The Project Server-based application for the effective implementation of  the Pre-conception and Pre-natal Diagnostic Techniques (Prohibition of Sex Selection) Act 1994

Naked Truth  India makes a whopping business of $100 million out of imaging techniques Half million girls are killed every year  There is crime involved violating not one but many laws; the PNDT at 1994, the section 307 IPC (of attempt to murder) , crime of abetment of murder, etc
PNDT Act : Starting Point     The Supreme Court, taking a serious view of the onslaught of sex-selective discriminatory practices by the medical fraternity, and the connection it may have with the use of pre-natal sex determination, directed the Centre to implement the PC & PNDT Act in all its aspects. The order came following a public interest petition filed by the centre for the Enquiry of Health and Allied Themes (CEHAT), the Mahila Sarvangeen Utkarsh Mandal (MASUM) and Dr. Sabu George, who had done extensive research in this area.
PC & PNDT ACT How it works
Stage 1 Registration of Genetic Counselling Centre, Genetic Laboratory and Genetic Clinic    An application for registration shall be made to the Appropriate Authority, in duplicate, in Form A, duly accompanied by an Affidavit containing- the details of the centre and certified personnel
Stage 2 Approval :    Having regard to the advice of the Advisory Committee the Appropriate Authority shall grant a certificate of registration, in duplicate, in Form B to the applicant. One copy of the certificate of registration shall be displayed by the registered Genetic Counselling Centre, Genetic Laboratory, Genetic Clinic, Ultrasound Clinic or Imaging Centre at a conspicuous place at its place of business
Stage 3 Maintenance and preservation of records: Every Genetic Counselling Centre, Genetic Laboratory, Genetic Clinic, Ultrasound Clinic and Imaging Centre has to maintain every details for two years. And have to submit all the details such as two-page form, images, declaration by the doctor and patient
PNDT : Modus Operandi Report Report Cross Checking
Let’s Assume..   There are not less than 25 scanning centres in Calicut city and the averages scanning per day at a single centre is 15.
That Means... Average scannings per month : 9375    As per the act, a multi-page report of nearly 10,000 scannings will rush into the DMO office at the end of every month Repetition is still a possibility as one patient can go to different centres
Theory of Impossibility And moreover, to track the child mortality, the data has to be re-opened and cross check with the birth registration details at the corporation office after a few months.        So, as a whole, the possibility of proper implementation of the act using the current procedure is very low
The Remedy Indiaultrasound  introducing..  A server-based  system To reduce the paper works, we suggest, all the scanning centres registered under PNDT act can be connected via Digital Imaging and Communications in Medicine (DICOM) technology or via regular internet connection, so that a server in the DMO office can save all the necessary details while the scanning is being performed. 
Stage 1: Setting up of a server at DMO office... PS:Canbe placed with the help of National Informatics Centre
Stage 2: All the scanning centres registered under PNDT act can be connected to this server via DICOMor net connection (later if we can make DICOMmandatory for all scanning machines, like what is the case in the US, it is easy)    All the details inserting at the scanning centre will automatically come to the server at the DMO office.
Stage 3:    A software that can save and register all the data can be programmed and installed at the server in the DMO office. These files can be saved for two years, so that we can cross check the details at any given time.

Advantages Auto recording of all scanned patient data Unique patient ID to avoid repetition that occurs via scanning at different centres Less paper work Easy comparison of records with data in the centres and stored in the server Easy crosschecking with birth registration at the corporation
Advantages Easy to find out faulty users Easy to transfer reports between Authentic    Authority (district, state and national) Less chance of missing reports/ data Better data back up Easy to search and re-check at any point of time  PS: With the computerisation of the corporations and village   office getting pace, the cross checking also will be simple and can be done at any time
Is it possible?  Yes... We, indiaultrasound, ready to take the first step in setting up the system at Kozhikode Corporation in an experimental basis, with the help of district administration, and district medical officers with no profit motive and ready to handover the same to government after proving its success
Requirements: Authentication from PNDT authorities Authentication from District administration Technical students to connect scanning centres with the server  Facilities to place the server in the DMO office And obviously funding from PNDT. And with the authority using NGO for the implementation of the act already, it can be possible

