Having selfless leaders willing to
put the country’s interest ahead of
their own is critical in maintaining
peace.
Thiswasthemessagedelivered
to delegates including religious
and youth leaders and delegates
from Central African Republic and
South Sudan, who are meeting at a
peace conference in Kigali.
The two-day conference,
organised by Faith-based
organisations, Rwanda Youth
Action Network, Rwanda Civil
Society Platform and Aegis Trust,
brings together religious leaders
from CAR and youth leaders from
South Sudan, as well as their
Rwandan counterparts.
The delegation from CAR
comprises both Christian and
Muslim leaders, a welcome gesture
considering that the conflict that
has devastated the country mainly
pits Christian against Muslim
militias.
Notable among the CAR
delegation include Archbishop
Dieudonne Nzapalainga, the
leader of the Catholic Church in
the capital Bangui; Rev. Nicolas
Guerekoyame Gbangou, the leader
of the Evangelical Alliance; and
Imam Omar Kobin Layama, the
leader of the Islamic community.

Local industrialists have been
urged to enhance their production

advantage of the 150 million strong
East African Community (EAC) market.
Amb. Valentine Rugwabiza, the
East African Community Affairs
Minister, said manufacturers should
embrace new technologies to boost
productivity and improve product
quality to benefit from the huge
opportunities presented by the EAC
market.
“You should no longer focus on the
small Rwandan market of about 12
million people, but the bigger EAC bloc.
That’s why it is important for you to
embrace new technologies to increase
productivity and provide goods and
services at affordable price,” she said.

She said regional governments
would continue to improve business

investors and ease cost doing trade.
“We will spare no effort in deepening
regional integration because we
understand that removal of trade
barriers is key to ensuring economic
sustainability of the region,” Rugwabiza
said.
“I, therefore, appeal to the private
sector to participate in fast-tracking of
regional integration by producing for the
EAC market and getting involved in all
its other activities.”
She said besides ensuring that
all trade barriers are eliminated, the
EAC partner states want to further
ease movement of people, services
and goods across the region, “but we
seek close collaboration of the private
sector”.
Felicite Nyampundu, a senior
training officer at the Business
Professionals Network Rwanda, also
urged the private sector to work with the
government and support regional efforts
into fast-tracking the EAC integration,
arguing that the business community
may not achieve much from the EAC
integration if they don’t get fully involved.
“You have to be at the centre of the
whole process to benefit. After all, you
are one of the biggest shareholders,”
Nyampundu noted.

Construction of Rwf4.5bn Musanze
market begins
P
ublic-private partnership is
the way to go if the country
is to achieve its economic
development aspirations outlined
in Vision 2020, according to the
Minister for Trade and Industry,
François Kanimba.
Kanimba was speaking at the
launch of construction activities
of a multi-billion modern market
in Musanze District.
The four-storey complex will
be constructed by Kodukumu,
a local cooperative at the tune
of Rwf4.5 billion, according
to Raymond Niyonzima, the
cooperative president.
minister Francis Kaboneka said
Rwanda was proof that good
leadership can bring lasting peace.
“Going by our experience,
we can confirm that leadership
can destroy or develop any
country. The role of leadership
is paramount in setting, guiding
and promoting the shared vision,
ethics and national values among
the people,” Kabokeka said.
“Whether religious, military,
civil society, you need to have
leadership values, you need to lead
people with dignity and passion;
you must be ready to inspire
people before you inspire yourself.”
Kaboneka asked the delegates
to take lessons from the various
Genocide memorials in the country
they visited to see the magnitude
and impacts of a genocide ideology.
He also called on the youth in
thetwocountriestobeactivepeace
ambassadors and refuse to be
influenced by the older generation
who may want to mislead them to
engage in committing atrocities,
saying they had a big opportunity
to restore stability.
He said Rwanda would stand in
solidarity with the two countries
in their efforts to achieve lasting
peace.
Identifying the reasons for
most African conflicts, Monsignor
Smaragde Mbonyintege, the
bishop of the Catholic Diocese of
Kabgayi and spokersperson of the
Catholic Church in Rwanda, said
most times the causes of atrocities
narrowed down to foreign actors
with vested interests, selfish
ambitions of warlords, and
ignorance of citizens making them
easy to manipulate.
“If we want to live in peace and
ensure stability, we are supposed
to find solutions to the root causes
of conflict,” the bishop said.
The Mufti of Rwanda, Sheikh
Ibrahim Kayitare, who is the
coordinator of the initiative, said
part of the reasons Rwanda was
involved in the intervention in
the ongoing conflicts is because
of the strong belief of the role of
the international community in
ending atrocities.
“It doesn’t mean that these
two countries have to wait for
foreigners to bring peace to them.
Like in the case of Rwanda, it is
possible to achieve peace and
reconcile and integrate their
communities,” he said.
Dr Diogene Bideri, a senior
research consultant at the National
Commission for the Fight against
Genocide, said lasting stability can
be achieved by ensuring security
and equal resource distribution.
Tinna Aring, a youth
representative from South Sudan,
said the conference had provided
a chance for her and other
participants to see the end-term
impacts of full-blown atrocities.
“Theyouthandreligiousleaders
have the biggest opportunities to
see an end to the atrocities,” Aring
said.

