The average online reader of The New York Times spends 64 seconds viewing the entire paper over the course of one day. Important to hook them quickly. In this case, the “where” and “what” are the most important elements. The next graph tells us, briefly, what happened. Note there are no descriptions of commissioners’ facial expressions or anything extraneous. This graph also tells us the next step, which we are likely to read more about in a later Web hit. At the end, we get a glimpse of what prompted the action, and why the meeting was called.
