2. Judge Richard Halloran has spent 15 years as a
circuit court judge in Detroit. During that period,
he heard cases on divorce, those involving child
support and custody, and
personal protection orders (PPOs). From 1998 to
2003, Judge Halloran personally managed the
PPO docket, overseeing the issuance of 1,500
orders per month.
3. After his extensive work with PPOs, Judge Richard Halloran
went on to create the Solution Oriented Domestic Violence
Prevention Court. The recruitment of law school interns for
the new program began in 2010 at the University of Detroit
Mercy School of Law and Wayne State University School of
Law. The program’s goal is to move beyond simply issuing
personal protection orders (PPOs) and ensure that a
dangerous partner will not return to harass or further assault a
survivor. The program became a reality thanks to a $300,000
grant from the US Justice Department, Office on Violence
Against Women, and began with the appointment of former
Lakeshore Legal Aid attorney, Katie Strickfaden, as the new
court’s legal administrator.