It will have an underground
floor that will serve as parking
lot with capacity to accommodate
at least 70 vehicles and stores
where businesses will keep their
merchandise.
The facility will also provide
room for commercial banks,
supermarkets, pharmacies,
among other facilities, according
to cooperative members.
Kanimba said the project will
benefit not only the members but
also the entire district and the
country at large.
“This shows a change in
mindset on the part of the private
sector. It also shows that we are
all working together for national
development,” Kanimba said.
The cooperative is made
up of over 100 businesses with
individual share capital ranges
between Rwf2 million and 15
million.
Kanimba challenged local
leaders to support the private
sector, adding that in some cases
investors find it difficult to do
business.
He urged businesses in
Musanze to consider investing in
more projects so as to explore the
potential of district.
Niyonzima said the
cooperative embarked on the
market project after realising
that the old one was nolonger
appropriate.
He thanked the district for
providing the plot where the
market is being constructed,
saying it will help them boost
their financial status as well as
help the district generate more
revenues through taxes.
The construction works will
last for two years.
Currently businesses that
previously operated from the
market are temporally operating
from the Musanze Taxi Park as
they await the completion for the
modern market.

A
ssociation of Southern
African Travel Agents issued
the following statement in
response to joint statement by the
Department of Home Affairs and
Department of Tourism:
It is with growing concern
that ASATA took note of the
recently released joint press
statement that was issued on 31
July by the Ministers of Tourism
and Home Affairs, confirming an
implementation date of 1 October,
despite acknowledging short falls
in the ability of Home Affairs
to meet their own objectives
regarding various amendments to
the Immigration Act.
On behalf of its members and
South African travellers, who
are now required to apply for
unabridged birth certificates to
travel internationally with their
children under the age of 18,
ASATA has repeatedly asked Home
Affairs Minister Malusi Gigaba to
consider a 12-month deferment of
the implantation date and to meet
with industry bodies to discuss the
impact that this will have on our
sectors.

The 53-year-old Kamoun is
the first Muslim to serve as Prime
Minister in the CAR since it gained
independence from France in 1960.
An expert in finance, Kamoun
was the Director General of the
treasury under former President
Francois Bozize, in power from
2003 to March 2013.
Together with Samba-Panza,
who is a Christian, Kamoun faces
the challenging task of executing a
subtle political transition intended
at ending the deadly sectarian
violence.
The latest turbulence began
in March 2013, when the mainly
Muslim Seleka rebel coalition

He stepped down in January under

a request for assistance in
clarifying some of the concerns
raised, e.g. “travellers departing

will they (the child) require an
unabridged birth certificate?” has
been sent to relevant Home Affairs
representatives three weeks ago,
to which we have yet to receive a

Although the Department of
Home Affairs has stated a turn-
around time of four to eight weeks
to issue a new unabridged birth
certificate, practice suggests these
timelines are closer to between
four and six months, depending on
which Home Affairs office to apply
too.
This and the lack of a clear
communication have created a lot
of confusion in our industry and
for our clients, who are turning to
us to assist in providing clarity.

The Government of Rwanda is
committed to enhancing technology use
in agriculture to accelerate economic
development.
Prime Minister Anastase Murekezi
made the disclosure while addressing
local leaders and other stakeholders in
Eastern Province.
The premier, who was accompanied
by the Minister for Agriculture, Geraldine
Mukeshimana, and State minister for
Social Affairs Alvera Mukabaramba, was
touring irrigation schemes in Kayonza
and Kirehe districts.
He visited a modern farm under
irrigation farming in Ndego Sector,
Kayonza District, which has been under
production for nine months.
The modern farm has seen maize
and soya growing flourish and the
potential is promising.
The farm belongs to Bralirwa and
Minimex Corporate Company (Bramin),
a joint venture Bralirwa and Heineken
Group brewery of Rwanda.
Minimez is the leading maize milling
company in the country.
“Agriculture technology is a priority.
It offers maximum and sustainable
production of cereal crops like maize,
beans and soya,” PM Murekezi said.
“The irrigation scheme’s activities are
commendable. It is interesting to apply
machinery like combine harvesters.”
The premier said irrigation would
help maximise the proper utilisation of
natural resources.
“We must make good use of the
water sources around. This, coupled
forces who frightened Muslims in
retaliation attacks.
Thousands died and around a
quarter of the country's 4.5 million
population were evacuated in the
conflict.
Representatives of the Seleka
coalition and anti-balaka forces
signed a tentative cease-fire at
talks in neighboring Congo in
July. Following the talks, the
government of Prime Minister
Andre Nzapayeke resigned in a
government reshuffle.
On December 5, France
attacked its former colony after the
United Nations Security Council
implemented a resolution giving
the African Union and France the
go-ahead to send troops to the
country.
In March 2014, UN

Valerie Amos said almost all of
more than 100,000 Muslims once
residing in the capital, Bangui, had
fled the violence perpetrated by
the armed Christians.
with use of high level machinery, will
certainly boost agriculture,” he said.
Investing in Irrigation
According to the company
managers, the total investment in the
scheme amounts to Rwf2 billion.
The investment cost per hectare for
irrigation equipment is $3,694.
Brahim intends to invest Rwf441
million to bring the farm to full irrigable
potential land of 452 hectares.
Earlier in the day, Murekezi visited
irrigation schemes in Nasho Sector in
Kirehe District, where he challenged
agronomists and technicians to be
more systematic in the farming.
“Land consolidation would make
more sense if you utilised the land in a
more organised way. Don’t scatter your
activities. I wouldn’t mind having 100
hectares in one area as opposed 300
that are fragmented,” Murekezi said.
The premier urged local leaders to
ensure that agriculture production is not
limited to some seasons.
“With agriculture we expect
production to be the same throughout
the year,” he said.
The farm owners, however,
expressed concern about the absence
of electricity on the farm that leads to
high costs of running irrigation system.
The Japanese government last
week agreed to give Rwanda a financial
grant worth $15 million (about Rwf10
billion), to develop an irrigation scheme
in Ngoma District.

certificate as an additional travel
document. Our extensive research
has shown that no other country
in the world has implemented a
similar requirement.
In light of this, we question
the effectiveness of this new
requirement in meeting the Home
Affairs’ objective to reduce child
trafficking. A birth certificate is
not a recognised travel document
anywhere in the world; passports
and visas serve that purpose, with
the necessary process behind
acquiring one to ensure that it is
fit for that purpose.
Furthermore, we must
ask that such an onerous new
administrative regulation have
an appropriate lead in time
and a structured and collective
consultative process with the
travel and airline industries to
avoid the inevitable confusion
the premature implementation of
said new rules will cause to the
travelling public and our industry
at large.
We therefore re-assert our
call for a 12-month grace period
in order to ensure minimal
short-term disruption to our
industry whilst maintaining the
Department of Home Affairs
objectives.

