vested in a president, a vice-president, and a municipal council. The president and the
councilors, together with the vice-president, shall be chosen at large by the qualified
electors of the municipality, and their term of office shall be for two years from and after
the first Monday in January next after their election and until their successors are duly
chosen and qualified: Provided, That the president and vice-president elected in
nineteen hundred and one shall hold office until the first Monday in January, nineteen
hundred and three, or until their successors are duly chosen and qualified and that the
councilors elected in nineteen hundred and one shall divide themselves by lot into two
classes. The seats of those of the first class shall be vacated on the first Monday of
January, nineteen hundred and two, and those of the second class one year
thereafter, or when their successors are duly chosen and qualified, so that one-half of
the municipal council shall be chosen annually.

SECTION 4. (a) Incorporated municipalities shall be of four classes, according to the
number of inhabitants. Municipalities of the first class shall be those which contain not
less than twenty-five thousand inhabitants, and shall have eighteen councilors; of the
second class, those containing eighteen thousand and less than twenty-five thousand
inhabitants, and shall have fourteen councilors; of the third class, those containing ten
thousand and less than eighteen thousand inhabitants, and shall have ten councilors;
of the fourth class, those containing less than ten thousand inhabitants, and shall have
eight.

SECTION 4. (a) Incorporated municipalities shall be of four classes, according to the
number of inhabitants. Municipalities of the first class shall be those which contain not

inhabitants, and shall have fourteen councilors; of the third class, those containing ten

(b) Municipalities of less than two thousand inhabitants may be incorporated
under the provisions of this Act, or may, upon petition signed by a majority of the
qualified electors thereof, be attached as a barrio to an adjacent and incorporated
municipality, if the council of the latter shall grant said petition.

may be incorporated under the provisions of this Act as a separate municipality, upon

the vice-president.

magkakaroon ng pagsusuri ang mga mag – aaral sa ilang mga patakarang
nakabalam sa pagkakamit ng ganap na kalayaan ng bansa at ang mga naging
epekto nit sa aspetong pulitikal, ekonomiya at lipunan ng Pilipinas.
48. ANG PAGSUPIL NG NASYONALISMONG PILIPINO
Matapos matalakay ang mga batas at patakaran ng Pilipinisasyon, hingin ang
mga hinuha ng mga mag – aaral sa kung ano ang naging kalagayan ng mga Pilipino
sa panahon ng pamamalakad ng mga Amerikano sa aspetong pampulitika, pang –
ekonomiya at panlipunan.
49. ANG PAGSUPIL NG NASYONALISMONG PILIPINO
Matapos matalakay ang mga batas at patakaran ng Pilipinisasyon, hingin ang
mga hinuha ng mga mag – aaral sa kung ano ang naging kalagayan ng mga Pilipino
sa panahon ng pamamalakad ng mga Amerikano sa aspetong pampulitika, pang –
ekonomiya at panlipunan.
Hatiin ang klase sa dalawang (2) pangkat. Bawat isa ay bigyan ng Task Card na
naglalaman ng mga kinakailangang gampanin sa pagsasagawa ng gawain. Ibigay ang
mga sipi sa bawat pangkat.

Sec. 8. Every person who shall utter seditious words or speeches,
write, publish, or circulate, scurrilous libels against the Government
of the United States or the Insular Government of the Philippine
Islands or which tend to disturb or obstruct any lawful officer in executing his office, or

instigate
others
to
cabal
or
meet
together for unlawful purposes, or which suggest or incite rebellious
conspiracies or riots or which tend to stir up the people against the
lawful authorities or to disturb the peace of the community, the safety
and order of the Government, or who shall knowingly conceal such
evil practices, shall be punished by a fine not exceeding two thousand
dollars or by imprisonment not exceeding two years, or both in the
discretion of the Court.

By authority of the United States be it enacted by the Philippine Commission
that:
Section 1. Any person who shall expose or cause or permit to be exposed to public
view on his own premises, or who shall expose or cause to be exposed to public view
either on his own premises or elsewhere, any flag, banner, emblem, or device used
during the late insurrection in the Philippine Islands to designate or identify those in
armed rebellion against the United States, or any flag, banner, emblem, or device used
or adopted at any time by the public enemies of the United States in the Philippine
Islands for the purposes of public disorder or of rebellion or insurrection against the
authority of the United States in the Philippine Islands, or any flag, banner, emblem, or
device of the Katipunan Society or which is commonly known as such, shall be
punished by a fine of not less than five hundred pesos nor more than five thousand
pesos, or by imprisonment for not less than three months nor more than five years, or
by both such fine and imprisonment, in the discretion of the court.

commonly known as such, shall be punished by a fine of not less than five hundred
pesos nor more than five thousand pesos, or by imprisonment for not less than three
months nor more than five years, or by both such fine and imprisonment, in the
discretion of the court.
58. ANG PAGSUPIL NG NASYONALISMONG PILIPINO
Sec. 3. It shall be unlawful tor any person to expose or cause or permit to be exposed
to public view on his own premises, or to expose or cause to be exposed to public view
either on his own premises or elsewhere, or to display or cause to be displayed at any
banquet, public entertainment, meeting, or reunion, or in any parade, procession, or
review, or for any person having charge of such banquet, public
entertainment, meeting, or reunion, or of such parade, procession, or review, to permit
to be displayed or exposed to public view, any flag, or banner the use or display of
which is prohibited by executive order of the Governor-General. Any person who shall
violate the provisions of this section shall be punished by a fine of not less than
five hundred pesos nor more than five thousand pesos, or by imprisonment for not less
than three months nor more than five years, or by both such fine and imprisonment, in
the discretion of the court: Provided, however, That nothing in this section contained
shall be construed to authorize the Governor-General to permit the use or display of
any flag, banner, emblem, or device whose use, display, or exposition to public view is
prohibited by the preceding sections of this Act.

Sec. 4. Any person who shall wear, use, or expose to public view in any
parade, procession, or review, any uniform or dress or part thereof, adopted or used
during the late insurrection in the Philippine Islands to designate or identify those in
armed rebellion against the United States, or any uniform or dress or part thereof
adopted or used at any time by the public enemies of the United States in the
Philippine Islands for the purposes of public disorder or of rebellion or insurrection
against the authority of the United States in the Philippine Islands, shall be punished
by a fine of not less than five hundred pesos nor more than five thousand pesos, or by
imprisonment for not less than three months nor more than five years, or by both such
fine and imprisonment, in the discretion of the court.
