disasters for settlements, economies and the infrastructures of communities. • Mitigation • Involves measures taken to limit the adverse impact of natural hazards. Pre-Emergency Phase • Preparedness • Involves measures taken to ensure effective response to the impact of disasters. Preparedness measures include, for example, evacuation plans, early warning systems, pre-stocking of relief items - all being part of a national disaster relief plan.