Hope Orphanage at Gomoa Fetteh in the
Central Region.
The presentation marked the end of
a successful Customer Experience Week,
which saw the Managing Director of
Airtel and senior members of staff serving
customers at its customer touch points.
Mr. Asare, Managing Director at the
Village said: 'We are extremely grateful
to Airtel Ghana for thinking about this
orphanage.
The cash and other items will go a
long way in easing the financial burden
that the orphanage goes through on a
daily basis.'
Yacoba Amuah, Customer Experience
Director at Airtel Ghana, said that
Airtel Ghana was proud to support the
orphanage and grateful to the guardians
of the children who were making a
difference in their lives through mentoring.
The donation forms part of Airtel
Ghana's internal CSR staff driven
campaign called Make a Difference Day.
The initiative encourages its
employees to get involved in their
local communities by identifying and
supporting sustainable projects within
their communities or lending a hand
towards a charity project, which they are
passionate about.
Make a Difference Day (MADD)
offers a platform for staff to engage in
sustainable CSR in the communities,
where they live while inspiring hope and
enhancing people's quality of life. The
Village of Hope cares for 260 children
(Orphans and destitutes), with 34 in

I
n the course of past decade, Africa has been a place
to some of the fastest-growing markets in the world,
constructing an outsized window of prospect
for the expansion of the pharmaceutical sector. The
mounting statistics of Africans with noteworthy
disposable income and spending power, the robust
demographic dynamics, counting fast urbanization,
firm economic growth in most parts of the continent,
and developed infrastructure in both rural and urban
areas are all budding drivers of Africa’s pharmaceutical
boom.
By 2016, pharmaceutical expenditure in Africa
is projected to arrive at US$30 billion. This value is
pressed by a 10.6% compound annual growth rate
(CAGR) through 2016, second only to Asia Pacific
(12.5%) and in line with Latin America (10.5%)
during this period. Incited by merging of demographic
changes, augmented wealth and healthcare investment,
and increasing call for drugs to treat chronic diseases,
this market potentially signifies a US$45 billion
opportunity by 2020. The pharmaceutical evolution
is a replication of economic strength accompanied by
increasing healthcare spending.
Most of the major pharmaceutical MNCs have
had an occurrence in Africa for a number of years.
Among the first companies (or precursors of today’s
companies) to enter the continent were Abbott
(South Africa, 1930s), Sanofi-Aventis (Morocco, 1953),
Novartis (Egypt, 1962), Pfizer (Morocco, 1963) and
GSK (Nigeria, 1971). MNCs have mainly concentrated
on, and prospered in marketing, branded ground-
breaking and generics drugs to the private sector
in urban areas. Products have normally directed
in-demand therapy areas, such as vaccines, anti-
infective and anti-diabetics, with sales mostly focused
in Northern and South Africa.
The intensifying attendance of Asian
manufacturers in Africa has also discovered the
percentage of pharmaceuticals being imported from
India and China more than double in value terms in
recent years. Indian and Chinese manufacturers have
benefitted market share mainly through competitive
prices and concurrently targeting different markets in
the generics space.
Certainly, Indian pharmaceutical companies are the
largest suppliers of generic medicine worldwide- the
Indian government’s denial to spot certain big pharma
patents permits firms to produce generic drugs at
super low costs with which other countries cannot
compete. These low-cost generic drugs are impeccable
for markets in developing countries, which entail
healthcare amenities that are as cost-competitive as
conceivable in order to maximize the percentage of
their populations that can afford these drugs.
For example, leading Indian players, such as
Cipla, Ranbaxy, the Serum Institute and Dr. Reddy’s,
have strong market presence, particularly in East
Africa. In these predominantly Anglophone markets,
Indian companies have a standing for integrating local
talent into their operations and are known for the
quality of their medicines, with many having achieved
World Health Organization (WHO) pre-qualification.
While they are best known for selling affordable HIV
medicines in Africa, they are rapidly broadening their
medicine range across therapy areas.
The reality of the matter is, however, that there is
no end to the persistence from global pharmaceutical