PNDT Act : Starting Point The Supreme Court, taking a serious view of the onslaught of sex-selective discriminatory practices by the medical fraternity, and the connection it may have with the use of pre-natal sex determination, directed the Centre to implement the PC & PNDT Act in all its aspects. The order came following a public interest petition filed by the centre for the Enquiry of Health and Allied Themes (CEHAT), the Mahila Sarvangeen Utkarsh Mandal (MASUM) and Dr. Sabu George, who had done extensive research in this area.
  • 6. PC & PNDT ACT How it works
  • 7. Stage 1 Registration of Genetic Counselling Centre, Genetic Laboratory and Genetic Clinic An application for registration shall be made to the Appropriate Authority, in duplicate, in Form A, duly accompanied by an Affidavit containing- the details of the centre and certified personnel
  • 8. Stage 2 Approval : Having regard to the advice of the Advisory Committee the Appropriate Authority shall grant a certificate of registration, in duplicate, in Form B to the applicant. One copy of the certificate of registration shall be displayed by the registered Genetic Counselling Centre, Genetic Laboratory, Genetic Clinic, Ultrasound Clinic or Imaging Centre at a conspicuous place at its place of business

Stage 3 Maintenance and preservation of records: Every Genetic Counselling Centre, Genetic Laboratory, Genetic Clinic, Ultrasound Clinic and Imaging Centre has to maintain every details for two years. And have to submit all the details such as two-page form, images, declaration by the doctor and patient
  • 10. PNDT : Modus Operandi Report Report Cross Checking
  • 11. Let’s Assume.. There are not less than 25 scanning centres in Calicut city and the averages scanning per day at a single centre is 15.
  • 12. That Means... Average scannings per month : 9375 As per the act, a multi-page report of nearly 10,000 scannings will rush into the DMO office at the end of every month Repetition is still a possibility as one patient can go to different centres
  • 13. Theory of Impossibility And moreover, to track the child mortality, the data has to be re-opened and cross check with the birth registration details at the corporation office after a few months.   So, as a whole, the possibility of proper implementation of the act using the current procedure is very low
  • 14. The Remedy Indiaultrasound introducing.. A server-based system To reduce the paper works, we suggest, all the scanning centres registered under PNDT act can be connected via Digital Imaging and Communications in Medicine (DICOM) technology or via regular internet connection, so that a server in the DMO office can save all the necessary details while the scanning is being performed. 
  • 15. Stage 1: Setting up of a server at DMO office... PS:Canbe placed with the help of National Informatics Centre
  • 16. Stage 2: All the scanning centres registered under PNDT act can be connected to this server via DICOMor net connection (later if we can make DICOMmandatory for all scanning machines, like what is the case in the US, it is easy) All the details inserting at the scanning centre will automatically come to the server at the DMO office.
  • 17. Stage 3: A software that can save and register all the data can be programmed and installed at the server in the DMO office. These files can be saved for two years, so that we can cross check the details at any given time.

Advantages Auto recording of all scanned patient data Unique patient ID to avoid repetition that occurs via scanning at different centres Less paper work Easy comparison of records with data in the centres and stored in the server Easy crosschecking with birth registration at the corporation

Advantages Easy to find out faulty users Easy to transfer reports between Authentic Authority (district, state and national) Less chance of missing reports/ data Better data back up Easy to search and re-check at any point of time  PS: With the computerisation of the corporations and village office getting pace, the cross checking also will be simple and can be done at any time
  • 21. Is it possible?  Yes... We, indiaultrasound, ready to take the first step in setting up the system at Kozhikode Corporation in an experimental basis, with the help of district administration, and district medical officers with no profit motive and ready to handover the same to government after proving its success
  • 22. Requirements: Authentication from PNDT authorities Authentication from District administration Technical students to connect scanning centres with the server Facilities to place the server in the DMO office And obviously funding from PNDT. And with the authority using NGO for the implementation of the act already, it can be possible
