Dear Sir,

     PROPOSAL FOR E-LEARNING PORTAL DESIGN, DEVELOPMENT AND IMPLEMENTATION

INTRODUCTION
Today, modern technologies are changing the teacher-student-content relationships from the conception to
the delivery of so-called ‘distance’ education courses. The concept of Distance Education has greatly
evolved in the digital era of 21st Century. With the widespread use and access to the Internet, exponential
growth has been experienced in the field of multimedia and web technologies

As a result of new communication and collaboration tools, and possibilities to disseminate high quality
audio, video and interactive materials over the information superhighway, the educational design process of
distance education materials has new perspectives to explore in order to improve and even re-engineer the
overall ‘distance’ teaching and learning concept.

The e-learning web platform combines the efficacy of Learning Content Management and core
internal process management into a robust single portal to address the challenges of the school,
students, lecturers and administrators. It provides a cost effective and efficient managed time and
resources for learning and research. Delivered and viewed in a variety of multiple access modes:
over the internet, mobile app, tin client, digital vision, webinar and lecture theaters.

The figure below illustrates how the teacher-student-content model has been materialized in three different
educational frameworks.

The figure above, although not necessarily exhaustive, clearly demonstrates how technology has changed
the modalities and this affects mainly the nature of the interaction between the teacher, student and content
as well as how the interactions and communications are mediated. Furthermore, the technology has also
changed the ways that content can be authored and presented to the learner and thus offering a wider choice
of pedagogical design approaches.

Integrated e-learning portal deployment ‘overview’
With extensive collaboration and cooperation Hisplus intend to model a real-world education by
integrating a set of virtual concepts and other external resources into a unified powerful
communication product to enhance students learning experience. Hisplus e-learning platform will
make learning more interactive and resourceful. Already our e-learning portal is a buffer to the
blended learning via enriched multimedia and animated web pages.

Aim
Hisplus therefore offer to develop, implement, deploy and maintain e-learning portal for OSUN
where the school administrators, teachers and students with have a seamless eLearning educational
experience by having access to online space and e-portfolio in the virtual learning environment.

These will un-doubtfully reposition Nigerian education and OSUN outreach study programme at
large in today’s world and among the committee of educational societies.

Objectives
• To develop e-learning technology platform
• To develop, deploy and manage OSUN e-learning portal with preference to:
       o E-learning website development, deployment and maintenance
       o Site promotion and propagation
       o Digital marketing development
• To facilitate network integrations and technical supports
• To examine and review the present digital managed learning environment and core internal
    process in OSUN
• To analyse the current network architecture and infrastructural deportment
• To develop an eLearning framework that will allow low-technology skilled students and
    teachers the ability to participate without possessing extensive technology experience.
• To design a simplified eLearning structured content
• To provide technical support for the structure, instructors, students and others users
• To provide e-learning portal in a computing architecture and information infrastructure
    management as a service.
• To support and enhance quality management in e-learning
• To develop an e-learning solution that is based on Web/Virtual Asynchronous Classroom and
the Web/Computer-Based Training (CBT) delivery method.


Potentialities of our solution
• The proposed e-learning portal will be a cutting-edge solution that combines comprehensive
content learning management functionality with business process management tools to
optimized learning and productivity in today’s fast-paced educational environment without
tasking resources.
• Offering classes for students, entrepreneurs and existing business owners will help to build
the economy of the Lagos state thereby benefiting the community and surrounding areas.
• Implementing e-learning classes for students with jobs allows them to learn on the job
thereby enhancing their learning skill without putting much strain on their jobs.
• Flexibility and convenience are the primary selling points for this type of program.
• Students will learn and show proper use of technology and technology resources.
• Students will learn and show competency in the computer application their various
disciplines.
• By providing this web-based platform for learners, OSUN can reach a broader market of
students and workers who would fall into the “nontraditional” category.
• The e-learning environments allow the students to demonstrate their knowledge and ability
to set “SMART” personal and financial goals.
• The “SMART” stands for specific, measurable, attainable, relevant, and time-framed goals.
• The delivery method based on Web/Virtual Asynchronous Classroom (W/VAC) will bring a
broader student base reaching students from across Nigeria as well as around West Africa region.
• The W/VAC provides the flexibility to work studies during convenient times for the students.
Again, looking to the community, the school can cater to the students who may already be
working full-time jobs
• This online learning environment allows anyone to go back to school regardless of his or her
own individual commitments.
• The eLearning transcends the boundaries of location, time, and space providing a flexible
learning environment for all individuals involved.

• The school will benefit from this learning environment because it provides an excellent way
for experts to teach a geographically dispersed group of students without the restrictions of a
physical classroom
• Communication from the instructor to the students, and the student to the instructors, is
maintained via forums within the web-based classroom programs.
• Web-based classrooms can be accessed at any time of the day, and at each personal computer
that has Internet access.
• The learning environment of W/VAC and W/CBT is asynchronous. Asynchronous learning or
instruction does not occur in real-time. Instructors and students do not attend online at the same
location or time. The course material is delivered by the instructor at one time and the responses
or assignments are completed by the students at a different time within a specified time frame.
• Asynchronous learning allows the student to study at his or her own location and time.
• Additionally, both the teacher and the student benefit because the entire discussion is posted
in forums and can be referred to continuously.

   • 20% as service and support fee of the total fee made from students fees, advertisement and
      value added fees per year.
   • On-site technical support will be an essential element for the success of learning and
      launching the online courses. Instructors and support staff may not have the skills
      required to assist with hardware and software issues, and technical support staff is
      essential for troubleshooting issues students have once the course has begun..
   • Creating and implementing an online course cannot be done in departmental solitude.
      The entire institutional student support system is affected by the addition of the
      course strand. The student support systems need to be involved in the process to
      eliminate any technical or staffing issues that may arise.
   • Support systems are necessary for students’ success and achievement in an online
      environment because of multiple irregular and unexpected technical and non-related
      issues that crop up.

Payment and terms of conditions: 70% advanced payment, 30% on completion

   • The e-learning portal poise to be a pioneer web based educationally management
      assets adaptable, reliable and accessible in a secured mode by using secured server
      management.
   • Superior database administrator: This is tailored to an interactive platform for
      multiple users at deferent privileged login levels.