companies wanting to extend the duration of market
exclusivity on their brand-name drugs to prevent
competition from generics. Private companies are
pushing to patent every slight alteration of a drug
that might instead be sold as a generic; a move that
could potentially send their profit margins (and,
consequently, drug prices) through the roof.
Dependence upon cheap Indian generic
drugs is not a long-term solution to Africa’s drug
shortage problem. It is not feasible that an entire
continent should put itself totally at the whims of
foreign companies and governments – to reduce
any risk associated with this dependence, it is
absolutely imperative that Africa produce its own
pharmaceutical drugs.
Interestingly, the success of local pharmaceutical
companies is frequently contingent on their ability
to attract MNCs into research and development
(R&D) licensing arrangements, a strategy which
endorses their production capabilities. Local
companies in South and Northern Africa have been
leaders in their domestic markets.
For example, Aspen (South Africa), Adcock
Ingram (South Africa), EIPICO (Egypt), Saidal
(Algeria) and Cipla Medpro (South Africa) have
combined licensed originator brands and their own
branded generic products. Aspen is now Africa’s
largest domestic pharmaceutical company with
a robust reputation for quality products. Aspen’s
maturity in the domestic market resulted from a
strong partnership with GSK which encompassed
product licensing arrangements as well as skills
and equity transfer. Cipla Medpro, a local company
in South Africa, is the third largest pharmaceutical
company in South Africa by value and is expanding
to Botswana and Namibia.
While success stories of local industry players
exist, the majority have scrambled to enter for
two reasons. Firstly, the high costs of active
pharmaceutical ingredients (APIs) in Africa has
left most incapable to compete on price with Asian
generic manufacturers and unable to access the
most in-demand therapy areas. Secondly, domestic
manufacturers have struggled to implement good
manufacturing practices (GMP) and ensure quality
production. As a result, few companies have WHO
pre- qualification status.
The key features sustaining a successful market
strategy in Africa are analogous to those elsewhere
in the world: choice of location, operational strategy
and portfolio selection. Firstly, to really fulfill
pharmaceutical opportunity potential, a strategy
needs to be tailored for different areas within a large,
heterogeneous market.
Secondly, contrasting to Western markets, most
African markets have promising market access
capabilities. This is largely demonstrated in the
hurdles companies must overcome when registering,
pricing and distributing their product (e.g., path to
market) and in ensuring their product is available
and usable by the patient (e.g., path to patient).
Finally, African markets are still poorly
interpreted: statistics on medicine consumption is
not methodically composed, ensuing in disjointed
and sporadic data. Therefore, market companies
need to work with local partners to fortify and
leverage data collection to apprise the opportunity.
The African continent
is sitting on a veritable non-
communicable diseases time
bomb with cardiovascular
diseases, diabetes, obesity,
cancer and smoking-
related illnesses becoming
increasingly prevalent. There
is a huge unmet medical need
on the continent, and Rwanda
is no different.
The MIC has been looking
at the health sector for a
number of years, with a view to
invest in a growing sector that is
of national strategic importance.
We believe Ascendis and its
management team are a good
fit with the company's own
criteria for investing and look
forward to a long and mutually
beneficial relationship with
Ascendis and C2C.
Is it feasible to totally rely at
the whims of foreign companies?

Planning to build
more than 300
clinics across Ghana
Accra, Ghana, and Sioux falls, South
dakota, USA - Honorable Kwaku
Agyemang-Manu, Ghana’s minister
of health, and Kelby Krabbenhoft,
president and CEO of Sanford Health,
jointly announced the Ministry of Health
and Sanford have joined together in
a public-private partnership to bring
health care to millions of additional
people across Ghana.
This new relationship is intended
to assist the Ghanaian government
in improving maternity care and
reducing the infant mortality rate.
This new agreement will give Sanford
International Clinics the opportunity
to add more than 300 clinics in Ghana
by 2020 and is expected to serve 4.5
million patients annually over the same
time period.
"It's encouraging to see the positive
contributions that Sanford is committed
to making with our health care system
to complement the public sector," said
Dr. Ebenezer Appiah-Denkyira, director
general of Ghana Health Services.
The main focus of the public-private
partnership is to improve access in peri-
urban and rural areas and allow patients
to access primary care services closer
to home.
Kojo Taylor, president of Sanford
International Clinic-Ghana, believes this
new relationship will make a significant
impact.
"Much of the rural population in
Ghana does not have access to basic
care,” said Taylor. “The addition of these
clinics will greatly change the scope of
health care across the nation. Thousands
of families will no longer be forced to
travel for basic services."
Sanford International Clinics first
formed a relationship with the Ghana
Ministry of Health when it opened a
clinic in Cape Coast in January 2012.
Since that time, Sanford has opened
four additional clinics in Mankessim,
Kasoa, Kojokrom and Adenta. Sanford
clinics have treated more than 180,000
patients in Ghana.
“Our work with the Ministry of
Health has the potential to create
thousands of clinics in Ghana,” said Jim
Slack, Sanford Health vice president
of Sanford International Clinics. “It
is our intent to give the people of
Ghana greater access to physicians
and health care services, and we are
most appreciative of the good working
relationship we have with the minister
of health."

