The content of this presentation corresponds to ideas raised by women and men related to Gijón. I ’m only shaping them and selecting the aforementioned aspects to suit the time available. The procedure was very simple. I just asked people to give their opinion on what they considered most relevant to present at this meeting in Barcelona. If we talk about interaction, it was just about making people talk. Why not apply this logic to a presentation like this one? And people talked and did it with enthusiasm as almost 20% of the readers of the post published in my blog answered using Facebook, Twitter, the email or the blog itself.
Gijón is a city under construction and in permanent change, where we sought to strengthen the sense of membership and at the same time tried to build bridges to connect with other communities. A cohesive city can better face the challenges of a golbal world. According to Castells, we must have a global perspective and act at a local level. We are agree with him although we have a particular opinion about this question: We must think at local and act at a global level . That is to say, we must think about what makes us different and what can be interesting beyond our frontiers to turn it into an opportunity: a cohesive, participative, connected and well trained community.
But a so lively and dynamic procedure leads us to choose among many different options. Gijón has chosen to progress in the field of innovationa and adapting ourselves to the requirement of the digital world involves: organizative changes, new rules (both internal and those relating to citizens), massive use of technology, training ...
We understand the choice of digital technology coupled with something that must reach the whole society, and this question require to act in order to avoid the gap between those who can use the Internet and those, who don´t . A process like this one should help to reinforce the community and the public administrations must act. Building a network of points of Internet access, digital literacy programs, outreach meeting with groups at risk of social exclusion or the commitment to deploy telecommunications infrastructures were some of the actions carried out. A outstanding action has been the Citizen Card , a smart card that allows to access the services and procedures available at the municipal website, as well as numerous other presential services. This initiative has been successful and has led to tangible digital world for many thousands of citizens. And, this procedure led obviously to start using the different tools such as Facebook,Twitter, blogs or You Tube, among others. These are communication channels used regularly by citizens and we chose to use these spaces and not wait that people would use other spaces that we could have created. The following three examples show specific use of the Internet that serve to illustrate the aim to build and strengthen the aforementioned community.
The first example is about using blogs. The image corresponds to a recent post of the Youth blog relating to a study on the use that young people make of ICT. The answer was very positive and near hundred people registered to take part in the initiative during first two days after publish the post. This is a specific example of how the use of the Interner can help us know the opinion of citizens in order to later on take decissions. So, we can build a community by answering to the people’s needs and priorities.
Here is another specific action on the use of Google Maps. The aim is to locate the territory’s resources and promote the collaboration between the different agents of the community. The image shows the resources map of Gijón devoted to innovation and has been made with the collaboration of the city’s different agents. In addition to its presence in Google Maps, the map can also be found on the municipal website. After its publication and dissemination on different networks, we received the first suggestions of changes that have already been processed to be introduced into the map (for instance, to include all the enterprises certified on innovation management).
The third example about the kind of things we do is related to tourism, which is an excellent lab to experiment with different tools that we can try to apply later on to other areas and the city website. Blogs, Facebook, Twitter, YouTube, Flickr, Panoramio, …, are some of the tools used in this area to make city marketing but also to receive contributions and contents created by citizens and visitors . These contents can be included by the citizen in our website to enrich it and make it more attractive. In October, Internet was the most used channel to present the new city brand and raise some debate on it. The combination of actions through traditional channels and digital ones allowed us to test the acceptance of it, promote civic liaison with it and correct some aspects identified in the comments received. An example of this is what happened with the slogan in English, which was modified and improved thanks to these comments. The other relevant aspect is that it served to strengthen the sense of membership to the local community of many people, both inside and outside Gijón. In this regard, it were specially eloquent the comments of residents outside the city that showed a impresive emotional bond with our community.
Until now, only we have talking about some examples of our activities . This is the base of our work to improve our governance and strengthen our community. Back to the beginning, the idea of thinking at a local leve and acting at a global one . But this is far from perfect and we continue working to improve it with an general change of our website based on the principles of Open Government that will enable us to share information to include our presence in different social networks and join a process of information re-use in the local public sector that enables to expand the possibilities to generate contents and knowledge. This is the modest experience of a city that relies on innovation and wants to build future projects together with its citizens. We aim to build some sort of virtuous circle, where Open Innovation leads us to the Open Governmet and this enhances the quality of our government system and the citizens welfare.
