2010
There are an estimated 12.5 million Filipinos abroad
3. 2013
Potential Voters = 686,798
Recently, the DFA reported
96,968 new applicants since
October 2011.
4. The problems confronting
overseas absentee voting in
general can be categorized
Geography
into three. Geography –
because we have so few
embassies and consulates
that it becomes hard
for Filipinos to go
and register.
Procedures and
Desire
Requirements
Procedures and
Requirements also
have an impact, esp.
on immigrants who are
required to fill up affidavits
of intent to return. And then, there is DESIRE.
6. Interest in election
related matters peaks during
both the deadline for registration, and
the deadline for voting. In between these two crests,
overseas Filipinos need a push to get out of the troughs –
the trenches of inaction.
7. THIS IS US,
NOW.
The geography issue
can only be addressed by Congress.
The requirements issue – the Affidavit of Intent
To Return – has been brought up with Congress too.
Which leaves only the issue of Desire to participate unmet.
8. • OAV has always been marketed almost
exclusively on noble ideas like
democracy
• RESULT? Declining numbers
• We have always complained about the
affidavit of intent to return
• RESULT? Nothing we can use now.
• We’ve always talked about how easy it is
to register
• RESULT? Declining numbers
• We’ve always appealed to overseas
Filipino’s sense of national duty / duty to
family
• RESULT? Declining numbers.
9. In the meantime, outside the box…

11. Increasingly, we find impersonal
communication to be less effective
than first-hand accounts coming
from family, friends, and personal
influencers.
*
This is true in marketing too, btw.
12. There is a need to engage our kababayans overseas in a
way that will catch their attention. Not through
institutional information campaigns
or with just plain old
mass media TVCs,
but with real people,
talking about real
issues, and about
how they, Filipinos
overseas, can keep
on being participants
in the political landscape
of our beloved homeland.
We don’t want to tell them to register and vote anymore.
With YOUR help, we hope we can INSPIRE them.
13. Tweet about Overseas Absentee Voter
registration. You can come up with your tweet. If
you need inspiration, come to @COMELECTV to
find something to retweet. #iwillVote
One Status Update a day would help boost
awareness; and Like the COMELECTV page while
you’re at it.
Donate one blog post? Perfect! Need info? We’ll
be happy to provide it. Any number of entries
you can post about OAV will be appreciated. We’ll
tweet about it too!