Owner / Publisher / Editor: Mr. Kirit Sobti from 3rd Floor, Plot No. 3, Block PSP-IV, Service Centre Opp. Sector-11 (Extn.), Rohini, Delhi-85
Printed at LIPEE SCAN PVT. LTD. 89 DSIDC SHED Okhala Phase 1, New Delhi
What is the vision and mission
statement of the Seychelles
Chambers of Commerce and
Industry?
The chamber’s sole focus is on
developing and treasuring Seychelles
economic society and adhering to
policies in regard to equal distribution
of wealth among the population
enabling everyone to taste the pie. Thus,
as a chain of commerce we assist big
and small entrepreneurs supporting
them to mark their foothold in the race
of competitive market of Seychelles.
How do you wish to promote the
services of chamber worldwide?
No doubt, the chamber is delineated
with roles and responsibilities making
it a center of contact to the business
world. Our sole focus is to promote
Seychelles’ business environment
among our member businessmen
along with other chambers inside and
outside. Further, to mark regularity
and development in commerce, we
have signed various Memorandum of
Understanding (MoU) with distinct
chambers around the world as we
believe that new and established
businesses must prosper.
The efficacy of incentives is usually
considered as an important
determinant for attracting FDI in a
country.
We bestow our foreign investors
with free zone, thus facilitating
investors to set up operations in the
country and get tax incentives of the
free zone i.e. zero corporate tax. We
don’t have any foreign exchange
restrictions, providing investors the
freedom to get in and out of Seychelles
anytime desired.
What are the specific benefits being
provided by the Chamber to its
members?
We organize training sessions and
seminars for our members. We believe
in empowerment of businessmen so
as to benefit them and the country. We
have numerous tie-ups with companies
to whom we provide special discounts.
Not to mention, the Chamber acts as
a lobby among the government and
private sector; benefitting the economy
by being at middle ground level.
Would you like to highlight the
specific sectors in which you seek to
have foreign investments?
Our President H.E. Mr. James
Michel has always put into limelight
the concept of ‘Blue Economy’ as we
are being surrounded by sea thus
accrediting us with lot of investments
and opportunities in the fishery sector.
The fishery sector is being enhanced
with fishing fields and value adding
fish processing plants thus getting real
money into Seychelles.
How about the financial stability of
the country?
Seychelles is a very stable country,
although we faced some problems in
2008. Today, we are proud to share
with you that IMF is inviting Seychelles
all over the world, as an example for
other countries who are going through
financial difficulties, to talk to them and
share our experience. So I can say that
Seychelles today is ready, and this is
due to the fact that the government has
regular dialogues with private sector.
What would be your last call for the
Indian private Sector?
Do not look at the size of Seychelles
but look at opportunities that are within
Africa. Come to Seychelles look at the
markets, analyze, come and do business.
Seychelles well designated as another world and a paradise on earth possess in its kitty a pool
of investment opportunities. Stable country, fruitful fishery sector, expanding economy and terrific
tourism are the various assets of the country that attract foreign investors from all over the world. In
an exclusive interview to Indo Africa Times, Mr. Marco Francis, Chairman of Seychelles Chamber
of Commerce Industry limelighted the earnest endeavours of the chamber highlighting the
opportune opportunities, large markets and Seychelles booming business environment.
We don’t have any foreign exchange restrictions

