The EU Commision’s Approach to the
 Digital Dividend

Bernd Langeheine

Director ‘Electronic Communications Policy’ in Information Society and
Media Directorate-General

Bernd Langeheine has been the Director for e-Communications Policy at the European
Commission’s Information Society and Media DG since 1 July 2002. Before that he
headed the General Policy unit in the European Commission’s DG Competition for three
years. From January 1996 to June 1999, he was in charge of the Trade Section in the
Washington Delegation of the European Commission. From 1990-1996, Mr Langeheine
was a Member of the Commission’s Legal Service and before that, he spent three years
as law clerk at the European Court of Justice. From 1983 to 1987, he worked in the
Trade Policy Division of the Commission’s DG for External Relations. Mr. Langeheine
spent the academic year 1993/94 as an EU Fellow at the Business School of the
University of Washington in Seattle. He studied law and political science at the
Universities of Hamburg and Berlin and holds a PhD. in law.

Digital Dividend in a Divided Country


David Stevens
Researcher and Research Coordinator at the Interdisciplinary Centre
for Law & ICT of the Faculty of Law at the Katholieke Universiteit
Leuven

His expertise relates to the evolving role of governments and national regulatory
authorities in the telecommunications and media sectors. David is also preparing a PhD
on this matter. He regularly publishes on communications and media law in Belgian, in
European and international journals and is a frequent speaker at national and
international conferences. David is also actively involved in a number of government
advisory bodies in the Belgian media and communications sectors, such as the ‘Advice
Comity for Telecommunication’ where he functions as president since 2006, the ‘Sector
board for media’ and also the ‘Board of Culture, Youth, Sports and Media were he’s
president since one year. These committees are permanent advisory bodies to the
federal Minister for Telecommunications and the Flemish minister for the Media.

Lieven Vermaele

Techical Director European Broadcasting Union

Lieven Vermaele began his career at VRT (the Belgian Public Service Broadcasting),
where he worked on the broadcaster’s digital roadmap with a focus on transmission,
ICT, digital radio and television, new media and innovation projects. In particular, he
played a key role in developing and planning the digital future of VRT and in obtaining
the contacts with the industry, operators and government. After more than six years with
VRT, he moved to Alcatel-Lucent, from where he joined the EBU (European
Broadcasting Union) in September 2007. Lieven Vermaele obtained his “Master of
Science in Engineering” from the University of Gent, and pursued several other post-
graduate courses in finance, new media, management, etc.

Lorelien Hoet

Director Regulatory Affairs, Mobistar and representing GOF


Lorelien Hoet works since 2004 at Mobistar in the position of Director Regulatory
Affairs. In this position, she deals with matters relating inter alia to interconnection,
spectrum, broadband access regulation, competition law, TV, etc. Prior to joining
Mobistar, Lorelien Hoet worked for 7 years as an associate lawyer in different law firms
in Brussels and Sweden, among which Stibbe, WilmerHale, and Hammarskiöld & Co.

Marianne Treschow

General Director National Post & Telecommunications Agency,
Sweden

Marianne Treschow is Director General of the Swedish Post and Telecom Agency since
2004. During 2008 she is also President of the Radio Spectrum Policy Group. Ms.
Treschow came to the Post and Telecom Agency as Director of the Spectrum
Department in 2000. Previously she was Director of the Swedish National Space Board
and Director of the Swedish Research Council. She holds a Doctor Degree in
Philosophy and a Master of Science Degree in Chemistry from Stockholm University.

Peter Anker

Senior Policy Advisor in Frequency Management at the ministery of
Economic Affairs in the Netherlands

Peter Anker is senior policy advisor in Frequency Management at the ministry of
Economic Affairs in the Netherlands. As such, he is actively involved in policy to further
liberalize spectrum usage. He is also a Senior Research Fellow at the section
Economics of Infrastructure of the Technical University in Delft. At the TU, he is
executing PhD research on spectrum management.

How to go for an ether dividend in a
television community dominated by cable?
Erik Dejonghe
Professor at Ghent University, Department of Communications,
Research Group for Media and ICT (MICT – IBBT)
Erik Dejonghe holds an engineering degree in Electronic and Computer Sciences from
the University of Ghent and a Phd in Applied Sciences. Furthermore, he followed the
MBA program at The Vlerick School of Management, the International Senior
Management Program at Harvard Business School and the International Forum
Program of the Wharton School. Erik started his career as researcher at the University
of Gent and in 1974 he became project manager for Siemens NV. In 1982, he joined at
Barco Electronic NV as a Project and Product Manager and member of the
Management Committee, to be appointed General Manager only one year later. After a
successful turnaround, Barco Electronic was quoted on the Brussels Stock Exchange in
1987 and Erik became a Member of the Board in 1988. Barco Electronic and Barco
Industries merged to form Barco NV in 1989. In the new organization, Erik was Senior
Vice President and C.O.O. until May 2001 and remained a Member of the Board until
February 2002.Since 2001, Erik has been active as an independent consultant,
specialized in organizational development and technology assessment. Presently, he is
a Board member of the Vlerick School for Management and Visiting Professor of the
University of Ghent, teaching on the subject of Social Impact of Communication
Technologies. He holds a seat in the Board of several companies. Since April 2003, he
is Chairman of the Board of IPTE, quoted on the Brussels Stock Exchange. Since 2005,
Mr. Dejonghe advises the Flemish Government on the technological and economical
aspects of new communication media.

