ACTIVITY COMPLETION REPORT
Title of the Activity: Regional Training Program on School Monitoring, Evaluation and
Adjustment (SMEA) System for the Division Core of Trainers
Training Objectives:
The Training Program on School Monitoring, Evaluation and Adjustment (SMEA)
System aims to:
a. demonstrate understanding of the school Monitoring and Evaluation (M&E)
framework;
b. describe the process flow of SMEA as part of the Monitoring, Evaluation and
Adjustment (MEA) system in the region;
c. validate the data gathered, consolidation and reporting tools needed to carry out
the MEA process in schools;
d. commit to transfer the MEA system in the schools; and
e. develop training implementation plan for districts and schools on SMEA.

Venue: DepEd-Ecotech Center, Cebu City
Host Division: Quality Assurance and Accountability Division (QAAD)
Target Participants: Schools Division Superintendents, Assistant Schools Division
Superintendents, School-Based Management (SBM) Coordinators, Planning Officers
and Division Quality Assurance and Accountability Monitoring and Evaluation (QAA-M &
E) Coordinators.
Expected Number of Participants: 76 participants (4 participants of every schools
division)
Actual Number of Participants: 86 participants
Training Facilitators: QAAD Training Program Teams (Dr. Marcial P. Degamo, Mr.
Sinfronio R. Thelmo, Dr. Estela B. Susvilla, Dr. Joy Kenneth S. Biasong, Mrs. Antoniette
Cabando, Mr. Simon Bob Rios, Dr. Eduardo C. Bacaltos, Mrs. Merden L. Bryant and
Mrs. Rosa H. Cabotaje)
Budgetary Requirement: P150,000.00 (estimated amount- subject for audit). The
stated amount is allocated for the expenditures relative to the conduct of the training
such as rental of the venue, training materials, food and accommodation.
Training Evaluation Rating:
End of Training Assessment- Rating is 3---- means that the participants were
satisfied on the quality of program planning, management, preparation, delivery of
program content, trainees’ learning, trainers’ conduct of sessions, attainment of
objectives, provision of support materials, services of the program management team,
venue and accommodation.
Narrative Report:
The Quality Assurance and Accountability Division (QAAD) of DepEd-Regional
Office VII successfully conducted the two-day Regional Training Program on School
Monitoring, Evaluation and Adjustment (SMEA) System for the Division Core of Trainers
held on June 13-14, 2013 at the DepEd-Ecotech Center, Cebu City. It was participated
by the Schools Division Superintendents, Assistant Schools Division Superintendents,
SBM Coordinators, Division QAA-M & E Coordinators and Planning Officers from the
nineteen (19) Schools Divisions in Region VII.
The purposes of M&E in the school are the following:
a. Provide the school management and stakeholders information on the
implementation of the curricular programs and projects as basis for
continuously improving their relevance, efficiency and effectiveness;
b. Provide information for school management to determine and adjust approaches
and strategies that will ensure adequacy, equitable distribution, accessibility, and
effective and optimal use of the resources of the school;
c. Establish information as basis for determining appropriate approach / strategy to
improve teaching-learning competencies of teachers to ensure efficient and
effective delivery of instruction, classroom management, and their personal
growth and professional development;
d. Present information regarding learners’ performance to the school management
that will support decisions and adjustments to plans and strategies to improve the
learners’ academic achievement, school attendance, and participation in co-
curricular activities; and
e. Provide information for school management to review and sustain the strategies
that can improve the school’s health and performance through efficient school-
based management, productivity of the teaching and non-teaching staff and
strengthening partnership with the community.
In its entirety, Monitoring and Evaluation (M& E) in schools aims to:
a. provide objective information that can inform decision-making in order to
continuously improve the delivery of school services for basic education and
the school’s performance and health to achieve the desired education
outcomes; and
b. provide valid, reliable and accurate data in decision-making to come up with
possible actions and interventions to achieve the desired education

The stated amount is allocated for the expenditures relative to the conduct of the training such as rental of the venue, training materials, food and accommodation. Training Evaluation Rating: End of Training Assessment- Rating is 3---- means that the participants were satisfied on the quality of program planning, management, preparation, delivery of program content, trainees’ learning, trainers’ conduct of sessions, attainment of objectives, provision of support materials, services of the program management team, venue and accommodation. Narrative Report: The Quality Assurance and Accountability Division (QAAD) of DepEd-Regional Office VII successfully conducted the two-day Regional Training Program on School Monitoring, Evaluation and Adjustment (SMEA) System for the Division Core of Trainers held on June 13-14, 2013 at the DepEd-Ecotech Center, Cebu City. It was participated by the Schools Division Superintendents, Assistant Schools Division Superintendents, SBM Coordinators, Division QAA-M & E Coordinators and Planning Officers from the nineteen (19) Schools Divisions in Region VII. The purposes of M&E in the school are the following: a. Provide the school management and stakeholders information on the implementation of the curricular programs and projects as basis for continuously improving their relevance, efficiency and effectiveness;

Provide information for school management to determine and adjust approaches and strategies that will ensure adequacy, equitable distribution, accessibility, and effective and optimal use of the resources of the school; c. Establish information as basis for determining appropriate approach / strategy to improve teaching-learning competencies of teachers to ensure efficient and effective delivery of instruction, classroom management, and their personal growth and professional development; d. Present information regarding learners’ performance to the school management that will support decisions and adjustments to plans and strategies to improve the learners’ academic achievement, school attendance, and participation in co- curricular activities; and e. Provide information for school management to review and sustain the strategies that can improve the school’s health and performance through efficient school- based management, productivity of the teaching and non-teaching staff and strengthening partnership with the community. In its entirety, Monitoring and Evaluation (M& E) in schools aims to: a. provide objective information that can inform decision-making in order to continuously improve the delivery of school services for basic education and the school’s performance and health to achieve the desired education outcomes; and b. provide valid, reliable and accurate data in decision-making to come up with possible actions and interventions to achieve the desired education outcomes.