  • 2. Wassupafrica02 Having selfless leaders willing to put the country’s interest ahead of their own is critical in maintaining peace. Thiswasthemessagedelivered to delegates including religious and youth leaders and delegates from Central African Republic and South Sudan, who are meeting at a peace conference in Kigali. The two-day conference, organised by Faith-based organisations, Rwanda Youth Action Network, Rwanda Civil Society Platform and Aegis Trust, brings together religious leaders from CAR and youth leaders from South Sudan, as well as their Rwandan counterparts. The delegation from CAR comprises both Christian and Muslim leaders, a welcome gesture considering that the conflict that has devastated the country mainly pits Christian against Muslim militias. Notable among the CAR delegation include Archbishop Dieudonne Nzapalainga, the leader of the Catholic Church in the capital Bangui; Rev. Nicolas Guerekoyame Gbangou, the leader of the Evangelical Alliance; and Imam Omar Kobin Layama, the leader of the Islamic community. Speaking at the opening of the conference, Local Government Private sector urged to focus on EAC market Made in Rwanda Limited’s Scorpio Ramazani Kourey receives the third- best exhibitor award from Amb Rugwabiza at the closure of the 17th Rwanda International Trade Fair. Local industrialists have been urged to enhance their production capacity and quality to take full advantage of the 150 million strong East African Community (EAC) market. Amb. Valentine Rugwabiza, the East African Community Affairs Minister, said manufacturers should embrace new technologies to boost productivity and improve product quality to benefit from the huge opportunities presented by the EAC market. “You should no longer focus on the small Rwandan market of about 12 million people, but the bigger EAC bloc. That’s why it is important for you to embrace new technologies to increase productivity and provide goods and services at affordable price,” she said. Rugwabiza was speaking at the closure of the 17th Rwanda Kigali conference seeks peace for Central African Republic, S. Sudan International Trade Fair at the Gikondo Show Grounds in Kicukiro District. She said regional governments would continue to improve business environment in the bloc to attract more investors and ease cost doing trade. “We will spare no effort in deepening regional integration because we understand that removal of trade barriers is key to ensuring economic sustainability of the region,” Rugwabiza said. “I, therefore, appeal to the private sector to participate in fast-tracking of regional integration by producing for the EAC market and getting involved in all its other activities.” She said besides ensuring that all trade barriers are eliminated, the EAC partner states want to further ease movement of people, services and goods across the region, “but we seek close collaboration of the private sector”. Felicite Nyampundu, a senior training officer at the Business Professionals Network Rwanda, also urged the private sector to work with the government and support regional efforts into fast-tracking the EAC integration, arguing that the business community may not achieve much from the EAC integration if they don’t get fully involved. “You have to be at the centre of the whole process to benefit. After all, you are one of the biggest shareholders,” Nyampundu noted. New Times Construction of Rwf4.5bn Musanze market begins P ublic-private partnership is the way to go if the country is to achieve its economic development aspirations outlined in Vision 2020, according to the Minister for Trade and Industry, François Kanimba. Kanimba was speaking at the launch of construction activities of a multi-billion modern market in Musanze District. The four-storey complex will be constructed by Kodukumu, a local cooperative at the tune of Rwf4.5 billion, according to Raymond Niyonzima, the cooperative president. minister Francis Kaboneka said Rwanda was proof that good leadership can bring lasting peace. “Going by our experience, we can confirm that leadership can destroy or develop any country. The role of leadership is paramount in setting, guiding and promoting the shared vision, ethics and national values among the people,” Kabokeka said. “Whether religious, military, civil society, you need to have leadership values, you need to lead people with dignity and passion; you must be ready to inspire people before you inspire yourself.” Kaboneka asked the delegates to take lessons from the various Genocide memorials in the country they visited to see the magnitude and impacts of a genocide ideology. He also called on the youth in thetwocountriestobeactivepeace ambassadors and refuse to be influenced by the older generation who may want to mislead them to engage in committing atrocities, saying they had a big opportunity to restore stability. He said Rwanda would stand in solidarity with the two countries in their efforts to achieve lasting peace. Identifying the reasons for most African conflicts, Monsignor Smaragde Mbonyintege, the bishop of the Catholic Diocese of Kabgayi and spokersperson of the Catholic Church in Rwanda, said most times the causes of atrocities narrowed down to foreign actors with vested interests, selfish ambitions of warlords, and ignorance of citizens making them easy to manipulate. “If we want to live in peace and ensure stability, we are supposed to find solutions to the root causes of conflict,” the bishop said. The Mufti of Rwanda, Sheikh Ibrahim Kayitare, who is the coordinator of the initiative, said part of the reasons Rwanda was involved in the intervention in the ongoing conflicts is because of the strong belief of the role of the international community in ending atrocities. “It doesn’t mean that these two countries have to wait for foreigners to bring peace to them. Like in the case of Rwanda, it is possible to achieve peace and reconcile and integrate their communities,” he said. Dr Diogene Bideri, a senior research consultant at the National Commission for the Fight against Genocide, said lasting stability can be achieved by ensuring security and equal resource distribution. Tinna Aring, a youth representative from South Sudan, said the conference had provided a chance for her and other participants to see the end-term impacts of full-blown atrocities. “Theyouthandreligiousleaders have the biggest opportunities to see an end to the atrocities,” Aring said. Under the supervision of regional bloc, Igad peace talks between South Sudan’s government and rebels resumed in the Ethiopian capital, Addis Ababa, earlier this week with August 10 as the deadline to agree on a transitional government. New Times It will have an underground floor that will serve as parking lot with capacity to accommodate at least 70 vehicles and stores where businesses will keep their merchandise. The facility will also provide room for commercial banks, supermarkets, pharmacies, among other facilities, according to cooperative members. Kanimba said the project will benefit not only the members but also the entire district and the country at large. “This shows a change in mindset on the part of the private sector. It also shows that we are all working together for national development,” Kanimba said. The cooperative is made up of over 100 businesses with individual share capital ranges between Rwf2 million and 15 million. Kanimba challenged local leaders to support the private sector, adding that in some cases investors find it difficult to do business. He urged businesses in Musanze to consider investing in more projects so as to explore the potential of district. Niyonzima said the cooperative embarked on the market project after realising that the old one was nolonger appropriate. He thanked the district for providing the plot where the market is being constructed, saying it will help them boost their financial status as well as help the district generate more revenues through taxes. The construction works will last for two years. Currently businesses that previously operated from the market are temporally operating from the Musanze Taxi Park as they await the completion for the modern market. MONDAY | AUGUST 18, 2014
