Good evening Board members. My name is swati meshram, and I work for michele. I want to thank you for giving us the opportunity to come here tonight and present the Westside master plan as it stands today. We have been working on this planning initiative since April of this year. Michele and I are going to quickly go through our presentation tonight and are happy to answer questions to take your feedback at the end.
Project purpose is to create redevelopment alternatives that will result in development patterns that are compatible with potential airport expansion while enhancing residential areas and establishing the opportunity for economic development. Our charge was to: Recommend alternative land uses Enhance business activity along corridor Enhance residential areas Identify public amenities Provide economic impact analysis based on the airport alternative
Basically the City extent to the West of I-95, with the inclusion of two neighborhoods to the east – ocean waterway mobile home park and melaleuca gardens. These were included because as you will see in some slides further into the presentation they are impacted by noise by one of the airport expansion alternatives.
the meetings kicked of with some education for the attendees about pertinent issues to the study area. Of note here are master plans prepared by the DBCRA SR 7 – Hollywood, Davie and Seminole Nation Davie RAC. As you can see westside forms the missing link in all thes planning efforts and has a lot to offer on a regional level. IGFA, DCOTA, Commerce park in hollywood, tri-rail station, inland waterway system.

We had three planing meetings at igfa and the city hall. The last one of these meetings was to summarize the results from the previous two meetings. TMPG staff was avaiable to answer questions. We sought comments and feedback at all of these meetings. Igfa – 89 City hall – 46 people City Hall – 53
We educated people about what the impacts of the airport expansion will be, and what areas will be effected by them.
We also talked about Smart growth and what its principles are. Some salient principles are neighborhoods with a strong sense of place. Choices of transportation modes, promote regional collaborations, compact building design. Etc.
The purpose of these meetings was to build a consensus among all the stakeholders. We asked people to vote on some previously prepared alternatives. NO CHANGE was always an option. And they were always welcome to make alternate suggestions or comments. This exercise resulted in two consensus plans – north or no runway expansion and a south runway expansion.
We took those two consensus plans, and depicted them on one map for the sake of ease. This plan is based on the consensus plans but also reflects some changes, based on the feedback we continued to get through the last public meeting and some planning sense. I want to quickly highlight the changes we made. Firstly the area near the three neighborhoods around the utility plant is left at residential even though the community consensus was for commerce in both the plans. These are well established neighborhoods and are not in the 65 DNL noise contour. We are recommending marine use for the area that is currently industrial and the property that is adjacent to it and sits very near the confluence of dania cut off and south fork of new river. second change we made is to allow some port or aviation related use in the area across the street from the airport IF the south runway expansion occurs. The community said all marine use for this area, but from planning perspective it would be wise to take advantage of the locational opportunity. Another change we made is also to the south runway expansion plan. we changed the uses along griffin road corridor from strictly commercial uses to what we are calling “corridor uses”. I will explain to you shortly why we did that. About the plan itself, I want to point out that it is our opinion that the land uses in the Westside are largely appropriate. Other than along some of the major corridors such as griffin road, state road 7 etc. the master plan recommends that these corridors be made deeper. As far as state road 7 – we recommend the city coordinate with the city of Hollywood in their effort of sr7 corridor redevelopment, because of the economic activity it will generate in Dania beach. We feel that the intersection of anglers avenue with griffin road, shown as red star is an economic focal point of Westside and therefore needs special planning and design considerations. You will also notice several stars and dotted lines on the master plan. the blue stars denote where we recommend the city to place attractive gateway features. This shows pride in the community and also helps toward one of the citizens goals of developing Dania beach as a " gateway city”. Green stars denote that we are recommending the city to identify funding sources to create parks in these neighborhoods. The brown dashed lines denote recommended bikeways,and the green dashed lines denote greenways that are indentified on broward county’s greenways plan. In a nut-shell, the biggest recommendations of this plan are economic development by promoting businesses and industries such as marine and tourism along the existing corridors of Griffin Road, Anglers avenue and Marina Mile. The second biggest recommendations are transit. The stakeholders want it, the County MPO was considering Griffin road as a potential alignment for east-west transit; Westside has great opportunity for being the leading example for multi-modal transit supportive community due to the proximity of inland waterway system, the interstate system, the international airport, sea port, and the tri-rail station.
The plan document works off these over all goals listed here and has several recommendations within each of these goals for the city.
This is our recommended implementation prioritization map. it map DOES not mean that priority 2 cannot start until priority one is finished for example. It simply recognizes that fact that this is a long term plan. but some steps need to be taken now in response to the current situation.