The EU Commision’s Approach to the Digital Dividend Bernd Langeheine Director ‘Electronic Communications Policy’ in Information Society and Media Directorate-General Bernd Langeheine has been the Director for e-Communications Policy at the European Commission’s Information Society and Media DG since 1 July 2002. Before that he headed the General Policy unit in the European Commission’s DG Competition for three years. From January 1996 to June 1999, he was in charge of the Trade Section in the Washington Delegation of the European Commission. From 1990-1996, Mr Langeheine was a Member of the Commission’s Legal Service and before that, he spent three years as law clerk at the European Court of Justice. From 1983 to 1987, he worked in the Trade Policy Division of the Commission’s DG for External Relations. Mr. Langeheine spent the academic year 1993/94 as an EU Fellow at the Business School of the University of Washington in Seattle. He studied law and political science at the Universities of Hamburg and Berlin and holds a PhD. in law. 4

Digital Dividend in a Divided Country David Stevens Researcher and Research Coordinator at the Interdisciplinary Centre for Law & ICT of the Faculty of Law at the Katholieke Universiteit Leuven His expertise relates to the evolving role of governments and national regulatory authorities in the telecommunications and media sectors. David is also preparing a PhD on this matter. He regularly publishes on communications and media law in Belgian, in European and international journals and is a frequent speaker at national and international conferences. David is also actively involved in a number of government advisory bodies in the Belgian media and communications sectors, such as the ‘Advice Comity for Telecommunication’ where he functions as president since 2006, the ‘Sector board for media’ and also the ‘Board of Culture, Youth, Sports and Media were he’s president since one year. These committees are permanent advisory bodies to the federal Minister for Telecommunications and the Flemish minister for the Media. 5
  • 6. From digital dividend to digital deficit: where is your return? Lieven Vermaele Techical Director European Broadcasting Union Lieven Vermaele began his career at VRT (the Belgian Public Service Broadcasting), where he worked on the broadcaster’s digital roadmap with a focus on transmission, ICT, digital radio and television, new media and innovation projects. In particular, he played a key role in developing and planning the digital future of VRT and in obtaining the contacts with the industry, operators and government. After more than six years with VRT, he moved to Alcatel-Lucent, from where he joined the EBU (European Broadcasting Union) in September 2007. Lieven Vermaele obtained his “Master of Science in Engineering” from the University of Gent, and pursued several other post- graduate courses in finance, new media, management, etc. 6

Mobile applications and socio-economic relevance Lorelien Hoet Director Regulatory Affairs, Mobistar and representing GOF Lorelien Hoet works since 2004 at Mobistar in the position of Director Regulatory Affairs. In this position, she deals with matters relating inter alia to interconnection, spectrum, broadband access regulation, competition law, TV, etc. Prior to joining Mobistar, Lorelien Hoet worked for 7 years as an associate lawyer in different law firms in Brussels and Sweden, among which Stibbe, WilmerHale, and Hammarskiöld & Co. 7

Releasing the potential of the Digital Dividend - the Swedish solution Marianne Treschow General Director National Post & Telecommunications Agency, Sweden Marianne Treschow is Director General of the Swedish Post and Telecom Agency since 2004. During 2008 she is also President of the Radio Spectrum Policy Group. Ms. Treschow came to the Post and Telecom Agency as Director of the Spectrum Department in 2000. Previously she was Director of the Swedish National Space Board and Director of the Swedish Research Council. She holds a Doctor Degree in Philosophy and a Master of Science Degree in Chemistry from Stockholm University. 9

Competition in broadcasting services or between broadcasting and mobile Peter Anker Senior Policy Advisor in Frequency Management at the ministery of Economic Affairs in the Netherlands Peter Anker is senior policy advisor in Frequency Management at the ministry of Economic Affairs in the Netherlands. As such, he is actively involved in policy to further liberalize spectrum usage. He is also a Senior Research Fellow at the section Economics of Infrastructure of the Technical University in Delft. At the TU, he is executing PhD research on spectrum management. 10
  • 11. How to go for an ether dividend in a television community dominated by cable? Erik Dejonghe Professor at Ghent University, Department of Communications, Research Group for Media and ICT (MICT – IBBT) Erik Dejonghe holds an engineering degree in Electronic and Computer Sciences from the University of Ghent and a Phd in Applied Sciences. Furthermore, he followed the MBA program at The Vlerick School of Management, the International Senior Management Program at Harvard Business School and the International Forum Program of the Wharton School. Erik started his career as researcher at the University of Gent and in 1974 he became project manager for Siemens NV. In 1982, he joined at Barco Electronic NV as a Project and Product Manager and member of the Management Committee, to be appointed General Manager only one year later. After a successful turnaround, Barco Electronic was quoted on the Brussels Stock Exchange in 1987 and Erik became a Member of the Board in 1988. Barco Electronic and Barco Industries merged to form Barco NV in 1989. In the new organization, Erik was Senior Vice President and C.O.O. until May 2001 and remained a Member of the Board until February 2002.Since 2001, Erik has been active as an independent consultant, specialized in organizational development and technology assessment. Presently, he is a Board member of the Vlerick School for Management and Visiting Professor of the University of Ghent, teaching on the subject of Social Impact of Communication Technologies. He holds a seat in the Board of several companies. Since April 2003, he is Chairman of the Board of IPTE, quoted on the Brussels Stock Exchange. Since 2005, Mr. Dejonghe advises the Flemish Government on the technological and economical aspects of new communication media. 11