  • 3. Wassupafrica 03 A ssociation of Southern African Travel Agents issued the following statement in response to joint statement by the Department of Home Affairs and Department of Tourism: It is with growing concern that ASATA took note of the recently released joint press statement that was issued on 31 July by the Ministers of Tourism and Home Affairs, confirming an implementation date of 1 October, despite acknowledging short falls in the ability of Home Affairs to meet their own objectives regarding various amendments to the Immigration Act. On behalf of its members and South African travellers, who are now required to apply for unabridged birth certificates to travel internationally with their children under the age of 18, ASATA has repeatedly asked Home Affairs Minister Malusi Gigaba to consider a 12-month deferment of the implantation date and to meet with industry bodies to discuss the impact that this will have on our sectors. A letter, signed by five of the country's top travel industry leaders, highlighting the concerns of the travel industry and the impact the new ruling would have, Government to prioritise agric technology, premier says SA tourism industry voices concern over new immigration legislation The 53-year-old Kamoun is the first Muslim to serve as Prime Minister in the CAR since it gained independence from France in 1960. An expert in finance, Kamoun was the Director General of the treasury under former President Francois Bozize, in power from 2003 to March 2013. Together with Samba-Panza, who is a Christian, Kamoun faces the challenging task of executing a subtle political transition intended at ending the deadly sectarian violence. The latest turbulence began in March 2013, when the mainly Muslim Seleka rebel coalition tumbled the government and put Michel Djotodia - the country's first Muslim president - in power. He stepped down in January under strong international pressure for his failure to rein in rogue ex-rebels tangled in murder, rape and looting. As a reaction to the violence, mostly Christian communities formed "anti-balaka" vigilante FROM PAGE 01 was also sent to Minister Gigaba 10 days ago. We have not received acknowledgement of receipt nor our request to meet. Furthermore, a request for assistance in clarifying some of the concerns raised, e.g. “travellers departing before the end of September but arriving back after the 1 October will they (the child) require an unabridged birth certificate?” has been sent to relevant Home Affairs representatives three weeks ago, to which we have yet to receive a response. Although the Department of Home Affairs has stated a turn- around time of four to eight weeks to issue a new unabridged birth certificate, practice suggests these timelines are closer to between four and six months, depending on which Home Affairs office to apply too. This and the lack of a clear communication have created a lot of confusion in our industry and for our clients, who are turning to us to assist in providing clarity. While we stand behind any efforts to secure our borders and to protect our children in all instances, we have yet to see what researchhasinformedgovernment to introduce a requirement to carry an unabridged birth The Government of Rwanda is committed to enhancing technology use in agriculture to accelerate economic development. Prime Minister Anastase Murekezi made the disclosure while addressing local leaders and other stakeholders in Eastern Province. The premier, who was accompanied by the Minister for Agriculture, Geraldine Mukeshimana, and State minister for Social Affairs Alvera Mukabaramba, was touring irrigation schemes in Kayonza and Kirehe districts. He visited a modern farm under irrigation farming in Ndego Sector, Kayonza District, which has been under production for nine months. The modern farm has seen maize and soya growing flourish and the potential is promising. The farm belongs to Bralirwa and Minimex Corporate Company (Bramin), a joint venture Bralirwa and Heineken Group brewery of Rwanda. Minimez is the leading maize milling company in the country. “Agriculture technology is a priority. It offers maximum and sustainable production of cereal crops like maize, beans and soya,” PM Murekezi said. “The irrigation scheme’s activities are commendable. It is interesting to apply machinery like combine harvesters.” The premier said irrigation would help maximise the proper utilisation of natural resources. “We must make good use of the water sources around. This, coupled forces who frightened Muslims in retaliation attacks. Thousands died and around a quarter of the country's 4.5 million population were evacuated in the conflict. Representatives of the Seleka coalition and anti-balaka forces signed a tentative cease-fire at talks in neighboring Congo in July. Following the talks, the government of Prime Minister Andre Nzapayeke resigned in a government reshuffle. On December 5, France attacked its former colony after the United Nations Security Council implemented a resolution giving the African Union and France the go-ahead to send troops to the country. In March 2014, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Valerie Amos said almost all of more than 100,000 Muslims once residing in the capital, Bangui, had fled the violence perpetrated by the armed Christians. with use of high level machinery, will certainly boost agriculture,” he said. Investing in Irrigation According to the company managers, the total investment in the scheme amounts to Rwf2 billion. The investment cost per hectare for irrigation equipment is $3,694. Brahim intends to invest Rwf441 million to bring the farm to full irrigable potential land of 452 hectares. Earlier in the day, Murekezi visited irrigation schemes in Nasho Sector in Kirehe District, where he challenged agronomists and technicians to be more systematic in the farming. “Land consolidation would make more sense if you utilised the land in a more organised way. Don’t scatter your activities. I wouldn’t mind having 100 hectares in one area as opposed 300 that are fragmented,” Murekezi said. The premier urged local leaders to ensure that agriculture production is not limited to some seasons. “With agriculture we expect production to be the same throughout the year,” he said. The farm owners, however, expressed concern about the absence of electricity on the farm that leads to high costs of running irrigation system. The Japanese government last week agreed to give Rwanda a financial grant worth $15 million (about Rwf10 billion), to develop an irrigation scheme in Ngoma District. New Times certificate as an additional travel document. Our extensive research has shown that no other country in the world has implemented a similar requirement. In light of this, we question the effectiveness of this new requirement in meeting the Home Affairs’ objective to reduce child trafficking. A birth certificate is not a recognised travel document anywhere in the world; passports and visas serve that purpose, with the necessary process behind acquiring one to ensure that it is fit for that purpose. Furthermore, we must ask that such an onerous new administrative regulation have an appropriate lead in time and a structured and collective consultative process with the travel and airline industries to avoid the inevitable confusion the premature implementation of said new rules will cause to the travelling public and our industry at large. We therefore re-assert our call for a 12-month grace period in order to ensure minimal short-term disruption to our industry whilst maintaining the Department of Home Affairs objectives. • 6. I n the course of past decade, Africa has been a place to some of the fastest-growing markets in the world, constructing an outsized window of prospect for the expansion of the pharmaceutical sector. The mounting statistics of Africans with noteworthy disposable income and spending power, the robust demographic dynamics, counting fast urbanization, firm economic growth in most parts of the continent, and developed infrastructure in both rural and urban areas are all budding drivers of Africa’s pharmaceutical boom. By 2016, pharmaceutical expenditure in Africa is projected to arrive at US$30 billion. This value is pressed by a 10.6% compound annual growth rate (CAGR) through 2016, second only to Asia Pacific (12.5%) and in line with Latin America (10.5%) during this period. Incited by merging of demographic changes, augmented wealth and healthcare investment, and increasing call for drugs to treat chronic diseases, this market potentially signifies a US$45 billion opportunity by 2020. The pharmaceutical evolution is a replication of economic strength accompanied by increasing healthcare spending. Most of the major pharmaceutical