n my work as a teacher educator over the past twenty years, the preparation of teacher leaders has been a guiding force (Phelps 1994). Informal surveys of my teacher candidates reveal that most intend to become leaders in their schools. Yet, achieving this goal involves more than a targeted outcome and willing participants. Helping teachers become leaders requires not only a desire to meet the challenge but also a definite plan. In this article, I present a model for shaping teacher lead- ers. Teacher educators, school administrators, and cur- rent teacher leaders can apply this tool to different work settings as they help more teachers to become leaders. Defining a Vision Before teachers can adopt leadership as a possibil- ity, they must understand its meaning. Definitions of leadership abound; however, sometimes the simplest is best. In this case, Barth’s (2001) view of leadership as “making happen what you believe in” is ideal (85). By removing job position from the picture, this defini- tion suggests that anyone can be a leader. As Daniel- son (2006) indicates, teacher leaders are not typically appointed to a designated position, yet they comple- ment administrative leaders. Implicit also in this lead- ership viewpoint is knowing what one believes or espousing a vision and understanding how to achieve that vision. Having a vision is an essential building block for teacher leadership (Barth 2001). At the preservice level teacher candidates should articulate their beliefs as part of professional education coursework and field experiences through journal entries and other reflective activities. Administrators and mentor teachers can assist beginning and veteran teachers with the refinement of their belief systems, going beyond the oft-touted “all students can learn” mantra. Time at faculty meetings can be devoted to sharing diverse beliefs about teaching and learning and discussing how teachers’ beliefs influ- ence classroom practices. Administrators can encourage teachers to post vision statements on their Web sites and their classroom walls as well as include such state- ments on course materials provided to students and parents. Here is a teacher’s sample vision: This school and my classroom should be a community of students and teachers who feel safe enough to make mistakes, to share insights, and to take risks. The pri- mary goal of the learning environment should be to engage teachers and learners in the process of thinking. In creating this environment, careful planning and posi- tive relationships are essential elements. Because model- ing makes a difference in learning, I will strive to uphold high standards and expectations and to develop better problem-solving skills. Helping Teachers Become Leaders PATRICIA H. He is a former band director at a nearby high school and understands the value of collaboration and cooperation that students learn when they are part of a marching band. His goal is to fos- ter that collaboration in his new role as a principal. The school he is leading, however, has always been managed as a top-down, hierarchical system, with little or no opportunities for teachers to offer ideas for improving the school or collecting data to inform teaching. There are no professional learning communities, although grade level teams do meet monthly to discuss schedules, most particularly assemblies and field trips. Dr. Washington believes that some things must definitely change so that his faculty members take more ownership of their school. He has read about the term “distributed leadership,” but he has never seen it in action. “Where do I start?” he thinks, sitting at his desk in mid August before the first teacher work day begins. Dr. Washington is not alone. There are many school leaders who are learning, often on the job, about how to facilitate authentic change that everyone in the school community understands, engages in and learns from. This chapter addresses selected contemporary trends regarding leadership in education for the 21st century. The focus is not just on leadership generically, but rather on the notion of leading for change. There are thousands of essays, research articles, and books explaining types of leadership, the attributes of great leaders, and the competencies required for leaders in education and in other professional fields. The selection of this chapter’s article excerpts is intended to evoke dialogue from multiple perspectives on leading change, as practitioners, researchers, and policy makers. · If we accept the fact that we may need to focus more on teaching civic responsibility, how can this work with both "policies and people" in the school where you become principal? In order to increase the focus on teaching civic responsibility, policy must be in place supporting this goal. A school leader must be willing to invest time and funds into planning, training, and implementing curriculum that emphasizes civics. Staff members may have different levels of interest, understanding, and comfort when it comes to incorporating civic responsibility into their teaching, so providing professional development in this area would be critical. The strategic plan for integrating civic responsibility and the expectations for each teacher’s involvement should be clearly communicated. In addition to establishing these policies regarding civics education, the school leader and teachers must work to model civic responsibility. In addition to sharing his or her vision for increased focus on civics with the school staff, the school leader should work to share his or her vision with school board members, other district personnel including the superintendent, and the greater community. Lastly, school leaders need to support their staff as they take risks and work to develop and implement new activities, discussions, and projects centered around teaching civic responsibility. · How will you lead your staff in this part of the curriculum? In leading my staff in this part of the curriculum, I would work to secure professional development related to civic responsibility, as this is not an area that I have expertise in, and work as a staff to develop our vision and implementation goals. I would also provide examples such as the work of the exemplar schools described in the article in integrating civic responsibility across all content areas, implementing service-learning programs, and creating partnerships between the school and community. In BC’s nearly-decade-old “new” curriculum, the curricular competencies describe the processes that students are expected to develop in areas of learning such as mathematics. They reflect the “Do” in the “Know-Do-Understand” model. Under the “Communicating” header falls the curricular competency “Explain and justify mathematical ideas and decisions.” Note that it contains two processes: “Explain mathematical ideas” and “Justify mathematical decisions.” I have broken it down into its separate parts in order to understand--or reveal--its meaning. The first part is commonplace in classrooms. By now, BC math teachers—and students—understand that “Explain mathematical ideas” means more than “Show your work.” Teachers consistently ask “What did you do?” and “How do you know?” This process is about retelling, not just of steps but of thinking. The second part happens less frequently. Think back to the last time that you observed a student make—a necessary precursor to justify—a mathematical decision. “Justify” is about defending. Like “explain,” it involves reasoning; unlike “explain,” it also involves opinion and debate. In order to reinterpret the curricular competency “Explain and justify mathematical ideas and decisions,” I will continue to take apart its constituent part “Justify mathematical decisions” and carefully examine the term “mathematical decisions.” What, exactly, is a “mathematical decision”? Below, I will categorize answers to this question. These categories, and the provided examples, may help to suggest new opportunities for students to justify.
