4. 7th Framework programme
Total budget: over € 50 billion for the period 2007-2013
(with a gradual increase of available resources towards
the end of the programming period)
Support for collaborative and individual research projects,
but also for the development of research skills and
capacity
Funding is allocated through the publication of ‘calls for
proposals’
European added value: trans-national nature

5. 7th Framework Programme
Major building blocks (programmes)

- Ideas (basic research at the frontiers of science)

- Capacities
- Euratom (fusion energy, nuclear fission and radiation

6. 7th Framework programme: cooperation
- By far the largest component
- Research in a number of key thematic areas
- Also includes Joint Technology Initiatives and Joint
Undertakings
- Also coordination of non-community research
programmes (e.g. ERA-net)
- Multidisciplinarity and cross-theme research

- investigator-driven research
- Very flexible
- In any area of science or technology
- Emphasis on cross-disciplinary, emerging and fast-
growing fields
- No obligation of cross-border partnerships

8. 7th Framework Programme: People
- Support for research mobility and career development
(Marie Curie)
- Help build researchers’ skills and competences
- Activities such as initial researcher training, transfer of
knowledge, networking, lifelong training and
development…
- Foster collaboration with research groups outside
Europe

9. 7th Framework programme: Capacities
- Helps strenghten and optimise the knowledge capacities
- Six specific knowledge areas: Research infrastructures,
Research for the Benefit of SMEs, Regions of
knowledge, Research Potential, Science in Society and
Internationale Cooperation activities

10. 7th Framework Programme: funding
schemes
- Collaborative projects: focused research projects, clear
scientific and technological objectives and expected results
- Networks of Excellence: aimed at research organizations that
are willing to combine (part of) their activities
- Coordination and Support Actions: do not cover the research
itself, but the coordination and networking of projects, programmes
and policies
- Individual projects: by individual national or multinational
research teams
- Support for training and career development of
researchers
- Research for the benefit of specific groups, in particular
SMEs

11. Competitiveness and Innovation Framework
Programme
Total budget: over €3.6 billion for the period 2007-2013
It aims at fostering the competitiveness of (existing and
new) European enterprises (main target: SMEs)
Funding is allocated through calls for proposals, but also
through tenders and others types of support.

12. Competitiveness and Innovation Framework
Programme
Major building blocks:
- Entrepreneurship and Innovation Programme (EIP):
facilitates access to finance for SMEs and encourages
investment in innovation activities
- Information Communication Technologies Policy Support
Programme (ICT-PSP): aims to foster innovation and
competitiveness through the wider uptake and best use
of ICT
- Intelligent Energy Europe (IEE): focuses on fostering
energy efficiency and the rational use of energy sources

13. Cohesion policy
Aims to reinforce economic and social cohesion by
redressing the main regional imbalances
Decentralized management and programming
Three objectives:
- Convergence Objective
- Regional Competitiveness and Employment
- European Territorial Cooperation
Three funds:
- ERDF
- Cohesion Fund
- ESF

14. Cohesion policy: Convergence Objective
- Not applicable for Flanders

15. Cohesion Policy: Regional Competitiveness
and Employment Objective
- ERDF: economic development programmes, helping
regions to anticipate and promote economic change
through innovation, promotion of the knowledge society,
entrepreneurship, protection of the environment and the
improvement of their accessibility
- ESF: more and better jobs by adapting the workforce
and by investing in human resources
Budget at disposal of Flanders: € 265 million

16. Cohesion Policy: the European Territorial
Co-operation Objective
- Interreg IV A: cross-border cooperation for neighboring
countries (e.g. Flanders-France)
- Interreg IV B: international cooperation within a
European region (e.g. North western Europe)
- Interreg IV C: international cooperation between
European regions
Applications are made through the Managing Authorities
(do not send them to the Commission)

17. What’s next?

18. It’s all about the money
- Overall European budget is built up by a certain
percentage of the Member States’ Gross National
Income (GNI): for this period 1.23% max
- For the period beyond 2013: less than 1%???
Evil rumors!!!!
This would mean that much less money will be available
in the coming framework programme
- One point of comfort: ICT = important sector