MNCs have had an occurrence in Africa for a number of years. Among the first companies (or precursors of today’s companies) to enter the continent were Abbott (South Africa, 1930s), Sanofi-Aventis (Morocco, 1953), Novartis (Egypt, 1962), Pfizer (Morocco, 1963) and GSK (Nigeria, 1971). MNCs have mainly concentrated on, and prospered in marketing, branded ground- breaking and generics drugs to the private sector in urban areas. Products have normally directed in-demand therapy areas, such as vaccines, anti- infective and anti-diabetics, with sales mostly focused in Northern and South Africa. The intensifying attendance of Asian manufacturers in Africa has also discovered the percentage of pharmaceuticals being imported from India and China more than double in value terms in recent years. Indian and Chinese manufacturers have benefitted market share mainly through competitive prices and concurrently targeting different markets in the generics space. Certainly, Indian pharmaceutical companies are the largest suppliers of generic medicine worldwide- the Indian government’s denial to spot certain big pharma patents permits firms to produce generic drugs at super low costs with which other countries cannot compete. These low-cost generic drugs are impeccable for markets in developing countries, which entail healthcare amenities that are as cost-competitive as conceivable in order to maximize the percentage of their populations that can afford these drugs. For example, leading Indian players, such as Cipla, Ranbaxy, the Serum Institute and Dr. Reddy’s, have strong market presence, particularly in East Africa. In these predominantly Anglophone markets, Indian companies have a standing for integrating local talent into their operations and are known for the quality of their medicines, with many having achieved World Health Organization (WHO) pre-qualification. While they are best known for selling affordable HIV medicines in Africa, they are rapidly broadening their medicine range across therapy areas. The reality of the matter is, however, that there is no end to the persistence from global pharmaceutical FRANKLY SPEAKING06 Karl Friberg President, AstraZeneca for South Africa and Sub-Saharan Africa Mary Bomela CEO of Mineworkers Investment Company (MIC) By kirit sobti, editor, iat editor@indoafricatimes.com companies wanting to extend the duration of market exclusivity on their brand-name drugs to prevent competition from generics. Private companies are pushing to patent every slight alteration of a drug that might instead be sold as a generic; a move that could potentially send their profit margins (and, consequently, drug prices) through the roof. Dependence upon cheap Indian generic drugs is not a long-term solution to Africa’s drug shortage problem. It is not feasible that an entire continent should put itself totally at the whims of foreign companies and governments – to reduce any risk associated with this dependence, it is absolutely imperative that Africa produce its own pharmaceutical drugs. Interestingly, the success of local pharmaceutical companies is frequently contingent on their ability to attract MNCs into research and development (R&D) licensing arrangements, a strategy which endorses their production capabilities. Local companies in South and Northern Africa have been leaders in their domestic markets. For example, Aspen (South Africa), Adcock Ingram (South Africa), EIPICO (Egypt), Saidal (Algeria) and Cipla Medpro (South Africa) have combined licensed originator brands and their own branded generic products. Aspen is now Africa’s largest domestic pharmaceutical company with a robust reputation for quality products. Aspen’s maturity in the domestic market resulted from a strong partnership with GSK which encompassed product licensing arrangements as well as skills and equity transfer. Cipla Medpro, a local company in South Africa, is the third largest pharmaceutical company in South Africa by value and is expanding to Botswana and Namibia. While success stories of local industry players exist, the majority have scrambled to enter for two reasons. Firstly, the high costs of active pharmaceutical ingredients (APIs) in Africa has left most incapable to compete on price with Asian generic manufacturers and unable to access the most in-demand therapy areas. Secondly, domestic manufacturers have struggled to implement good manufacturing practices (GMP) and ensure quality production. As a result, few companies have WHO pre- qualification status. The key features sustaining a successful market strategy in Africa are analogous to those elsewhere in the world: choice of location, operational strategy and portfolio selection. Firstly, to really fulfill pharmaceutical opportunity potential, a strategy needs to be tailored for different areas within a large, heterogeneous market. Secondly, contrasting to Western markets, most African markets have promising market access capabilities. This is largely demonstrated in the hurdles companies must overcome when registering, pricing and distributing their product (e.g., path to market) and in ensuring their product is available and usable by the patient (e.g., path to patient). Finally, African markets are still poorly interpreted: statistics on medicine consumption is not methodically composed, ensuing in disjointed and sporadic data. Therefore, market companies need to work with local partners to fortify and leverage data collection to apprise the opportunity. The African continent is sitting on a veritable non- communicable diseases time bomb with cardiovascular diseases, diabetes, obesity, cancer and smoking- related illnesses becoming increasingly prevalent. There is a huge unmet medical need on the continent, and Rwanda is no different. The MIC has been looking at the health sector for a number of years, with a view to invest in a growing sector that is of national strategic importance. We believe Ascendis and its management team are a good fit with the company's own criteria for investing and look forward to a long and mutually beneficial relationship with Ascendis and C2C. Is it feasible to totally rely at the whims of foreign companies? Dependence upon cheap Indian generic drugs is not a long-term solution to Africa’s drug shortage problem. Planning to build more than 300 clinics across Ghana Accra, Ghana, and Sioux falls, South dakota, USA - Honorable Kwaku Agyemang-Manu, Ghana’s minister of health, and Kelby Krabbenhoft, president and CEO of Sanford Health, jointly announced the Ministry of Health and Sanford have joined together in a public-private partnership to bring health care to millions of additional people across Ghana. This new relationship is intended to assist the Ghanaian government in improving maternity care and reducing the infant mortality rate. This new agreement will give Sanford International Clinics the opportunity to add more than 300 clinics in Ghana by 2020 and is expected to serve 4.5 million patients annually over the same time period. "It's encouraging to see the positive contributions that Sanford is committed to making with our health care system to complement the public sector," said Dr. Ebenezer Appiah-Denkyira, director general of Ghana Health Services. The main focus of the public-private partnership is to improve access in peri- urban and rural areas and allow patients to access primary care services closer to home. Kojo Taylor, president of Sanford International Clinic-Ghana, believes this new relationship will make a significant impact. "Much of the rural population in Ghana does not have access to basic care,” said Taylor. “The addition of these clinics will greatly change the scope of health care across the nation. Thousands of families will no longer be forced to travel for basic services." Sanford International Clinics first formed a relationship with the Ghana Ministry of Health when it opened a clinic in Cape Coast in January 2012. Since that time, Sanford has opened four additional clinics in Mankessim, Kasoa, Kojokrom and Adenta. Sanford clinics have treated more than 180,000 patients in Ghana. “Our work with the Ministry of Health has the potential to create thousands of clinics in Ghana,” said Jim Slack, Sanford Health vice president of Sanford International Clinics. “It is our intent to give the people of Ghana greater access to physicians and health care services, and we are most appreciative of the good working relationship we have with the minister of health."
